Current Challenges and Future Directions for Collaborative Child Welfare Educational Programs

Summary

This paper presents a brief overview of the Title IV-E and 426 investments in schools of social work that are presented in this special collection and discusses current and future challenges and issues for building effective educational programs for child welfare practice. Recommendations for future research and educational agendas are also presented.     

Children of Substance Abusing Women on Federal Welfare

SUMMARY

The present study sought to characterize well-being indicators for a sample of children of substance dependent TANF women. Participants were 372 mothers meeting DSM-IV criteria for substance dependence and 156 non-substance abusing women from two urban counties in New Jersey. Children of substance dependent TANF mothers experienced significant vulnerabilities, as demonstrated by higher levels of contextual risk factors and negative behavioral and emotional and school outcomes. Overall, these rates were about double those found in children of non-substance abusing mothers. Results highlight the need for multi-systemic services to address the problems experienced by substance abusing TANF women and their children.     

The Subjective Experience of Youth Psychotropic Treatment

Abstract

The psychotropic treatment of youth is increasing dramatically. This article examines child and adolescent psychopharma-cological research and argues that social work practice and research must examine the complex relationships, social and psychological, in youth pharmacologic treatment. Regarding identity formation, this article explores the developmental consequences when youth adopt an illness narrative to make sense of everyday medication treatment. A conceptual framework for mapping the socio-cultural context of youth medication management is outlined. In the conclusion, youth psychotropic treatment is connected to a perplexing ‘interpretive gap,’ which highlights the subjective quality of medication treatment.     

Young Children's Problematic Sexual Behaviors,Unsubstantiated Allegations of Child Sexual Abuse,and Family Boundaries in Child Custody Disputes

ABSTRACT

Allegations of child sexual abuse are sometimes alleged based on a child's problematic sexual behaviors. When the allegations are unsubstantiated, child custody evaluators are asked to make recommendations regarding custody. Historically, it has been believed that if a child engages in problematic sexual behaviors it is strong evidence of child sexual abuse. Recent research finds that there are many reasons, other than overt sexual abuse, for children to engage in problematic sexual behaviors. This article outlines these reasons and provides a methodology for the evaluation of the boundaries in both parents' homes to assist in determining the possible etiology of the problematic sexual behaviors of the child. Suggestions are made regarding visitation and reunification if boundary concerns are found.

This article is a brief reply to Dutton's rebuttal (Dutton, this issue) to the author's critique of Dutton's analysis of the role of gender in intimate partner violence.     

A Floor,Not a Ceiling

Abstract

With the identification of twenty-six standards, this article argues that the child custody evaluation field has defined a set of minimum practice standards that go beyond the aspirational goals of existing “guidelines” and “parameters.7rdquo; These twenty-six standards constitute a floor, but not a ceiling, for conducting child custody evaluations (CCEs).     

Using a peer action learning approach in the implementation of communication and information technology in social work education

This paper reports on a peer group learning process developed within a School of Social Work to facilitate the implementation of intra-net sites to support all modules provided on a Masters Diploma in Social Work course. Based on principles of action learning, an exposition of the approach taken illuminates the value of using collective peer learning among a team of educators, especially when implementing teaching and learning methodologies which are relatively new and unfamiliar. Within the context of this demonstration, the importance of ongoing critical reflection about the use of C&IT resources to enhance learning and teaching is highlighted. The paper ends with a commentary on how learning from this process has enabled participants to become more advanced users of C&IT--advanced, not just in terms of the technical competence required to provide C&IT resources but also in terms of their ability to reflect critically on the pedagogical concerns. Possibilities for continuation and transferability of the learning process within social work education are considered.
