Democratic Implications of Public Organizations

The author suggests a Weberian methodology, based on theories of democracy and organization, for assessing normative implications of public organizations. How different organizational models contribute to (re)create democracy and legitimacy is scrutinized with reference to a Swedish IT program. The conclusion is that a system management organization will be an appropriate choice for dealing with tame problems, but it will at the same time promote an elitist democratization. In contrast, a development organization will be more appropriate in dealing with complex problems, and it will most likely promote discursive democratization.

针对西方评价方法论缺少系统性与灵活性的特点,提出东方系统方法论指导项目评价活动的理念。通过分析东方系统方法论对于项目评价实践的适应性,构建了项目评价决策概念模型和项目评价全过程模型,并以“知物理、明事理、通人理”为指导思想对项目评价全过程进行了系统分析。     

企业集群产品质量监管演化与仿真研究

产品质量造假屡禁不止，如何在有限监管资源下对大量企业的产品质量有效监管是质量监管部门面临的难题。不同于实际操作中按照企业规模（大中小各占一定比例）制定监督抽查方案，本文提出在企业集群演化视角制定监管策略，分别研究了免检与全检、企业整群抽检和企业分层抽检四种不同抽检策略下的企业集群演化规律。研究发现：采取免检时，质量处罚仅是不可信威胁导致"监管失灵"，企业集群均演化到质量造假；采取全检时，企业集群演化取决于质量处罚能否完全覆盖质量造假成本缩减；在企业整群抽检和企业分层抽检策略下，分别得到质量处罚与抽检概率的提升路径及对应的企业集群演化路径，若想使企业集群均演化到标准质量，需参照企业集群中最大的成本缩减和竞争收益设置质量处罚，处罚越低所需的抽检概率就越高，企业分层抽检可以降低企业集群演化到标准质量所需的整体抽检概率。

Physical exercise,employee fitness and the management of health at work

Abstract

This paper presents some recent data on why organizations invest in exercise and physical fitness programmes for their stiff. These data suggest that, owing to a lack of evaluation studies, organizations act mainly on the basis of assumption and belief. However, from a subsequent review of the available literature on the personal and organizational effects of such programmes, it appears that these assumptions and beliefs are not altogether unfounded. The paper concludes by discussing the ways in which exercise and employee fitness programmes might help die individual and their organization in terms of the management of health at work.     

Combining Economic Forecasts

A method for combining forecasts may or may not account for dependence and differing precision among forecasts. In this article we test a variety of such methods in the context of combining forecasts of GNP from four major econometric models. The methods include one in which forecasting errors are jointly normally distributed and several variants of this model as well as some simpler procedures and a Bayesian approach with a prior distribution based on exchangeability of forecasters. The results indicate that a simple average, the normal model with an independence assumption, and the Bayesian model perform better than the other approaches that are studied here.
