PCS系统中,用户漫游到非归属VLR覆盖区被呼时,系统将产生大量信令开销和数据库访问开销。该文为移动用户被呼提出了一种改进的缓冲呼叫算法来降低网络信令开销与数据库访问负荷和呼叫建立时延,建立了一种模型来分析其相关性能。与传统呼叫算法相比,改进呼叫算法能极大降低系统开销,具有较强的可行性。     

Microdata Access and Labor Market Research: The U. S. Experience

Summary: The paper illustrates the value of broad researcher access to survey and administrative microdata using examples drawn from the U. S. experience, outlining how analyses of trends in earnings inequality, poverty and employment dynamics using such data have benefited policy makers and contributed to improvements in statistical agency data products. Methods of facilitating researcher access, including the release of public use files, the use of licensing agreements, and the establishment of research data centers, are discussed. * The author thanks Anne Polivka, Marilyn Seastrom and two anonymous referees for helpful comments on an earlier draft of the paper.

一种双层小区结构中的切换控制策略

在宽带码分多址双层小区结构系统中提出了一种基于小区覆盖范围和信号能干比判决的切换策略,切换策略使用了基于概率的动态资源预留方案,即在切换时,如果系统中没有空闲资源,则对切换呼叫进行排队。通过仿真表明,该切换策略相对于采用固定资源预留的切换策略,在轻负荷的条件下对话音呼叫的阻塞概率有一定的改善。

In this installment of “Conversations,” Dominic Boyer, Cymene Howe, and Marcel LaFlamme, of the Cultural Anthropology editorial team, discuss the ins and outs of publishing a gold open access journal in the field of anthropology. Highlights of the discussion include Cultural Anthropology’s move to open access, the ethics of open access, the growth of international readership, ongoing publishing challenges in open access, and the role libraries can play with open access publishing.     

Preserving Open Access

Abstract

Libraries have an established track record of preserving the scholarly record, but this stewardship role has generally been exercised over materials the library has purchased or otherwise acquired. With open access publishing, the library’s role in preservation is less certain, as libraries may facilitate access to a wide array of freely accessible materials without ever obtaining any copies. Additionally, the open access landscape includes many small noncommercial publishers with limited resources that may not be able to invest in long term preservation and access. In this column, Courtney McAllister, Electronic Resources Librarian at Lillian Goldman Law Library, Yale University, discusses preservation concerns and strategies for open access publications and how libraries may be affected by unstable or unpredictable long-term access.     

Compensation or competition: Bias in immigrants' access to active labour market measures

Whether participation in active labour market programmes (ALMPs) pushes individuals back into employment depends on the programme's characteristics. On the basis of encompassing registry data that allow us to control for usually unobserved employability, we find evidence of a systematic access bias whereby jobcentre caseworkers in Switzerland assign unemployed persons to activation measures based on a competition logic that is mainly driven by an economic rationale and the jobcentre's performance evaluation. This practice seems problematic because it results in an overrepresentation of immigrants in measures with little efficacy rather than in measures that could compensate for employability disadvantages. Conversely, Swiss citizens are more likely to enter beneficial human-capital-intensive measures. It is plausible that this discrepancy in programme participation amplifies the general labour market disadvantages of immigrants.     

Textbook Affordability in the Time of COVID-19

Abstract

This article provides a background of the textbook affordability problem affecting students attending United States higher education institutions, both prior to and during the 2019 novel coronavirus disease (COVID-19) pandemic, as well as potential solutions to the problem. Solutions discussed include the availability of open materials in online repositories, publisher responses like inclusive access, institutional incentive programs, and initiatives by library consortia or other statewide programs. The responses of various stakeholders to make textbooks accessible to students during the pandemic are also covered.     

Get Full Text Research and the Search for Appropriate Copies

Abstract

A group of the largest academic publishers has launched a new service to simplify access to full-text research for users of discovery services and scholarly collaboration platforms. While this service aims to provide easy access to full-text articles using article-level entitlement information linked to institutions through Seamlessaccess.org, it also introduces ambiguity. The service allows for publishers to direct users to alternative versions when a full-text entitlement is not found for the user, though users may already be entitled to full text through providers that do not participate in the service. Depending on specific implementations, this could lead to further confusion and make it more difficult for users to find an appropriate copy.
