学分制:成人高等教育教学制度改革思考

成人高等教育对象复杂,任务多重,形式多样,是开放的大众化高等教育。在成人高等教育教学管理制度方面引入学分制,具有比普通高等教育更为迫切的需求。而且,成人高等教育实施学分制也是可行的,学分制研究的不断深入提供了宽厚的理论基础,部分成人高校的学分制试点奠定了广泛的实践基础。当前成人高等教育的学分制改革,一是要扫除思想认识上的障碍;二是要制定科学合理的学分制实施方案;三是要改善办学条件,提高管理水平;四是要提供外部保障条件。

王维卒于上元二年(675)七月,已属学界定谳。但王辉斌《王维生卒年陈说质疑》对其提出若干质疑。本文对其所持理由予以逐一反驳,认为王维卒年不误。并对高适刺蜀问题进行简要考辨。     

民国元年孙中山的铁路设计与宣传

民国元年是孙中山铁路建设思想发展的重要之年。在辞去临时大总统后一年左右的时间里，他专心致力于发展实业尤其是铁路事业，不仅广泛宣传铁路的重要性，而且担当重任，积极筹划铁路建设。但由于当时困难重重，他的方案遭到很多质疑，并引起广泛的争论。这些争论进发出的理性之光对当时我国铁路认知的完善和成熟有积极作用。     

A Web-based review of sexual and reproductive health services available at colleges and universities in Georgia

Objective: Although two-thirds of graduating high school seniors attend college or university in the U.S., there is a paucity of national or state specific research regarding SRH services available on or near college and university campuses.

Methods: A review of websites for all colleges and universities in Georgia was conducted to evaluate sexual health services available on campuses and evidence of referral to community providers.

Results: Of 96 colleges in Georgia, 44 had campus-located health centers, with only 3 at two-year colleges. Overall SRH service provision was low, with great variation between colleges. Distances between colleges and Title X clinics ranged from 0.33 to 35.45 miles.

Conclusions: Many students lack access to campus health centers, and information on college websites regarding SRH service availability and referrals differs dramatically between campuses. In the absence of robust campus-located services, schools should highlight where students can obtain comprehensive SRH care in the community.     

Diminishing Willingness to Pay per Quality‐Adjusted Life Year: Valuing Acute Foodborne Illness

We design and conduct a stated‐preference survey to estimate willingness to pay (WTP) to reduce foodborne risk of acute illness and to test whether WTP is proportional to the corresponding gain in expected quality‐adjusted life years (QALYs). If QALYs measure utility for health, then economic theory requires WTP to be nearly proportional to changes in both health quality and duration of illness and WTP could be estimated by multiplying the expected change in QALYs by an appropriate monetary value. WTP is elicited using double‐bounded, dichotomous‐choice questions in which respondents (randomly selected from the U.S. general adult population, n = 2,858) decide whether to purchase a more expensive food to reduce the risk of foodborne illness. Health risks vary by baseline probability of illness, reduction in probability, duration and severity of illness, and conditional probability of mortality. The expected gain in QALYs is calculated using respondent‐assessed decrements in health‐related quality of life if ill combined with the duration of illness and reduction in probability specified in the survey. We find sharply diminishing marginal WTP for severity and duration of illness prevented. Our results suggest that individuals do not have a constant rate of WTP per QALY, which implies that WTP cannot be accurately estimated by multiplying the change in QALYs by an appropriate monetary value.
