三个代表思想也是我国的政府管理理念

政府是控制社会、影响社会的基本力量,政府管理水平对创造和提升国家竞争优势、推动经济与社会可持续发展的作用极为重要。政府管理理念是政府管理的灵魂,对于提高政府管理水平的意义极为重要。三个代表思想是中共党建思想的重大突破,由于中国宪法规定了中共的执政地位,三个代表思想也是我国的政府管理理念,中央政府与地方政府均须大力发展生产力、通晓先进文化,实现人民利益。     

Upper Confidence Limits on Excess Risk for Quantitative Responses

The definition and observation of clear-cut adverse health effects for continuous (quantitative) responses, such as altered body weights or organ weights, are difficult propositions. Thus, methods of risk assessment commonly used for binary (quantal) toxic responses such as cancer are not directly applicable. In this paper, two methods for calculating upper confidence limits on excess risk for quantitative toxic effects are proposed, based on a particular definition of an adverse quantitative response. The methods are illustrated with data from a dose-response study, and their performance is evaluated with a Monte Carlo simulation study.     

Approximations to noncentral distributions

Two methods for approximating the distribution of a noncentral random variable by a central distribution in the same family are presented. The first consists of relating a stochastic expansion of a random variable to a corresponding asymptotic expansion for its distribution function. The second approximates the cumulant generating function and is used to provide central χ² and gamma approximations to the noncentral χ² and gamma distributions.

A likelihood ratio test for the equality of proportions of two normal populations

In sampling inspection by variables, an item is considered defective if its quality characteristic Y falls below some specification limit L₀. We consider switching to a new supplier if we can be sure that the proportion of defective items for the new supplier is smaller than the proportion defective for the present supplier.

Assume that Y has a normal distribution. A test for comparing these proportions is developed. A simulation study of the performance of the test is presented.     

试论民事诉讼中的证明责任

纳兰常安宦游四方,著述丰富,作品包含丰富的文化信息。但其在生前并不著名,当今学界也少见关注。其于雍正九年至十一年间任贵州布政使,留下大量涉黔诗文,笔下塑造了遥远奇异的边省形象,也表现出一定的官方立场,并塑造了勤政淡泊的自我形象。
