转型期社会的必然要求:建立服务型政府

随着我国进入经济社会转型时期,新的社会问题层出不穷,迫切要求政府机构进行改革,要求政府职能由管制型向服务型转变,以解决转型期社会出现的新问题。因此,建立服务型政府是新的历史条件下对政府改革提出的新要求。

On the possible significance of the quadratic effect of age on lung-function measurements

The problem of interpreting lung-function measurements in industrial workers is examined. Two common lung-function measurements (FEV₁, and FVC) are described. The standard method currently used in the analysis of such cross-sectional survey data is discussed. The basic assumption of a linear decline with age is questioned on the basis of large sets of data from a variety of industries in British Columbia. It is shown that, while the linear assumption holds approximately in unexposed. healthy nonsmoking individuals, a quadratic age effect is often observed in smokers and/or in individuals who are industrially exposed to certain fumes or dusts. Recognizing this accelerated rate of deterioration in the lungs is of fundamental importance both to the identification of affected individuals and to the understanding of the process involved. An attempt is made to interpret the variety of nonlinear situations observed, by appealing to population selection mechanisms, individual variations in susceptibility, and the effects due to various levels of stimulus strength.     

k-sample rank tests using pair-specific scoring functions

In this paper we consider generalizations of the distribution-free one-way ANOVA test procedures studied by Puri (1965), such generalizations allowing for possibly different scoring functions for different pairs of samples. The asymptotic distributions of the test statistics are derived and formulas for the asymptotic relative efficiencies of these tests with respect to a parametric competitor are obtained. Applications of these procedures to settings of ordered and umbrella alternatives are presented and potential advantages of this pair-specific scoring scheme are discussed.     

Bounds for moments through a general orthogonal expansion in a pre-hilbert space-I

Bounds are obtained for the product moments of an arbitrary finite number of ordered random variables. These bounds are obtained with the help of a representation of an arbitrary function in terms of a complete orthonormal system in a pre-Hilbert space of square integrable functions defined in a k-dimensional unit cube.
