Comparing the relative efficiency of three sequential procedures

We consider the sequential procedures developed by Robbins and Siegmund (1974), Louis (1975) and Zoubeidi (1992) for comparing the means of two treatments. We let the procedures have equal power functions and compare their Bayes and minimax risks using the invariance property of their power functions. For each of several formulations of the problem we determine the most relatively efficient procedure and compute its expected total sample size.     

Serials Clutter in Online Catalogs

Abstract

Finding and deciphering serials records in online catalogs is a challenge to many library users. To understand and analyze these challenges, the author conducted searches for scientific journal titles in the online catalogs of Committee on Institutional Cooperation (CIC) libraries. The first part of the study measures the difficulty of retrieving serial records from online catalogs comparing one-word versus multiple-word titles. The second part analyzes displays for complexity by measuring the length of the complete record and the length of the holdings statements. These data show the complexity of displays and indicate the potential confusion that these displays may induce in library users.     

Decomposing the predictive performance of the moving average trading rule of technical analysis: the contribution of linear and non-linear dependencies in stock returns

The main purpose of this work is to decompose the predictive performance of the moving average (MA) trading rule and find out the portion that could be attributed to the possible exploitation of linear and non-linear dependencies in stock returns. Data from the General Index of the Athens Stock Exchange, from the Standard and Poor-500 Index of the New York Stock Exchange and from the Austrian Traded Index of the Vienna Stock Exchange are filtered by linear filters so as the resulting simulated ‘returns’ exhibit no serial correlation. Applying MA trading rules to both the original and the simulated indices and using a new statistical testing procedure that takes into account the sensitivity of the performance of the trading rule as a function of the length of the MA it is found that the predictive performance of the trading rule is clearly weakened when applied to the simulated indices indicating that a substantial part of the rule's predictive performance is due to the exploitation of linear dependencies in stock returns. This weakening is uneven; in general the shorter the MA length the more pronounced the attenuation.

公益诉讼的程序难局

分析公益诉讼的败诉现象,可将其归于观念和法律制度原因,这两个原因使公民无法成为公益诉讼的原告。本文提出应针对不同类别的公益诉讼分别适用民事诉讼和行政诉讼程序,并在行政诉讼程序中将公益诉讼的原告资格同时赋予公民和检察机关。     

基于Surfer软件与GIS空间分析方法的中小城镇住宅地价空间分布规律的研究——以福建省德化县为例

运用2002--2006年住宅用地定级及基准地价评估资料,综合运用Surfer软件与GIS空间分析方法,分析德化县住宅地价空间分布规律。结果表明：Surfer软件与GIS空间分析原理相结合的方法,能够形象直观地描述城镇地价分布规律。对德化县的分析显示,从整体上看,城镇住宅地价的分布在空间上具有连续性,局部存在变异性;城镇住宅地价变化具有空间差异性;交通条件对地价空间分布具有至关重要的影响;城市扩展会带动扩展轴向的区域住宅地价明显升高。     

降低高校图书馆拒借率之探讨

Giving Voice to Research Participants: Should IRBs Hear From Research Participant Representatives?

The current decision-making model for the review of human research contains inadequate mechanisms to ensure that the interests and perspectives of research participants are considered by Institutional Review Boards, whose decisions may profoundly affect the safety and well-being of participants. As a result, this model is far from being optimized to realize Institutional Review Boards' principal mandate and undermines the credibility of the research review process. This article proposes a procedural mechanism that would ameliorate these systemic deficiencies by allowing “research participant representatives” to give voice to participants during the research review process.     

Judicial Amendment and Lack of Thoroughness: Analysis of Provisions on Evidence in the Amendment to the Criminal Procedure Law

China’s Amendment to the Criminal Procedure Law of 2012 revises the provisions on rules of evidence. There are a number of positive changes compared to the original text, but some shortcomings still exist. For instance, although the legislation recognizes the right against compulsory self-incrimination, it does not acknowledge the right to silence and retains the obligation of the accused to confess; the amended provisions are more tolerant of the use of illegal tactics like “threats,” “enticement” and “deceit” to obtain confessions; the legislative approach does not resolutely deter unlawful search and seizure in the collection of evidence; and although there are provisions for protection of personal safety, financial compensation and judicial sanctions to ensure that witnesses appear before court to testify, there are no provisions on the most important rule in the evidence system, the hearsay rule.
