'The Tip of the Ice Berg': Children's Complaints and Advocacy in Wales--An Insider View from Complaints Officers

This paper is based on findings of a Welsh Assembly Governmentfunded review of children’s independent advocacy servicesin Wales with reference to their involvement in complaints madeby children, or by their parents or carers on their behalf,about local authority social services. It draws, primarily,upon qualitative interviews with local authority children’scomplaints officers, whose task is to receive complaints orconcerns, field these to appropriate social services staff,maintain oversight of their progression and keep complainantsinformed of developments. The paper describes the challengesthat complaints officers perceive children encounter in movingcomplaints forward, especially in a context where independentadvocacy services are involved and where these services areviewed with some suspicion by social services staff. It suggeststhat complaints officers play a pivotal part in managing thesometimes contested and complex interface between service providerand child and may do so from a position of limited authorityand influence. The role of complaints officers in engaging withcomplainants and their advocates, and with those colleaguesimplicated in complaints, has rarely been the topic of research.This paper provides accounts from these key staff that helpilluminate the tensions and difficulties that can enter thechildren’s complaints process.

对多元价值背景中个体道德理性的检视

改革开放一方面带来了经济的发展,另一方面也带来了道德上的困惑与迷茫。面对这样一个多元价值社会,个体需要道德理性。这种道德理性主要体现的是一种探究、批判的精神。而这种道德理性正是以往学校道德教育中所缺失的,通过对个体道德理性进行检视以期探寻当前我国道德教育应对多元价值时代挑战的出路。

Stories in Decisions: How At-Risk Individuals Decide to Request Predictive Testing for Huntington Disease

Huntington Disease (HD) is a hereditary neurological disease that typically occurs in mid-life. There is no prevention or cure, but persons at risk may request predictive genetic testing to learn whether or not they will develop the disease later in life. Many studies describe why such persons request this knowledge. Few consider how people actually make this novel decision. Drawing on in-depth interviews with sixteen test candidates, this article differentiates three types of stories about—as well as embedded in—the experience of deciding. Each type of story sheds a different light on the meaning and experience of making this decision. Stories of having to know reveal that decision-making may be experienced as a self-evident act while stories of evolving toward it feature an incremental process of weighing up the implications. Stories of taking the decision feature a pivotal point which involves the narrator in seeing anew the opportunity to make a choice. Emphasizing previously neglected temporal, biographical and phenomenological dimensions of decision-making, this typology underscores the relevance of narrative in complex processes of decision-making. It also illustrates the inadequacy of understanding decision-making purely through the lens of rational choice.     

波分复用/光码分多址网络性能研究

基于波分复用/光码分复用混合网络模型,研究了光码分多址和波分复用/光码分复用网络性能,导出网络误码率公式;针对加性白色高斯噪声信道模型,将信息论应用到网络系统性能的分析上,得到网络的吞吐量公式。仿真结果表明:波分复用/光码分复用混合网络较单纯光码分多址网络具有容量大,网络扩展容易、方便等优点。

通过对欧氏环上矩阵的讨论 ,给出了欧氏环中两个元素的最大公因子与最小公倍子的统一求法 .该方法对整数环 Z和多项式环 F[x]中的问题的解决有指导意义     

野生动物非法狩猎治理机制的构建

由于错误的传统饮食观念的影响,许多人认为野生动物具有较高的营养价值甚至药用价值,这成为野生动物非法狩猎行为难以治理的原因。通过实证研究方法对野生动物非法狩猎案件进行统计分析,针对非法狩猎罪中“明知”对象的法律规定模糊、适用速裁程序的案件范围窄以及社区矫正的规制机能难以发挥等问题,应当通过建立非法狩猎工具的协同治理机制、扩大速裁程序的案件覆盖范围以及针对非法狩猎者建立公益劳动制度以从根本上保障人民群众的生命健康安全和社会经济的稳定发展。
