Characteristic polynomials of the information matrices of balanced fractional 3m factorial designs of resolution v

An explicit expression for the characteristic polynomial of the information matrix M_T of a balanced fractional 3^m factorial (3^m-BFF) design T of resolution V is obtained by utilizing the algebraic structure of the underlying multidimentional relationship. Also by using of the multidimensional relationship algebra, the trace and the determinant of the covariance matrix of the estimates of effects are derived.     

Main effect plan for 2m factorials which allow search and estimation of one unknown effect

In this paper, we discuss resolution III plans for 2^m factorial experiments which have an additional property. We relax the classical assumption that all the interactions are negligible by assuming that (at most) one of them may be nonnegligible. Which interaction is nonnegligible is unknown. We discuss designs which allow the search and estimation of this interaction, along with the estimation of the general mean and the main effects as in the classical resolution III designs.

称谓是一种重要的社交礼仪。在跨文化交际中,人们常常因为对方不恰当的称谓而陷入尴尬的境地。根据使用场合的不同,人们把称谓语划分为两类：亲属称谓语和社交称谓语。本文把探讨的范围限于社交称谓语,从英汉社交称谓语的比较谈起,分析跨文化交际中社交称谓语的误用,并提出解决的办法。     

论世界银行之“禁止干涉成员国政治事务原则”的适用

禁止干涉成员国政治事务原则,系世界银行的基本业务原则之一。该原则适用于包括理事、执行董事、行长、管理人员、一般工作人员在内的世界银行所有职能机关及其工作人员,尤其是高级职员。世界银行的所有业务活动,均得受该原则之拘束,无一例外。出于任何政治动机或政治目的的决策程序,都是违背《IBRD协议》和《IDA协议》的,决策结果亦将因此而丧失合法性。然而遗憾的是,由于《IBRD协议》和《IDA协议》将条约的解释权赋予理事会和执行董事会,实际排除了仲裁庭（条约指定的争议解决机构）的管辖权。因此,即使世界银行违反该业务原则,当事国亦很难救济其被侵害的权利。     

General minimum lower order confounding designs: An overview and a construction theory

For fractional factorial (FF) designs, Zhang et al. (2008) introduced a new pattern for assessing regular designs, called aliased effect-number pattern (AENP), and based on the AENP, proposed a general minimum lower order confounding (denoted by GMC for short) criterion for selecting design. In this paper, we first have an overview of the existing optimality criteria of FF designs, and then propose a construction theory for 2^n−m$2^{n-m}$ GMC designs with 33N/128≤n≤5N/16$33N/128\le n\le 5N/16$, where N=2^n−m$N=2^{n-m}$ is the run size and n is the number of factors, for all N's and n  's, via the doubling theory and SOS resolution IV designs. The doubling theory is extended with a new approach. By introducing a notion of rechanged (RC) Yates order for the regular saturated design, the construction result turns out to be quite transparent: every GMC 2^n−m$2^{n-m}$ design simply consists of the last n columns of the saturated design with a specific RC Yates order. This can be very conveniently applied in practice.     

Combining probability forecasts

Summary.  Linear pooling is by far the most popular method for combining probability forecasts. However, any non-trivial weighted average of two or more distinct, calibrated probability forecasts is necessarily uncalibrated and lacks sharpness. In view of this, linear pooling requires recalibration, even in the ideal case in which the individual forecasts are calibrated. Towards this end, we propose a beta-transformed linear opinion pool for the aggregation of probability forecasts from distinct, calibrated or uncalibrated sources. The method fits an optimal non-linearly recalibrated forecast combination, by compositing a beta transform and the traditional linear opinion pool. The technique is illustrated in a simulation example and in a case-study on statistical and National Weather Service probability of precipitation forecasts.     

卡迪案及其对国际法意义的分析

为了打击恐怖主义,安理会自1999年起通过了一系列决议,成立了制裁委员会,把支持恐怖主义的个人和组织列入黑名单,冻结其资金。为了执行安理会决议,欧盟理事会通过相关措施,冻结了卡迪和巴拉卡特的资金。卡迪和巴拉卡特在欧洲一审法院发起诉讼,要求废除欧盟相关规定。败诉后,他们在欧洲法院进行上诉。欧洲法院在2008年9月对卡迪案作出了判决,判定执行安理会决议的欧盟理事会规定侵犯了欧盟法基本权利。卡迪案对国际法具有重要启示意义。     

我国自贸区纠纷解决机制的建构与制度创新

在建构与国际投资贸易通行规则相衔接的中国自由贸易试验区纠纷解决机制过程中,结合美国在涉对外贸易区立法、涉自由贸易案件管辖权以及完善替代性纠纷解决机制等方面的成熟经验,从国内法与国际法逐步实现制度衔接以及国内自贸区纠纷解决机制中的协调与竞争两个层面加以探讨,以期为我国自贸区纠纷解决机制的建构和制度创新提供借鉴。     

On the relevance of weaker instruments

ABSTRACT

We study the asymptotic properties of the standard GMM estimator when additional moment restrictions, weaker than the original ones, are available. We provide conditions under which these additional weaker restrictions improve the efficiency of the GMM estimator. To detect “spurious” identification that may come from invalid moments, we rely on the Hansen J-test that assesses the compatibility between existing restrictions and additional ones. Our simulations reveal that the J-test has good power properties and that its power increases with the weakness of the additional restrictions. Our theoretical characterization of the J-test provides some intuition for why that is.     

“They tippy toe around the race issue”: The impact of a Title IV‐E program on culturally informed practice for child welfare students

This study examines changes in MSW students' perceived cultural competence across 11 child welfare practice skills before and after participation in a University's Title IV‐E program and explores students' perceptions of cultural competency and cultural humility. The findings indicate modest gains across all 11 practice skills; however, focus group interviews revealed that students do not necessarily feel prepared to conduct culturally competent practice with children and families. A culturally informed practice in public child welfare is discussed and includes training implications for Title IV‐E programs.
