L'inspection du travail,un outil efficace quand les règles et sanctions varient selon les effectifs de l'entreprise? Analyse à partir du cas péruvien

L'auteure analyse l'effet de la rigueur du dispositif de mise en application de la législation sur le respect effectif des droits au travail lorsque les règles et sanctions dépendent des effectifs de l'entreprise. À partir de données de l'enquête auprès des ménages du Pérou (2008–2013), elle examine l'influence en la matière de facteurs déjà connus (effet dissuasif de l'inspection, glissement vers le secteur informel) mais aussi celui du «redimensionnement», stratégie utilisée par les employeurs pour se prévaloir de régimes plus favorables. Elle montre que l'intensité du dispositif de contrôle n'influe que modérément sur le degré de conformité. L'effet «redimensionnement» est lui aussi limité.

Sourcing with Deferred Payment and Inspection under Supplier Product Adulteration Risk

We study the deferred payment and inspection mechanisms for mitigating supplier product adulteration, with endogenous procurement decision and general defect discovery process. We first derive the optimal deferred payment contract, which reveals that either entire or partial deferral can arise, depending on the moral hazard severity and the information accumulation rate. Because of the supplier's incentive to adulterate, the optimal procurement quantity under deferred payment generally is smaller than the first‐best quantity. We then investigate the inspection mechanism and characterize the equilibrium. We find that under the inspection mechanism, the optimal procurement quantity is no less than the first best. A comparison between these two mechanisms shows that the deferred payment mechanism generally can outperform the inspection mechanism when either the market size is small or the profit margin is low. However, we find that these two mechanisms can also be complementary, for which we characterize a necessary condition.

演化博弈论在中国法治政府研究中具有很好的适用性,可以据此构建“复制动态”的中国法治政府的演化博弈模型,证明“内生演化”的法治能够从根本上解决政府“权力悖论”。中国法治政府建设需要围绕约束规范公权力的主题,确立互动平衡精神和采取渐进主义策略,以改进转型中国的法治秩序。     

所为非所想?农户风险管理意愿与行为的悖离分析

实现农户风险管理意愿与行为统一是降低农业风险对农户农业生产负面影响的重要途径。利用2018年东北三省和湖北省种植大户的调查数据,从自然风险与市场风险两方面,对农户风险管理的意愿、行为及其悖离进行分析,并探究形成悖离的原因。研究发现：对于自然风险,大部分农户使用了有效的风险管理工具,但风险管理意愿不高;农户的市场风险管理行为极为少见,与之相悖的是,农户具有较高的市场风险管理意愿。结果表明,风险管理实际行为控制、风险管理执行意愿和风险管理外部环境是影响农户自然风险管理意愿与行为悖离的主要因素;此外,农户对农业保险缺乏了解,以及目前农业保险存在的不足也是导致此悖离的重要原因;风险管理执行意愿和风险管理外部环境是影响农户市场风险管理意愿与行为悖离的主要因素。此外,农户获取信息渠道不足,对市场风险管理工具缺乏了解,甚至存在明显的误解与不信任也是导致农户市场风险管理意愿与行为悖离的重要原因。因此,为了有效实现农户风险管理意愿与行为的统一,应健全农业保险的推广机制,加强市场风险管理的宣传,扩大“保险+期货”的试点,发挥新型主体的带动作用。     

Inference on a progressive type I interval-censored truncated normal distribution

In this paper, we consider the problem of making statistical inference for a truncated normal distribution under progressive type I interval censoring. We obtain maximum likelihood estimators of unknown parameters using the expectation-maximization algorithm and in sequel, we also compute corresponding midpoint estimates of parameters. Estimation based on the probability plot method is also considered. Asymptotic confidence intervals of unknown parameters are constructed based on the observed Fisher information matrix. We obtain Bayes estimators of parameters with respect to informative and non-informative prior distributions under squared error and linex loss functions. We compute these estimates using the importance sampling procedure. The highest posterior density intervals of unknown parameters are constructed as well. We present a Monte Carlo simulation study to compare the performance of proposed point and interval estimators. Analysis of a real data set is also performed for illustration purposes. Finally, inspection times and optimal censoring plans based on the expected Fisher information matrix are discussed.     

From cognitive dissonance to cognitive Polyphasia: A sociocultural approach to understanding meat‐paradox

Cognitive Dissonance Theory seeks to understand inconsistency by situating it within individual cognition. By doing so, it overlooks the role of the social context in the experience and management of inconsistency and dissonance and fails to capture the processes through which it is negotiated when it appears. On the other side, the cognitive polyphasia hypothesis together with a dialogical approach on Social Representations provide a socioculturally situated, process‐oriented understanding of inconsistency. In this paper, meat‐paradox, the phenomenon of simultaneously declaring love and respect towards animals and also consuming animals, mainly studied through Cognitive Dissonance Theory, is used in order to highlight the merits of a sociocultural approach to inconsistency. Four relevant empirical examples from interviews and focus groups with meat‐eaters and vegetarians in Cyprus are used to illustrate the approach. The examples illustrate how meat‐eaters manage dissonance in ways that exhibit coexistence of contradictory representations and ways of thinking. Three different modalities of knowledge coexistence are identified, as proposed by cognitive polyphasia researchers: displacement, selective prevalence and hybridisation. We discuss the importance of a sociocultural approach to studying paradoxes, the epistemological and methodological implications of such a theorisation and we suggest other life contexts in which such an approach can be applied.     

论政府效能监察体系的构建

中国在进行廉政建设的同时,也在进行政府效能监察工作。效能监察是监察机关为维护公共利益对监察对象存在的不尽职、不正确尽职、影响其他人尽职,乃至玩忽职守渎职失职等违法、违纪行为进行的监督检查活动。由于理论支撑滞后和相对经验不足,至今没有形成公众认可的、在较大范围适用的政府效能监察体系。本文依据调查资料,分析了构建当代政府效能监察体系的实践基础,揭示了政府效能监察体系的内容结构,预测了政府效能监察的发展趋势,提出了健全和完善效能监察体系的措施。     

食品安检专业开设动物病理学课程的改革与探索

本文从专业现状及教学中存在的问题,对食品安检专业开设动物病理学课程的教学改革相关问题进行阐述,为全面培养高素质的食品安检专业人才提供经验。     

Double and group acceptance sampling plan for truncated life test based on inverse log-logistic distribution

This paper introduces a double and group acceptance sampling plans based on time truncated lifetimes when the lifetime of an item follows the inverse log-logistic (ILL) distribution with known shape parameter. The operating characteristic function and average sample number (ASN) values of the double acceptance sampling inspection plan are provided. The values of the minimum number of groups and operating characteristic function for various quality levels are obtained for a group acceptance sampling inspection plan. A comparative study between single acceptance sampling inspection plan and double acceptance sampling inspection plan is carried out in terms of sample size. One simulated example and four real-life examples are discussed to show the applicability of the proposed double and group acceptance sampling inspection plans for ILL distributed quality parameters.
