The Shifting Sands of Open Access Publishing,a Publisher's View

Abstract

This paper sets Open Access (OA) publishing in the context of today's scientific, technical, and medical (STM) publishing trends. Four areas are covered: (a) a brief overview of STM publishing and its value today; (b) OA's place in the industry; (c) the underlying economics of OA, particularly its author-pays model; and (d) directions in moving towards “universal access” to STM information, where both researchers and the public have access to the scientific information they need.     

电子文献资源的稳定性与权威性研究——以史学写作为例

电子资源具有使用设备和技术更新换代快、存储和阅读性能不稳定的特点。虽然电子资源有不少优点．但用于史学写作时一定要加以甄别。其学术参考价值取决于发行人、制作技术、流通途径、载体和格式。历史学电子文献引证标注参考有不同标准,具体问题需具体对待,慎重参考和引证电子文献。有些来源自网络的电子文献无需标注网址,需要引用网址的电子公报最好截图保存,以防止下次无法访问。我国与西方在历史学电子文献方面有差距,仍有巨大发展空间,主要表现在史学电子文献开发程度和使用的普及程度低。     

试论编目外包环境下CALIS书目数据的质量控制

在编目业务外包广泛开展的环境下,CALIS联合目录数据出现了诸多问题,质量明显下降。从资源共享、用户文献保障及外包成功与否等方面来说,质量控制是必要的。要使CALIS书目数据质量得到保证,必须从多方面入手,采取各种措施,形成分工合作、各司其职的控制书目数据质量的系统网络,才能使书目数据向标准化和规范化方向发展。     

Resource Description and Access: It’s Really Not So Bad

Abstract

This article provides a background for Comics Librarianship and the sources which can be, and are, used. The author describes the application of FRBR (Functional Requirements for Bibliographic Records) for serials to the cataloging of the comic book format and ways to adapt these methods to flat MARC records, to aid in retrieval of items. Sample records are included for illustration of methods.     

Characteristics of Serial Title Changes and Recognition of New Serial Works: Theoretical and Practical Implications

The paper reports findings from a study to identify characteristics of serials with title changes and then make recommendations for recognizing new works for these serials. Findings show title changes occur due to underlying subject, function, corporate, geographic, frequency, or format changes, with 80.8% of the changes being subject or function changes. It is recommended that reasons for title changes be determined from clear statements in text or elsewhere, and that new works be recognized based upon the requirements of a definition of a work. With the FRBR definition, a new work would be recognized only for a significant subject or function change.

高校图书馆服务外包中的编目质量控制与评估是高校图书馆服务外包工作的重中之重。本文对高校图书馆编目业务外包的优势和弊端进行了分析,着重阐明了如何控制好编目业务外包的质量。并指出,图书馆服务外包中编目的质量控制是一个比较复杂的系统工程,高校图书馆只有控制好服务外包的质量,才能提高图书馆的整体服务品质。     

Don't Be Frightened: It's Just a Backlog of Government Documents Serials Records

ABSTRACT

This article summarizes the presentation by Elisabeth Garner at the 26th annual North Carolina Serials Conference in 2017. Garner described the workflow she developed to reconcile previously cataloged government document serial records with newly updated U.S. Government Publishing Office (GPO) catalog records from MARCIVE, Inc., through the Cataloging Record Distribution Program (CRDP).

CNMARC是我国依据UNIMARC并结合国内文献资源出版情况制定出的MARC格式.文章分析了CNMARC在中文图书著录、组织目录、技术加工等工作程序和中文图书检索中与手工编目相比所具有的各种优势,并指出CNMARC是电子技术发展的必然结果,是实现国内外书目信息交换与共享的保证.
