农业院校处级领导干部队伍建设调查与分析——以沈阳农业大学为例

对沈阳农业大学处级领导班子和处级领导干部队伍建设调查分析结果表明,农业院校处级干部队伍建设成绩比较显著,领导班子和干部受到了广泛好评,干部队伍有较高思想政治素质和较强的敬业精神,领导班子成员间团结协作,较好地履行岗位职责,在勤政廉政、服务意识等方面也获得了较高的评价。处级领导干部在驾驭能力、工作效率、管理水平和创新能力等方面与人们的期望还存在一定差距。因此,要创新干部队伍的选拔方式,建立健全处级领导干部竞聘上岗机制;增强干部忧患意识、责任意识和创新能力,完善干部队伍的考核评价体系;提升干部综合素质,深入探索干部队伍的培养机制。     

关于山西大学教师队伍现状的分析与思考

高等教育担负着为国家培养具有创新精神和实践能力的高级专门人才、发展科学技术文化和促进社会主义现代化建设的重任.教师是高等学校的主体,因此,建设一支高素质的教师队伍显得尤为重要.文章分析了山西大学专任教师的现状、近5年来教师增减情况和青年教师流动的原因,并对如何稳定现有教师队伍和引进优秀人才进行了探讨.     

中国古代行政官吏选用规制特征论

文章认为,选用什么样的官吏和怎样选用官吏,对于政权治理的实现和延续具有重大作用。尽管古代统治者为此建立起了规制严格的选用官吏制度,但为了维护封建皇权专制家天下的统治目的,从本质上注定了封建选官制度设计功能的必然失效。在人民民主制度下科学地总结历史上选官制度更替的规律,并批判地吸取各种选官体制中的有益因素,对于公务员制度的不断完善和执政为民治国理念的充分实现,具有重要的史鉴价值。     

Smoothed ranks for two or multi-sample location problems

Smoothed ranks are proposed for two or multi-sample location problems. The regular ranks in Wilcoxon's two sample test are replaced with smoothed ranks, and the shift parameter is estimated. Asymptotic properties of the smoothed rank estimator are shown and a hypothesis test is proposed. Moreover, the smoothed ranks are applied in the Kruskal–Wallis's r-sample test and the power of the test is computed using regular and smoothed ranks. Examples and Monte Carlo simulations show that the smoothed ranks perform similarly to the traditional rank based estimators under contaminated normal or non-normal populations.     

Smoothed categorical regression based on direct kernel estimates

A nonparametric method is considered which yields smoothed estimates of the response probabilities when the response variable is categorical. The method is based on Lauder's (1983) direct kernel estimates which are extended to allow for ordinal kernels. Thus one can make use of the ordinal scale of the response variable. A class of predictive loss functions is introduced on which the cross-validatory choice of smoothing parameters is based. Plots of the smoothed response probabilities may be used to uncover the form of covariate effects     

A Non‐parametric Test of Exchangeability for Extreme‐Value and Left‐Tail Decreasing Bivariate Copulas

Abstract. A non‐parametric rank‐based test of exchangeability for bivariate extreme‐value copulas is first proposed. The two key ingredients of the suggested approach are the non‐parametric rank‐based estimators of the Pickands dependence function recently studied by Genest and Segers, and a multiplier technique for obtaining approximate p‐values for the derived statistics. The proposed approach is then extended to left‐tail decreasing dependence structures that are not necessarily extreme‐value copulas. Large‐scale Monte Carlo experiments are used to investigate the level and power of the various versions of the test and show that the proposed procedure can be substantially more powerful than tests of exchangeability derived directly from the empirical copula. The approach is illustrated on well‐known financial data.     

Analysis of ranked data in randomized blocks when there are missing values

Data consisting of ranks within blocks are considered for randomized block designs when there are missing values. Tied ranks are possible. Such data can be analysed using the Skillings–Mack test. Here we suggest a new approach based on carrying out an ANOVA on the ranks using the general linear model platform available in many statistical packages. Such a platform allows an ANOVA to be calculated when there are missing values. Indicative sizes and powers show the ANOVA approach performs better than the Skillings–Mack test.

Analysis of means using ranks for the randomized complete block design

A nonparametric test procedure is proposed for the analysis of randomized complete block designs. Such a procedure may be carried out graphically in the form of a Shewhart control chart. Exact and asymptotic critical values are given for the implementation of the proposed procedure. A Monte Carlo study is made to compare the powers of the proposed procedure to those of analysis of variance, the analysis of means, and the Friedman procedures. Results of the study indicate that the proposed procedure has superior power performance when testing against slippage alternative hypotheses under heavy-tailed distributions such as the Cauchy distribution. However, when testing against symmetric alternatives under light-tailed distributions, the proposed procedure does not perform well
