论ISO质量管理体系在行政机关的应用与实践

本文从建设规范化的"服务型政府"的理论和制度框架入手,探讨了在政府机关导入ISO质量管理体系的必要性和可行性,进行了相应的ISO质量管理体系框架设计,并以成都市工商行政管理局引入ISO质量管理体系的实践为实证,论证了应用成效及其对政府机关加强自身管理、提高行政效率具有的推广和借鉴作用。     

Response to “Revisiting ISO 14000 Diffusion: A New ”Look“ at the Drivers of Certification”

In Corbett and Kirsch (2001), we used a simple regression in an exploratory investigation of drivers of global diffusion of ISO 14000 certification. We found that ISO 9000 certification levels, environmental treaties ratified, and exports as a proportion of GDP were the main significant variables, where the environmental measure may be moderated by GDP per capita. In his replication study, Vastag (2004, in this issue) analyzes the same data using more visual techniques, specifically regression trees, and finds support for the significance of ISO 9000 certification levels and environmental treaties ratified, but not for export‐propensity. Vastag raises a number of relevant methodological issues, to which we add some perspectives here.

高等学校教学质量保障体系的特点与核心,都贯穿着追求与确保教学质量的线索。ISO9000国际质量管理体系“过程控制”、“质量改进”的基本思想,同样适用于学校的教育过程,只不过在运用时要树立新的教育服务现、产品观和质量现,强调尊重教育规律与尊重管理规律的统一,强调教学质量持续的改进,不硬搬制造业应用ISO认证标准的范例,坚持“以人为本、依法治校、科研兴校、民主理校、规范持续发展”的方针。唯此,高校质量管理引进ISO认证才可行并具有推广价值。

Nonprofit's Use of Awards to Improve and Demonstrate Performance: Valuable Discipline or Burdensome Formalities?

Arrangements to certify that an organization's management systems meet standards of good practice are an increasingly prominent feature in the environment of public and private nonprofits. This paper reports an exploratory study of the issues that this phenomenon presents to managers and policy makers, drawing on the limited literature, and five case studies covering two different schemes. The main conclusions are that nonprofits can and do use these awards in very different ways, and hence the outcomes are diverse. These findings run counter both to the rational system assumptions on which such arrangements are based, and to the general thrust of institutional theory with its emphasis on isomorphism. Some implications for decision makers and future research are outlined.     

Analysis of rounded exponential data

The problem of inference based on a rounded random sample from the exponential distribution is treated. The main results are given by an explicit expression for the maximum-likelihood estimator, a confidence interval with a guaranteed level of confidence, and a conjugate class of distributions for Bayesian analysis. These results are exemplified on two concrete examples. The large and increasing body of results on the topic of grouped data has been mostly focused on the effect on the estimators. The methods and results for the derivation of confidence intervals here are hence of some general theoretical value as a model approach for other parametric models. The Bayesian credibility interval recommended in cases with a lack of other prior information follows by letting the prior equal the inverted exponential with a scale equal to one divided by the resolution. It is shown that this corresponds to the standard non-informative prior for the scale in the case of non-rounded data. For cases with the absence of explicit prior information it is argued that the inverted exponential prior with a scale given by the resolution is a reasonable choice for more general digitized scale families also.
