我国省级政务公开探析

随着我国政务公开的不断推进,乡镇政务公开已逐步走上规范化轨道,县(市)、市(地)级行政机关已全面推行,中央机关也已启动。但处于中间位置的省级政务公开在公开的深度和力度方面都相对滞后,有可能成为制约全国政务公开的瓶颈。因此,文章从省级政务公开的现状调查和问题分析着手,探讨推进省级政府政务公开的对策,以期形成中央、地方各级政府的联动机制,推进透明政府的建设。     

CASE-DELETION DIAGNOSTICS FOR TEST STATISTICS IN MULTIVARIATE REGRESSION

Influence measures in multivariate regression analysis have been widely developed, especially through use of the case-deletion approach. However, there seem to be few accounts of the influence of observations on test statistics in hypothesis testing. This paper examines four common multivariate tests, namely the Wilks' ratio, Lawley-Hotelling trace, Pillai's trace and Roy's greatest root for testing a general linear hypothesis of the regression coefficients in multivariate regression. The influence of observations is measured using the case-deletion approach. The proposed diagnostic measures, except that of Roy's greatest root, can be expressed in terms of statistics without involving the actual deletion of observations. An illustrative example is given with satisfactory results.     

The Lindsay transform of natural exponential families

Let μ be an infinitely divisible positive measure on R. If the measure ρ_μ is such that x^-2[ρ_μ(dx)—ρ_μ({0})δ₀(dx)] is the Lévy measure associated with μ and is infinitely divisible, we consider for all positive reals α and β the measure T_α,β(μ) which is the convolution of μ*^α and ρ_μ*β. For example, if μ is the inverse Gaussian law, then ρ_μ is a gamma law with paramter 3/2. Then T_α,β(μ) is an extension of the Lindsay transform of the first order, restricted to the distributions which are infinitely divisible. The main aim of this paper is to point out that it is possible to apply this transformation to all natural exponential families (NEF) with strictly cubic variance functions P. We then obtain NEF with variance functions of the form □ΔP(□Δ), where A is an affine function of the mean of the NEF. Some of these latter types appear scattered in the literature.

A MULTIVARIATE NORMAL MODEL FOR PEDIGREE AND LONGITUDINAL DATA AND THE SOFTWARE 'FISHER'

In 1918 R.A. Fisher published an interpretation of covariation between relatives in terms of Mendelian inheritance, which has allowed inference on genetic and environmental components of variation from plant, animal and human pedigree data. Fisher had introduced maximum likelihood six years earlier. His 1918 paper abo contained the basics of linear regression and decomposition of variance. These concepts have now been united to allow flexible modelling of the mean and covariance structure of non-independent data on continuous traits, using maximum likelihood under a multivariate normal assumption. FISHER is a software package, designed for pedigree analysis and easily adapted for repeated measures and longitudinal data analysis. A range of applications illustrate FISHER as a useful statistical tool. Issues related to assumptions, tests-of-fit, and robustness of inference are discussed.
