我国地方政府行政审批制度变迁的经济学分析

本文根据制度经济学中的分析理论,剖析了我国地方政府从20世纪90年代末期出现的行政服务中心这一制度的变迁。阐述了行政服务中心对原有的行政审批制度的部分取代和所产生的绩效,指出了该种派生制度对于我国地方政府现行的行政审批是一种有效的改进和补充,预测了行政服务中心生存和发展的趋势,提出了改进现行行政服务中心的一些建议。     

Differential validity: Another threat to compensatory education evaluations

The effects of the changing nature of intelligence test items during the follow-up period for compensatory education program evaluations on the judgements about the efficacy of such programs are examined. Data generated from Stanford-Binet test items, assuming known “true” underlying motor and verbal scores, as well as data from three compensatory education evaluations, are examined. The changing nature of the IQ test items, i.e., the differential validity of the tests, is put forth as an explanation for the often disheartening results of such program evaluations. Methods for dealing with the problem of differential validity are suggested.     

Complexity of process and role in the evaluation of an interdisciplinary mental health education program: The deacon's masterpiece

Research and literature on program evaluation must attend to problems of application, which can have major effect on the outcome. Increasing numbers of innovative, multifaceted programs operating in complex settings are presenting for evaluation. Evaluation process must become flexible, creative, and multifaceted in order to produce valid and comprehensive results, and to meet the needs of this field. Evaluators and evaluation, the evaluated program, and the environment become a mutually interacting system in the process of evaluation. Evaluation goals and roles must be conceptualized, agreed upon, sanctioned, and appropriately implemented or conflict and ineffectiveness will result. Three models of evaluation emerge: objective and independent, objective but serving one interest, and pseudo-scientific public relations. Evaluation of an interdisciplinary mental health education program illustrates these issues. Evaluation technology, process, and roles must all be attended to or the weak link undermines the rest.     

Alternative systems of ethics and their application to education and evaluation

Three schools of moral thought are presented to illustrate differences in moral reasoning and the assignment of value claims. Several educational program alternatives are used as illustrations of moral reasoning within and across the schools of thought. Finally, the schools of moral thought are used in a discussion of evaluation practice. Good practice in the current evaluation literature is shown to be a blend of the three schools of thought.

The impact of density in a juvenile correctional institution: Research,recommendations, and policy implications

In accordance with the goal of bridging research and practice, we (a) review recent literature on correctional crowding, (b) report a recent study on density and the recommendations made to the institution on the basis of the study, and (c) discuss implications for policy involving this type of research.

Depressive Symptoms and Mental Health Treatment in an Ethnoracially Diverse College Student Sample

Abstract

Objectives: To study (a) the prevalence of depressive symptoms and (b) the utilization of mental health treatment in an ethnoracially diverse sample consisting primarily of Asian Americans, European Americans, Native Hawaiians, and Pacific Islanders. Participants: Five hundred eighty-nine college students. Method: A questionnaire packet that included the Center for Epidemiological Studies Depression Scale (CES-D) was administered to students in introductory psychology courses. Results: (a) There were no differences among ethnoracial groups in levels of depressive symptoms as measured by the CES-D; (b) 71% of participants with high levels of depressive symptoms had not received any mental health treatment in the previous 12 months; and (c) European Americans were 3.7 times more likely to have received mental health treatment in the previous 12 months than other students. Conclusion: Outreach efforts designed to improve utilization of mental health treatment services by depressed college students, especially by members of ethnoracial minority groups, should be increased.     

Psychosocial Capacity Building in New York: Building Resiliency with Construction Workers Assigned to Ground Zero after 9/11

Construction workers who worked on “Ground Zero” after 9/11 in New York City were exposed to stressful and traumatic conditions. Clinicians, trade union leaders and the Cornell School of Industrial and Labor Relations designed a psychosocial capacity-building project which helped workers to recognize, understand and respond to their reactions through a series of interventions that included peer training, psychosocial workshops, brochures, and outreach and referral services. The project emphasized the use of mutual aid and social support through group interventions facilitated by clinicians and offered by trade unions. The article describes the planning and implementation of the project as well as the results of qualitative evaluations of the effectiveness of the project.
