妇女参政是妇女的基本人权,也是推动人类社会可持续发展和社会改革的重要内容。第四次世界妇女大会以来,在联合国的倡导和支持下,国际妇女参政运动在发展方向和发展政策方面取得积极进展和成功经验,同时提出新的奋斗目标和诉求;其发展趋势和经验教训,对中国妇女参与政治和决策有借鉴意义。     

城市青年消费文化解读

随着我国市场经济的成熟,城市青年一代的消费观念、消费方式、消费心理都出现急剧变化,文化呈现攀比性、自我性、显示性、不稳定性等特点。这将导致一系列负面影响的产生,因此,青年消费文化迫切需要重新塑形,营造健康、积极、和谐的青年消费文化。     

Forest Fire Risk Management and Public Participation in Changing Socioenvironmental Conditions: A Case Study in a Mediterranean Region

Under current conditions of accelerated socioenvironmental change in the Mediterranean forested landscapes, fire is one of the most critical and difficult risks to tackle within the region. This article summarizes the lessons learned from a project based on the participatory integration of qualitative local stakeholders' knowledge with expert GIS fire simulations carried out in the County of El Bages, Catalonia, Spain. First, in this article, a theoretical model--the forest fire circle--is presented in order to explain the reasons for the rise in the damage and frequency of forest fires in this Mediterranean area. Second, it describes the methodology developed and the stages followed during the project. Results show that: (1) the advocacy of old forest reactive management paradigm assumptions and practices based on uncontrolled forest succession can put vast wooded areas of the Mediterranean basin at critical risk; and (2) forest fire management approaches that ignore the crucial role of long-term prevention and local capacity building strategies have failed. In the final section, the content and the specific dimensions of the old reactive paradigm that has characterized forest fire risk management in Catalonia are discussed and contrasted with the possibly emerging preventative paradigm.     

西部农村居民政治参与及社会治理分析——基于陕西省岐山县G村的社会调查

以陕西省岐山县G村社会调研数据为基础,对西部农村居民的政治关注度、参与度、满意度进行描述性统计分析,认为西部农村居民的政治参与水平不高。通过建立Probit模型,分析影响农村居民政治参与水平的人口学变量以及政治效能感因素,研究发现：人口学的关键变量、内在与外在的政治效能感均对政治参与有显著影响,为此提出通过有效的社会治理举措,以改善人口学变量中关键因素,提升农民的政治效能感,从而有效提高农村居民政治参与水平。     

公众参与引导下的重大工程社会矛盾化解机制

新时代网络社会的不确定性、突变性等特征极大地颠覆了重大工程社会矛盾的阶段演化特性,对传统封闭性的社会矛盾化解机制设计提出了新挑战,具有多元非中心性的公众参与在应对该挑战中可发挥重要的引导作用。基于裂缝假说分析重大工程社会冲突困境,提出建立与公众参与水平相匹配的参与制度是困境化解的关键路径;将公众参与成熟度作为公众参与水平划分工具,按照低、中、高将其划分为3 个水平;引入网络化治理理论,建立与公众参与水平相匹配的公众参与机制,即形成“政府主导-社区参与”型、“政府引导-社会组织介入”型、“政府与社会组织协同合作”型机制,推动公众参与引导重大工程社会矛盾的自我疏导、自我治理和自我化解,形成全民共建共享的网络化治理新格局。     

十八大以来习近平青年工作思想及其意义

党的十八大以来,习近平青年工作思想是在继承和发展马克思列宁主义青年工作思想、中国共产党高度重视青年工作优良传统的基础上,回应新时代青年工作不断发展创新的现实需要而提出的。这一思想强调青年理想信念教育、本领学识培养、成长成才服务和青年组织深化改革,实现了中国共产党青年工作思想的与时俱进,进一步推动了我国青年组织的优化升级,为广大青年的健康成长提供了正确指引。     

新媒体背景下公众参与生态文明建设的路径

党的十八、十九大均指出,生态文明建设功在当代、利在千秋。十九大进一步明确提出要构建“政府主导、社会协同、公众参与、法治保障”的生态文明建设新局面。《环境保护公众参与办法》的出台为公众参与环境保护提供了强有力的制度保障,但公众的参与程度与许多因素有关。在积极发动和鼓励公众参与生态文明建设的过程中,政府可发挥新媒体协商平台的作用,提高新媒体的回应能力,为公众参与生态文明建设提供保障;公众应借助新媒体互动平台的功能,进一步提升生态意识,践行生态行为,自觉维护生态环境;环保组织要发挥新媒体的聚焦作用,推动环保组织的成长壮大。     

农民工养老保险参与决策：一个OLG模型的考察

通过构建一个农民工追求跨期效用最大化的OLG模型,理论分析了均衡条件下农民工收入及风险偏好因素对其养老保险参与决策的影响;基于全国31个省市的调查数据,利用双变量Probit模型实证分析了个人与家庭特征、收入与土地、务工状况与预期等因素对农民工养老保险参与决策的影响。结果表明：务工与务农收入对农民工参与养老保险决策的影响并不显著,而恩格尔系数和非收入性因素却大多显著地影响了农民工的参保决策。为此,一方面,要提高农民工的收入水平、生活宽裕程度和支付能力,使之更有意愿和能力参与养老保险;另一方面,要增强农民工对未来生活确定性的预期和安全感,使之参与养老保险的水平得以提高。     

Good Gay Buddies for Lifetime: Homosexually Themed Discourse and the Construction of Heteromasculinity Among Chinese Urban Youth

Starting as an Internet meme, the homosexually themed gao-ji discourse recently became popular among Chinese urban youth in describing intimate relationships among heterosexual men. Positioned within a body of scholarship on the interplay between language, homophobia, and the construction of heteromasculinity, this article suggests that the gao-ji discourse manifests a form of male homosociality, through which new boundaries of Chinese heteromasculinity may be renegotiated. Based on qualitative interviews with college students, the article first tracks the genealogy of the gao-ji discourse in the wake of China’s booming Internet culture. The main body focuses on unpacking the daily use of the gao-ji discourse, with an attention to the two latent functions it serves (i.e., expanding heteromasculine behaviors and reiterating heteromasculine identities). In conclusion, I argue that the prevalence of the gao-ji discourse mainly resolves straight men’s anxieties against the background of growing public awareness of homosexuality; therefore, it cannot necessarily translate into social acceptance of homosexuality.     

That's My Art: A Case Study on Children's Views of Cultural Policy

How do children experience a participatory TV cultural policy project and, related to that, which views do they share on cultural policy matters? These questions guided a case study on a TV show aired on the Flemish children's public service channel, which staged children as cultural experts. Although the programme was presented as a participatory project, we found that the children's views were minimally involved in the production process. The children also expressed concerns about how (their) art and cultural practices were represented. Yet, from a cultural policy perspective, the children accepted adults’ authority in art and cultural matters.
