Over the past decade, the use of biometric technology in the identification and authentication of beneficiaries of social protection programmes has increased. However, there has been little debate among governments, donors and civil society organizations on the potential implications of this technology in relation to the inclusion of the most vulnerable sectors of the population, as well as for the protection of privacy and personal data. This article aims to fill that gap. First, the article reviews how biometric technology is used in various social protection programmes around the world. Then, it examines the potential risks and challenges of deploying biometric technology in social protection programmes. Finally, it assesses the requirements necessary to ensure that biometric technology is implemented in compliance with international law standards. The focus is on developing countries, where the use of biometric technology in identification systems has increased considerably in recent years. Among the key conclusions of the article is that the adoption of biometric technology, often encouraged by donors, needs to be preceded by democratic debate where all alternatives are discussed. The adoption of this technology should be accompanied by a context‐specific assessment of risks, and the adoption of an appropriate legal and institutional framework to protect rights and ensure that the most vulnerable and disadvantaged members of the population are not excluded.  相似文献

Despite an increasing emphasis on active labour market measures, unemployment benefits still remain a focal point of employment protection. This article takes the cases of four East Asian economies – China, Japan, Republic of Korea, Taiwan (China) –, which are often characterized as having welfare states with a strong developmental and productivist orientation, to investigate whether, as is sometimes argued, unemployment benefits are restrictive and exclusionary. In doing so, it examines the logic behind the design of unemployment benefits and argues that they are in fact progressive in design and fair when they pay out. Nonetheless, low effective coverage and low benefit rates weaken their redistribution and compensation objectives.  相似文献

Since the 1980s, many Latin American countries have tightened access to contributory pensions, with financial sustainability being a main concern. Studies suggest that a sizable share of contributors would not be able to comply with stricter access conditions, since observed contribution densities were low. While most Latin American countries lack complete work history records, the observed density of contributions offered strong evidence of short contribution histories, in particular for low‐income workers and women. In the last decade these facts drove a new wave of reforms, in the form of less demanding eligibility requirements to access pensions and the need for a gender perspective. Uruguay took part in both processes, increasing vesting period conditions in 1996, then lowering them and granting childcare credits in 2008. In this article, we analyse the effects that less strict eligibility requirements would have on pension entitlements in Uruguay, estimating complete contribution histories using administrative records. Work history records have been kept since April 1996 only, meaning there are still no complete work histories. The study finds that pension rights would increase, in particular for women. The main effect would be driven by the lower contribution requirement. In addition, childcare credits would further reduce the gender gap in terms of access to benefits. The case of Uruguay is relevant in the regional context, as most Latin American countries are ageing rapidly and can learn from the Uruguayan experience, a country with vital statistics closer to those of developed countries. Also, recent reforms in the region show shared concerns on pension rights and the gender gap.  相似文献

Les auteurs recherchent les déterminants des écarts salariaux au sein de l'Union européenne selon la position dans la distribution des salaires, suivant en cela la méthode proposée par Firpo, Fortin et Lemieux (2009) et par Fortin, Lemieux et Firpo (2011). Ils expliquent ces écarts à la fois par un effet de composition et par un effet de structure. Ce dernier effet, plus puissant, dépend surtout des facteurs non observés, alors que l'effet de composition peut ětre attribué principalement au niveau de diplôme, à la profession, à la fréquence des fonctions d'encadrement et, dans une moindre mesure, au secteur d'activité.  相似文献

This article uses a single male cohort microsimulation model to analyse the intra‐generational and distributional effects of a shift in Estonia from a defined benefit pay‐as‐you‐go (PAYG) pension system to a multi‐pillared system with a PAYG scheme with contribution‐based insurance components and a funded pension scheme. We contribute to the literature on microsimulation by showing how introducing contribution‐based insurance components and compulsory defined contribution (DC) schemes can increase pension inequality. Our results show that in the case of a high level of inequality in labour earnings and high long‐term unemployment rates, such as in Estonia, the introduction of a very strong link between contributions and future benefits leads to considerably higher inequality in pension incomes as measured by the Gini coefficient. Simulation results for Estonia suggest that inequality in old‐age pension incomes more than doubles when the reforms mature. In contrast, the inequality in replacement rates decreases.  相似文献

The online platform economy raises a range of intricate legal questions connected to labour law and social security protection. In particular, the atypical forms of labour relationships used by many online platforms (e.g. multilateral, hyper‐temporary, off‐site, autonomous), often contractually defined as independent contracting, have challenged the application of labour and occupational health and safety law in many countries across the world, as the application of these norms tends to be dependent on the existence of an “employment relationship”. These developments are compounding the general increase in atypical employment, especially as a result of the 2007–08 financial and economic crisis. It has mostly fallen to courts to resolve the disputes between online platforms and their online platform workers, but some European Union (EU) Member States (such as France) have taken specific legal measures in response to these difficulties. Also, the EU‐level as such is becoming increasingly involved, with the Court of Justice’s ruling in the case of Uber providing some guidance on the “employment question”, and a pending legislative initiative on a Directive for Transparent and Predictable Working Conditions which may provide minimum labour protection for online platform workers in the EU. This article analyzes the problem of labour law in the online platform economy and surveys the various responses by courts and policy‐makers across the EU, which may furthermore set the tone for developments outside the EU in this area.  相似文献

20世纪上半叶,面对阿拉伯人的统一诉求,有相当一部分人通过美国媒体,结合西方世界对伊斯兰教的刻板印象,将“泛阿拉伯主义”附会到中世纪的“阿拉伯帝国”,进而视其为西方文明的对立面。纳赛尔掌权后,美国媒体出于对埃及亲苏外交的敌视,纷纷指责埃及政府试图仰仗苏联支持,建立“阿拉伯帝国”。随着埃及(阿联)与苏联之间矛盾的加剧,美国舆论界仍继续敌视纳赛尔的“泛阿拉伯主义”,认为纳赛尔建立“阿拉伯帝国”的“野心”虽然导致其与苏联的纷争,但仍是西方的威胁。美国人对纳赛尔的敌视,虽然伴有强烈的冷战心态,但他们频繁以“阿拉伯帝国”或“穆斯林帝国”的历史意象,比附纳赛尔的“泛阿拉伯主义”实践,实际上是对“东西对立”叙事模式的延续,反映出西方世界长久以来对“伊斯兰征服”的历史记忆,并连带着对中东地区整合倾向的担忧。  相似文献

Avec la révolution numérique, la délocalisation guette les tâches particulièrement échangeables dans le domaine des services. Les auteurs font la synthèse des études sur la mesure de l'échangeabilité des services, en analysant les effets de la délocalisation sur l'emploi dans ce secteur et les approches théoriques en la matière. L'intensité en qualification et l'échangeabilité sont des déterminants des effets de la délocalisation des services sur le salaire et l'emploi. Cependant, des problèmes de définition, l'absence de données de qualité et la difficulté à mesurer précisément la concurrence des importations freinent les progrès de la recherche, ouvrant les pistes pour les travaux à venir.  相似文献
