A weighted least-squares cross-validation bandwidth selector for kernel density estimation

Since the late 1980s, several methods have been considered in the literature to reduce the sample variability of the least-squares cross-validation bandwidth selector for kernel density estimation. In this article, a weighted version of this classical method is proposed and its asymptotic and finite-sample behavior is studied. The simulation results attest that the weighted cross-validation bandwidth performs quite well, presenting a better finite-sample performance than the standard cross-validation method for “easy-to-estimate” densities, and retaining the good finite-sample performance of the standard cross-validation method for “hard-to-estimate” ones.

With or Without You?1 Strategic Spatial Planning and Territorial Re-Scaling in Grenoble Urban Region

Spatial planning across European city regions is undergoing substantial changes. The paper draws on the framework of territorial re-scaling, strategic spatial planning and the emergence of new governance modes in order to analyse strategic planning episodes in Grenoble urban region (France). The paper aims at showing how strategic planning processes by means of new governance arenas call into question local planning cultures, especially by reshaping planning perimeters, territorial identities and actors' roles. In particular, it shows the importance of path dependency for strategic planning, the effects of power imbalances between local actors and the crucial role planners play in spatial policy-making.     

我国台湾就业保障体系与失业保险制度的演进

我国台湾就业保障体系在20世纪50—90年代偏重于就业服务、职业培训,以此提高民众的就业能力。随着岛内经济转轨不成功,失业率大幅攀升,才被迫于1999年正式实施失业保险制度。面对新形势台湾地区就业保障体系与失业保险制度将面临更严峻的挑战。

Macroeconomic Implications of Agglomeration

Cities exist because of the productivity gains that arise from clustering production and workers, a process called agglomeration. How important is agglomeration for aggregate growth? This paper constructs a dynamic stochastic general equilibrium model of cities and uses it to estimate the effect of local agglomeration on aggregate growth. We combine aggregate time‐series and city‐level panel data to estimate the model's parameters via generalized method of moments. The estimates imply a statistically and economically significant impact of local agglomeration on the growth rate of per capita consumption, raising it by about 10%.
