试论公共决策中公民参与方式的有效实施

公民参与方式的可行性和有效性是公民进入公共决策过程的重要条件;对参与方式的选择和设计直接关系到公民参与的效果,现实中公民参与方式的失效问题极大地影响了公民参与的有序化进行;公共决策的民主化与科学化要求公民参与方式的形式意义与实质价值相统一,需要在确定优选标准、优化相关影响因素的基础上对参与方式进行优化选择.     

勤工助学对贫困大学生心理健康的作用

高校勤工助学活动不仅是解决贫困大学生经济困难的重要途径,而且有助于贫困生心理健康。通过参加勤工助学活动,可以提高贫困大学生的自立自强意识,社会交往能力、社会适应能力和创新能力、学习能力等,消除他们的自卑心理、焦虑心理、自我封闭心理、忧郁心理、偏激心理等不良心理,使他们正确认识自我和社会,形成积极向上的生活态度。     

和谐社会视野中的宁波农村社会阶层变迁与政治参与

改革开放以来,中国经济领域经历了并还在经历着从计划经济到市场经济的转轨。随着生产力的进一步发展和生产关系、所有制的调整,宁波市农村社会阶层发生了根本而又深刻的变迁,这种变迁影响了农村的政治发展尤其是政治参与。一方面社会阶层的变化给农民政治参与带来了复杂的影响,另一方面,农民政治参与在一定程度上又影响着社会阶层的变化。     

当前我国农民非制度化政治参与:现状、原因与对策

政治参与是衡量一个国家政治民主化和政治发展的重要标准。我国是一个农民占大多数人口的国家,农民政治参与对我国的政治现代化起着重要作用。当前在我国农民中存在大量的以不同形式存在的非制度化政治参与,其原因除了农民自身的因素之外,还有社会政治、经济和思想文化等方面的原因。为使当前我国农民的非制度化政治参与走上制度化的轨道,政府应该采取积极的措施,保持农村政治健康、有序地发展,从而维护农村社会的稳定,促进社会主义民主政治的发展。     

论西藏人民政治参与的历史进程

政治参与作为公民政治权利的一项重要内容,在现代社会已经成为政治现代化的一个重要标志;成为反映公民在政治系统中的地位和作用、反映我国人民当家作主权利是否实现、反映社会主义制度是否具有优越性的一个风向标。经过四十年的发展,西藏人民的政治权利已经得到了充分的发展。如今的西藏人民无论是政治参与的范围、能力,还是积极性、热情度都已经与旧社会有了不可同日而语的面貌和状况。西藏人民已经成为管理本地区政治、经济、文化等各项事业的主人。     

中国老年人的劳动参与状况及影响因素研究

本文利用2005年全国1%人口抽样调查数据,采用逻辑斯蒂多元回归分析,探讨性别、年龄、婚姻状态、健康状况、受教育程度、社会保险等因素对城乡老年人劳动参与可能性的影响。研究结果发现:缓解经济压力是老年人劳动的主要原因,但社会参与成为高学历城市老年人群参与劳动的重要动机;良好的身体状况提高了老年人劳动的可能性,对农村和男性老人的影响尤为突出,经济状况较差的老年人表现出更强的劳动参与倾向。     

From Consultation to Participation

Empirical research in the literature on accountability of nonprofit organizations (NPOs) toward their beneficiaries is scarce, and the available studies have a number of limitations. Our study attempts to overcome some of them and focuses on one specific component of accountability toward beneficiaries: beneficiary impact on organizational decision making and output. Data were collected by surveying general managers of 790 Belgian NPOs in fourteen industries. Results show that most NPOs implement some mechanisms to involve beneficiaries and their representatives in organizational policy making, mechanisms that vary between and within industries. Despite the existence of such mechanisms, their perceived association with impact on policy making and associated potential organizational effects is weak, though positive.     

Good girls don't comment on politics? Gendered character of online political participation in the Czech Republic

The article aims to contribute to the still relatively unexplored area of the relationship between gender and online political participation. Using two complementary methods – a representative, post-election survey of the adult Czech population and a content analysis of communication on the selected Czech political parties’ Facebook profiles during the campaign for the 2013 Parliamentary Elections – we attempt to challenge some established assumptions regarding the allegedly equalizing effect of the Internet and social media on participatory behaviour of men and women. While survey data discovered subtle yet statistically significant differences between men and women in some online expressive activities on Facebook, mainly commenting on other users’ statuses, content analysis further revealed that there are not only notable gender gaps among the Facebook users who commented on the campaign, but also differences in the tone of communication produced by the respective gender groups, with men posting more negative comments addressed to parties as well as to other Facebook users. We suggest that these results question the prevailing perception about the narrowing of the ‘gender gap’ in the online environment and call for a more nuanced methodological approach to different forms of online political expression.
