ABSTRACTDo right-wing women hold unique policy priorities from that of left-wing women and right-wing men? And do right-wing women legislators represent the priorities of right-wing citizens? Right-wing women share unique gendered socialization experiences with left-wing women, but their ideology informs values and attitudes critical to policy preference formation. Political representation theories suggest that women legislators should hold distinct incentives to represent female constituents. However, institutional theories suggest right-wing women legislators may face different incentives that limit the extent to which they represent right-wing female constituents. To evaluate our expectations, we leverage survey data from the Latin American Public Opinion Project and the Parliamentary Elites of Latin America. We demonstrate how right-wing women citizens differ from left-wing women citizens across a range of policy priorities. Then, we evaluate elite priorities for these same policy issues. We find little evidence for policy priority congruency between women citizens and women legislators on the right. 相似文献

ABSTRACTIn recent years Australian governments have significantly refocused domestic violence policies to prioritise primary prevention strategies. The objective of such strategies is to change how Australians perceive, acknowledge, and respond to domestic violence as a gender-based problem. Recognising the value of these efforts to address oppressive cultural practices, we draw attention to limitations inherent in shifting culture as a means to prevent domestic violence. We demonstrate how governments may improve policy approaches by addressing the structural inequalities that have historically forced women into positions of subordination. This will help us move toward more effective and long-term solutions to domestic violence.IMPLICATIONS
Australian domestic violence policy must include structural and systems changes prioritising women’s equal rights in addition to equal opportunities.
To change cultural attitudes and behaviours, we must alter the environment in which oppressions and opportunities are located.
Social workers can shape the debate to ensure that changing culture to prevent domestic violence is conceptualised as part of a wider social and policy change agenda.

The Narrative Policy Framework has a growing number of researchers seeking to apply the framework in policy process scholarship. This article is intended to assist those interested in conducting an NPF study that is ‘clear enough to be wrong’ (Sabatier, 2000). While graduate programs offer critical methodological training, this article focuses on the specific application of the NPF to research inquiries about the role of policy narratives in the policy process. We approach our discussion by examining various decisions in the research process and include a detailed discussion of specifying the model and obtaining narrative data. One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. 从经济系统论角度,基于最新投入产出表和我国科技研发投入情况,编制中国科技社会核算矩阵,构建中国科技研发可计算一般均衡(CNT-CGE)模型,并模拟分析调整政府支出结构和科研经费制度改革两项科技研发投入政策。结果显示:调整政府支出结构政策可以使得实际GDP 增长率随着政府消费降幅的增加而增加,GDP 平减指数则随着政府消费降幅的增加而减少,其绝对降幅略小于实际 GDP 增幅;科研经费制度改革政策可以有效地提高我国 GDP 增长率,显著地降低物价水平,提升社会整体福利水平。 相似文献
