基于 RosettaNet 视角的商业银行金融服务能力跨组织协同流程研究

银行的信息系统原来以削减流程成本、优化流程结构为主要目的,现在需要转向关注应对灵活的商业模式,以及与各类企业的跨界无缝合作,进而能够使用IT优势影响与各类企业的合作模式,帮助银行创造价值。为了应对以上需求,提出了从金融服务嵌入的角度将银行产品进行解构并重构,以RosettaNet的技术经验和视角构建商业银行金融服务能力体系FSIF,并建立跨组织协同工作流模型。     

Factors Affecting Planned Unit Development Implementation

Planned unit developments (PUD) have been celebrated as one of the few means of escape from the stranglehold of Euclidean zoning but little is known empirically about their use and implementation. In this paper, I present quantitative data from Michigan exploring the factors affecting successful PUD implementation. Results indicate that citizen participation, emphasis of PUD regulations, PUD appeal and differences among key players during PUD review have significant impacts on successful PUD implementation. I also find that Michigan municipalities are more successful at achieving mixed-use, density, preservation, affordable housing, community facilities and design through PUDs than through other regulatory vehicles.

Macroeconomic asymmetry in the Eurozone before and after the Global Financial Crisis: An appraisal of the role of the ECB

The launch of the euro in 1999 was assumed to enhance macroeconomic convergence among EMU economies. We test this hypothesis from a comparative perspective, by calculating different indices to measure the degree of macroeconomic dispersion within the Eurozone, the UK and the USA (1999–2019). We use common factor models to produce a single index for each monetary area out of different measures of dispersion. These indices can be used to inform on the degree of optimality of a monetary area. Our results show that macroeconomic dispersion in the Eurozone increased notably even before 2007 and it took significantly longer to return to pre-crisis levels, as compared to the UK and the USA. The paper shows the critical role played by the ECB’s asset purchases programmes in reducing macroeconomic divergences among EMU member states since 2015.     

联合国制裁措施国内执行的法律框架及实践困境

联合国制裁机制成功的核心,在于各个国家的普遍遵从,但在我国目前的国内法律体系上,执行联合国制裁却存在着相当的空白。而在我国的实践中,也往往通过外交部通知函和行政文件的形式笼统宣示对联合国制裁的执行,事实上并不利于对联合国制裁措施的良好执行。从利于我国法律体系的完善、提升我国负责任大国的形象角度出发,应当在统一框架性授权立法的基础之上,建立我国的联合国制裁措施国内执行体系。     

论宪法实施的文化基础

长期以来我国宪法未能得到很好实施的一个重要原因是宪法文化缺位。一国的宪法文化决定着一国的宪法命运。宪法的实施需要以宪法文化为基础。百年来我国虽制定了一部又一部的宪法,但宪法文化并没有形成,由此可见我国宪法的实施状况不甚理想。中国宪法实施的未来命运在很大程度上取决于宪法文化的养成。在大力培育宪法文化、推进宪法实施的过程中,要进一步重视宪法文化的作用及其培育,而不要过分苛求宪法文本的完美。政府和政党要带头养成守宪护宪的风气和习惯,同时每个公民都应当而且可以为宪法文化的形成做出贡献。人们既要充分认识到宪法文化培育的长期性,又要对未来充满信心。     

菜农质量安全行为实施意愿及其影响因素分析——基于计划行为理论和山东省497份农户调查数据

基于计划行为理论和山东省9市497份农户调查数据,引入基本特征、动力向导、目标实现、社会压力和资源条件5类22个变量分析影响菜农质量安全行为实施意愿的因素,结果表明:65.20%的受访菜农愿意实施质量安全行为,其实施意愿受行为态度、主观规范和知觉行为控制3个中间变量的正向影响显著,其中,行为态度的影响程度最大,主观规范次之,知觉行为控制影响最小。进一步分析发现,菜农的行为态度、主观规范和知觉行为控制受专业化程度、参与合作组织、获得质量认证、增加收入、拓宽销路、降低风险、提升信誉等20个因素的显著影响。因此,强化政策引导、规范产业监管和加强宣传是优化菜农质量安全行为的有效途径。     

Multisystemic therapy project in Sweden: what factors affect the tendency of social workers to refer subjects to the research project?

This article examines some of the factors that may have affected the tendency for social workers to refer adolescents to a randomised controlled study of multisystemic therapy (MST). If we are to improve integration between researchers and the clinical setting in the future, it is important to consider those factors that affect implementation of research projects and evidence-based treatment methods. Evidence-based methods that lack the support of clinicians will have problems surviving in clinical practice. In the present study, we found that social workers' treatment ideology was associated with referral rate. Social workers who sympathised with the ideology on which MST is based referred patients to the project to a greater extent. Moreover, we found that the perception of a good work climate and good social support correlated positively with the referral rate from the unit. The results suggest that when implementing evidence-based methods, or research projects on treatment methods, researchers should consider whether the method is consistent with the current treatment ideology within the unit. Working conditions in the unit should also be considered.     

卫生法学的逻辑起点与人文关怀

作为应用性跨学科研究,卫生法学不仅需要明确自己的出发点和根底,更需要一个共同的理论平台和基本的价值共识。它们不只是纯理论性问题,也关涉到卫生法治实践的核心、方向与目的等根本性问题。卫生法学的逻辑起点应该是生命法益,即具有法律意义的生命利益。卫生法学研究应该在此基础上合逻辑并且合规律地展开。卫生法学直接关涉到人的生存与发展、健康与尊严,因而人文关怀对于卫生法学来讲尤为重要,并具体表现为个体关怀、族群关怀和人类关怀三大层面。     

培养世界一流教师的中国追求——国家战略和制度转型的一个理性模式

教师教育在最近数十年里经历了全球性的重大变革,中国也在坚持不懈地培养世界一流教师。通过案例研究,全面分析中国在培养世界一流教师国家战略方面的政策过程,重点分析在中国独特的社会文化背境下的政策举措、制度转型以及理性视角下的发展挑战。同时,制度变革的挑战和限制将在以下两个框架内得以检视——现有背景制约因素下的较少可变革性和制度上的可完善性。对未来教师教育改革的启示也将围绕这两个方面进行阐释。最后指出,随着中国国际地位的提高,从其卓越的教育绩效和上海学生在2009年PISA中优异的学业成就可以看出,中国提供了培养世界一流教师队伍的新模式,在全球化时代,这个模式或许对国际社会具有多重意义。
