Urban development has profound impacts on ecological patterns and processes making the scientific information required for
developing environmental ordinances central for mitigating these negative ecological impacts. Washington State requires that
planners use the best available science (BAS) to formulate land use ordinances as part of the state’s Growth Management Act
(GMA). We present empirical findings describing challenges to planners in defining “best available science” and using BAS
to create local ordinances that balance development needs with natural resource protection. We interviewed city and county
planners (and their consultants) in western Washington to determine what they find useful about BAS, whether or not BAS is
applicable to their jurisdictions, and what constraints they experience in reviewing and using BAS to create or update their
land use ordinances. Our results suggest that applying the BAS requirement is particularly difficult in urban areas. Specifically,
planners had difficulty applying results from research conducted in systems dissimilar to their urban landscapes. These challenges
to planners were exacerbated by (1) a lack of resources and (2) political tensions among stakeholders with competing values
in urban settings. We conclude with recommendations for improving the consideration of science in statewide land-use planning. 相似文献

The perceptual effects of varying levels of expert advice for potentially improving on strategic decisions were examined in conjunction with goals. The amounts of advice about decision alternatives, as well as assigned goals ranging from “nearly impossible” to “easy,” were manipulated. The task used was complex and functioned perceptually as an “ill-structured” problem. Mixed results indicated that more advice significantly affected satisfaction but advice in general had little influence on effort. On the other hand, as goal difficulty decreased, satisfaction and effort significantly increased. Easy goals were superior to more difficult ones within this perceptually ill-structured decision-making situation. 相似文献

This article addresses the issue of policy change and its consequences on the organizational field and institutional context, looking at the role of an instrument transfer process. We adopt a political sociology approach to policy instruments to account for the impact that the introduction of a securitarian instrument, the mayoral order, had on the implementation process of a social policy. Through a genealogy of the instrument we identify a constitutive, normative and cognitive dimension. Our aim is to explain the interaction between these institutional dimensions, the re‐definition of the organizational field of the policy, and the dynamics of metropolitan politics. Following a synthesis of the policy process and the institutional arrangements where the policy is implemented, we show how the instrument transfer triggered a division within the organizational field, and the rise of institutional tensions amongst local authorities. In the conclusion, we identify the institutional dimensions of the instruments and the policy implementation scale as elements that are to interact with public‐private relationships and institutional arrangements, and that have an impact on implementation process and policy outcome. 相似文献

Tied aid credits are a way for donors to look to boost the international competitiveness of domestic enterprises while simultaneously contributing to development in recipient countries. Though regulated through the Arrangement on Officially Supported Export Credits, tied aid credits claim a place among the instruments of development policy and are eligible as Official Development Assistance (ODA). This raises the question of whether the international regulatory framework is equipped to safeguard the presumed development goals. This article examines the internal coherence of the tied aid disciplines of the Organisation for Economic Co‐operation and Development (OECD) with the development principles coined by the Development Assistance Committee (DAC). This paper explores the emergence of a new genre of garments in Eastern Indonesia: ‘traditional’ uniforms, made from locally hand-woven cloth, which are worn twice weekly by government employees in Kupang, the capital of the province of East Nusa Tenggara (Nusa Tenggara Timur, or NTT). These uniforms, which appeared following a 1997 regulation, supported the emergence of a new, urban textile culture, and a partial decoupling of traditional clothing from adat, Indonesian customary law, even as they allowed adat to make inroads into government offices. National policy, the agitation of local elites and the innovation and conservatism of artists and ritual practitioners, all contributed to this new form of artistic and cultural expression. While attention has been paid to the domesticating power of the state on local forms of cultural expression, this example shows how attempts at control can also push cultural expressions in unexpected directions. 相似文献

AbstractThe adequacy of provisions for young people leaving care and in aftercare in the Republic of Ireland has been the subject of recent policy attention. A landmark report, the Ryan Report (2009), into historic abuse in state institutions recommended strengthening provisions in this area. However, the legislative basis for aftercare remains relatively weak and services for young people leaving care remain ad hoc and regionally variable. This article outlines the current context of leaving and aftercare provision in the Republic of Ireland and traces some of the recent policy debates and recommendations in this area. A genealogical analysis of leaving care and aftercare provision highlights that this issue has historically only emerged as a concern in the context in which young people leaving the care system are perceived as a “threat” to social order. It is argued that the failure to adequately reform leaving and aftercare provision is reflective of wider social inequality and of a context in which young people in care are largely invisible from view. 相似文献
