The importance of good governance is praised by many academics and practitioners. The prominence of the subject suggests that measurement is important. However, setting out to measure the quality of governance empirically is controversial. Doubts regarding the feasibility and meaningfulness of this undertaking are widespread in the literature. Recognizing the potential caveats, the current article discusses a set of guidelines for structuring a theoretically sound local governance assessment tool based on the Decision Analysis and Operational Research literatures. The authors argue that using a multi-criteria model which employs several objective (quantitative and qualitative) indicators and relies on a participatory method to aggregate them is a suitable way of developing sensible Local Governance Indicators. The purpose here is to provide a detailed roadmap for any country (or region, or locality) willing to engage in the assessment of the quality of local governance. The real-world implementation of a model developed according to these guidelines could help raise awareness, promote good practices and increase the ‘governance literacy’ of citizens. By operationalizing good governance, analysts may also be able to further investigate the relationships between local governance practices and several socio-economic factors.  相似文献

本文基于VAR(k)-MGARCH—BEKK(1,1)模型和Wald检验探讨了2003—2008年期间的全国银行间同业拆借利率、汇率、企业商品价格指数、工业增加值增长率、M0、宏观景气指数和消费价格指数对沪市的波动溢出效应,结果表明,除了企业商品价格指数和M0之外,其它宏观经济指标的增长率(速度)均对沪市收益率产生显著的、直接的波动溢出效应。  相似文献

The economic reforms initiated in India in 1991 have brought about visible upliftment of economic conditions of the country. This paper examines if the economic process is associated with an enhancement of India’s social development in equal measure in the reform decade of nineties. Ray (1989) considered thirteen social indicators of India and constructed the country’s social development index (SDI) as a certain weighted average of the selected indicators, for the years between 1950–51 and 1975–76. The present work broadly follows Ray (1989) in tracking the social development in the decade of economic reforms from 1990–91 to 1999–2000. The movement of SDI in nineties has been compared with the movements of India’s per capita income and plan expenditure on the social sector. The results show that though there has been growth in the social sector, it is not by far quite encouraging and perhaps more needs to be done in the social sector. How do we know if Australian children and young people are having a ‘good life‘? What about their lives compared to children and young people in other countries? To answer these questions, the Australian Research Alliance for Children and Youth (ARACY) produced a Report Card to compare Australian average, Indigenous Australian average, and international or Organisation for Economic Co‐operation and Development (OECD) average for a number of measures of child and youth wellbeing. The ARACY Report Card shows that Australian results are average when compared to other OECD countries in most areas of child and youth wellbeing. Most importantly for nearly all indicators, Indigenous Australian children fare substantially less well than the Australian average and the majority of children in other countries. It is argued that community attitudes and behaviours toward children and young people, and our society's focus on wealth creation, are detrimental to children's and young people's wellbeing. The need for a better balance between economic progress and a socially and environmentally sustainable society is discussed, along with a strategy to better meet the emotional needs of children and young people.  相似文献

This paper describes the background to the development of a new official set of national indicators of sustainable development—one of the first in the world to be published. The paper discusses the role of statisticians in helping to define sustainable development, and the problems of monitoring and reporting progress. The Minister of State for the Environment has announced his ambition of developing a very small set of headline indicators. This paper is intended to help to stimulate the debate over what they should be.  相似文献

基于相关文献回顾的基础上,选取反映中小企业盈利性、偿债性、营运性和成长性的13个财务指标,采用因子分析法拟合为4个公共因子,通过因子载荷建立了信用水平综合得分函数,结果表明,样本企业中大冷股份、时代万恒和大橡塑的信用状况不甚理想,需引起关注。最后,从企业、银行和政府等方面对防范中小企业信用风险及加强信用水平建设提出了对策建议。  相似文献

With more than 28 active members, the Mediterranean Engineering Schools Network (RMEI) is the most active network on gender equality in the Mediterranean area. Supported by the HORIZON2020 TARGET project ‘Taking a Reflexive Approach to Gender Equality for Institutional Transformation’, in conceptualizing gender equality learning and system change, the network took a context-specific approach based on a theory of change and other STEM organizational frameworks, to design a self-assessment framework and indicators, considering the systemic view of SDG5 horizontally connected to all SDGs, national context complexity, and transdisciplinary requirements. 95 simple, practical, user-friendly indicators were designed, fitting in the specificities of the Mediterranean-Engineering context. The analysis showed that the network realized its vision, made the ‘passage’ from theory to praxis on gender equality change, effectively developed meaningful processes/structures, formulated a policy statement, built a community of practice and inspired members. It also achieved trustful relationships and inspired outputs, effective communication, sharing of information and resources, and top management commitment. Critical aspects are a) the analysis in depth of issues linked to the existence of gender-based stereotypes and bias in engineering schools of the Mediterranean that entails tackling gender ideologies considering the whole national social system and existing structures; b) sustainability of gender equality structures created at the member institutions with the support of TARGET project which is depending on the willingness of institution’s leaders to continue/advance with gender-sensitive strategies in their institution.  相似文献
