平衡计分卡在高校辅导员绩效评价中的应用

针对目前高校辅导员绩效评价所存在的问题，论述应用平衡计分卡进行绩效评价的意义，以及如何构建平衡计分卡体系，并提出应注意的事项。     

多媒体课件评价指标体系的建立

本文首先对多媒体课件的特点进行了分析，指出当前国多媒体课件普遍质量不高的原因是没有制定出一个有效的评价指标体系。第二部分对以往的CAI课件评价指标体系进行了概述。第三部分按确定目标、分解目标、设置权重、确定评判标准等步骤制定出多媒体课件的评价的指标体系表。     

专业技术职务任职资格定量评审探讨

本文对如何搞好任职资格的评审提出了“申请评职基本分+专家组意识评审分”综合评审的模式设想,该设想强调目前资格的评审应以对国家作出的贡献为主,并以此强调,高级技术职务的任职要求应建立一个在全国范围内统一的最基本的个人“申请评职基本分”标准。本文对一些标准定分提出了初步设想,最后着重阐述了实行“申请评职基本分”的意义所在。

Conservatism of the Accident Sequence Evaluation Program HRA Procedure

This paper presents a limited assessment of the conservatism of the Accident Sequence Evaluation Program (ASEP) human reliability analysis (HRA) procedure described in NUREG/CR-4772. The data for this study are derived from simulator examination reports from the NRC requalification examination cycle for nuclear power plant operators. The ASEP procedure was used to estimate human error probability (HEP) values for critical tasks, and the HEP results were compared with the failure rates observed in the examinations. The ASEP procedure was applied by PNNL operator license examiners who supplemented the limited information in the examination reports with expert judgment based upon their extensive simulator examination experience. Comparison of the average of the ASEP HEP values with the fraction of the population actually failed and demonstrated that the ASEP HEP values are larger (conservative) by a statistically significant average factor of two. Partitioning of tasks into subgroups based on the ASEP HEP values and comparison of the subgroup average ASEP HEP values with observed subgroup failure rates showed little or no conservatism for small ASEP HEP values, but considerable conservatism for larger ASEP HEP values.

经过理论分析、专家打分、指标优化及参数修正等过程确立了包括创新意识、知识水平、创新环境、创新素质、标志成果等具体指标的评价体系，以及各指标下属项目、相应权重和计算方法，对大学生科技创新活动高效可持续开展提供具体的理论依据并给予指导。     

Food safety regulation,economic impact assessment and quantitative methods

Together with a call for more efficient regulations in the EU, there is a growing demand for transparency in the evaluation techniques to assess and predict their effects. This article explores the potential impacts of food safety regulations and discusses the quantitative methods used in the policy evaluation literature. Along with the strengths and limitations of each method, this review highlights other transversal issues relevant to the assessment strategies. Among these are the imbalance between ex ante and ex post evaluation, the lack of adequate data, the difficulty of estimating the dynamic effects of regulations, and the possibility of endogenous relationships.     

多媒体网络技术在“英国概况”教学中的应用

“英国概况”是高校英语专业课程《英语国家概况》的一部分。该课程因教材内容繁多、抽象且课时有限而影响了教学效果。应用多媒体网络技术,根据文字介绍,配以大量的图片和实景资料,制作课件,既突出了教学重点,提高了单位时间内的教学效率,又使教学内容变得形象、直观、具体,以可见的事实创设情景,从而激发学习兴趣、使学生加深对英国概况的理解,还为学生自主学习创造了条件。
