On Bayes Linear Unbiased Estimator Under the Balanced Loss Function

In this paper, the Bayes linear unbiased estimator (Bayes LUE) is derived under the balanced loss function. Moreover, the superiority of Bayes LUE over ordinary least square estimator is studied under the mean square error matrix criterion and Pitman closeness criterion. Furthermore, we compare Bayes LUE under the balanced loss function with Bayes LUE under the quadratic loss function.     

Approximate and exact distributions of rank tests for balanced incomplete block designs

Judges rank k out of t objects according to m replic ations of abasic balanced incomplete block design with bblocks. In Alvo and Cabilio(1991),it is shown that the Durbin test, which is the usual test in this situation, can be written in terms of Spearman correlations between the blocks, and using a Kendall correlation, they generated a new statistic for this situation.This Kendall tau based statistic has a richer support than the Durbin statistic, and is at least as efficient.In the present paper,exact and simulation based tables are generated for both statistics, and various approximations to these null distributions are considered and compared.

商业秘密立法保护的理论依据是劳动创造价值理论、资源稀缺性真理、"谁投资、谁收益"的原则、诚实信用和忠实义务原则、维护公平竞争秩序、鼓励开发研究的政策。对商业秘密的定位、定界、定性应立足于我国加入WTO的现实。商业秘密立法保护应遵循平衡协调原则、体现社会技术进步的原则、借鉴其它国家商业秘密立法成熟经验的原则。不仅要考虑商业秘密保护的有效性和充分性,也要考虑商业秘密保护的合理和适度问题。     

企业竞争中的消耗战及其模型研究

企业竞争中消耗战无处不在。如何选择正确的消耗战策略,直接关系着企业的存亡。本文拟以博弈论的方法,建立企业竞争中的消耗战数学模型,分别对其离散时间模型及其均衡、离散时间模型过度到连续时间模型、完全信息模型及其均衡、不完全信息模型及其均衡进行系统分析,为企业的消耗战策略提供理论依据。     

中国计划生育政策的回顾与展望——基于公共政策周期理论视角分析

计划生育政策作为中国的一项基本国策,引发中外社会各界的争议与关注。公共政策周期理论强调,公共政策经历问题认定、政策出台,再经过执行、评估、监控、调整等环节,最终归于终结。作为一项对人口、经济、社会发展产生重大影响的公共政策,在生育政策实施过程中,进行政策监控及政策评估,对于探究政策效果及影响,正确决定政策去向及实现决策的科学化、民主化具有重要意义。本文试图在公共政策周期理论视角下,采用政策评估的科学逻辑及系统方法对生育政策进行综合全面的分析评估,并从当今中国实际国情出发,探究政策的调整方向,提出政策调整及改进的建议。本文认为,现行计划生育政策的目标已实现,中国的客观环境发生了重大变化,计划生育政策的最终目的是建立一个有利于经济社会发展的人口环境,统筹考虑政策调整、有序完善现行生育政策,促进人口长期均衡发展已正当适时。     

四川省民族地区教育均衡性发展问题研究

民族地区的教育发展是当地经济发展和社会进步的重要保障。四川是一个多民族大省,同时四川省民族地区也是全国贫困面最大、贫困人口最多、贫困程度最深的地区之一。多年来,由于经济发展水平的不均衡导致的教育发展不均衡现象在四川省民族地区越来越突出。本文立足于民族地区教育特别是基础教育,通过研究经济相对落后的四川省民族地区教育在资金、人才、政策等方面获得的教育资源现状和问题,探索实现民族地区教育均衡性发展的路径和方法,进而对实现教育公平及全面建成小康社会、打赢扶贫攻坚战奠定基础。     

Construction of circular partially balanced-Repeated measurement designs using cyclic shifts

Repeated measurement designs are widely used in medicine, pharmacology, animal sciences and psychology. These designs balance out the residual effects. The situations where balanced repeated measurements designs require a large number of the subjects, partially-balanced repeated measurements designs should be used. In this paper some infinite series are developed which provide circular partially-balanced repeated measurement designs for p (periods) even. Catalogues of circular partially-balanced repeated measurement designs are also presented for v (treatments) ≤ 100 with p = 5, 7 & 9.     

论当代中国群际交换平衡运作机制的构建

中国社会转型期群际交换的不平衡日益加剧,已成为社会利益分化、利益格局失衡的作用机制和影响因素之一。基于对当代中国群际交换不平衡的现状及特点的分析,提出以弱势群体的组织化为依托,通过资源的合理配置、社会制约和监督机制的完善,构建群际交换的平衡运作机制,以促进利益格局的平衡,建设和谐社会。
