Modified weighted squared error estimation procedures with special emphasis on the stable laws

Two families of parameter estimation procedures for the stable laws based on a variant of the characteristic function are provided. The methodology which produces viable computational procedures for the stable laws is generally applicable to other families of distributions across a variety of settings. Both families of procedures may be described as a modified weighted chi-squared minimization procedure, and both explicitly take account of constraints on the parameter space. Influence func-tions for and efficiencies of the estimators are given. If x₁, x₂, …x_n random sample from an unknown distribution F , a method for determining the stable law to which F is attracted is developed. Procedures for regression and autoregres-sion with stable error structure are provided. A number of examples are given.     

On Max-Multiscaling Distributions as Extended Max-Semistable Ones

Abstract

We introduce max-multiscaling distributions as solutions to a functional equation which, in a natural way, extends the one fulfilled by max-semistable distributions. We establish that strictly max-multiscaling distributions are products of at most two max-semistable distributions. Next, we show how to obtain these solutions as limit laws of normalized maximum of suitable independent sequences of random variables when sample size has geometric growth.     

浅析国民政府三十年代禁烟法规

南京国民政府在国内外禁毒舆论的压力下,从1935年至1940年发起了一场"二年禁毒、六年禁烟"运动。在这场运动中,国民政府根据不同时期的具体情况制定了具体的禁烟禁毒法规:鄂豫皖"剿总"禁烟和腹地十省禁烟的法规,它为后来的禁烟立法奠定了基本框架和实践基础;"两年禁毒、六年禁烟"运动前期禁烟立法繁多;后期立法是根据抗日需要对前期立法加以稍事修改后继续适用。这些立法为禁烟禁毒运动的开展提供了保障和指导,但是,由于各种原因,这些法规没有得到有效执行,更没有内化成基层民众的内在需要和普遍认知,所以决定了这场运动不可能取得预期效果。

明朝后妃在皇位继承危机中的作用

在明朝屡次发生的皇位继承危机中,后妃发挥了重要的作用。但少数后妃在皇位继承危机中也起了消极作用,亦对明朝政局产生了负面影响。从总体看,在明朝出现皇位继承危机时,后妃的积极作用还是主要的,这对明朝近三百年统治中,保持较长时间的社会稳定和经济发展,是非常有利的,应予以肯定。明朝后妃之所以能在皇位承继中发挥积极作用,其原因在于高度集权的君主专制和明朝皇帝昏庸腐化者居多的实际状况。     

美日两国大学图书馆法规比较研究

本文通过对美日两国大学图书馆法规的体系结构、立法依据、人事管理、经费保障等方面的对比分析,指出两国高校图书馆法规建设工作中值得我们借鉴和注意的经验与不足,从而对促进我国高校图书馆法规建设起到积极的推动作用。     

对我国当前“教育公正”问题的分析与思考

教育公正问题是世界各国都存在的重大问题,直接影响国家的稳定和发展。我国的教育不公正现象集中表现在五个方面,即城乡之间,东西部地区之间,高低收入两个群体之间,流动人口与固定居住人口之间以及高等学校招生制度中都存在着教育不公正现象,阐述了这些现象的表现形式,产生原因及相应的解决办法。最后指出优先完成高校招生制度改革十分必要,效果最佳。     

我国教育法制建设的现状与未来

经过20多年的努力,我国教育法制建设已有一定基础,但仍然存在一些问题,诸如法律体系各层次间有冲突、法律制定上有疏漏、立法上有空白、法规操作性不强等问题。我们有必要在联系实际的过程中对这些问题进行深刻的反思,并提出解决这些问题的对策。     

Best monotone M‐estimators

The author shows how to find M‐estimators of location whose generating function is monotone and which are optimal or close to optimal. It is easy to identify a consistent sequence of estimators in this class. In addition, it contains simple and efficient approximations in cases where the likelihood function is difficult to obtain. In some neighbourhoods of the normal distribution, the loss of efficiency due to the approximation is quite small. Optimal monotone M‐estimators can also be determined in cases when the underlying distribution is known only up to a certain neighbourhood. The author considers the e‐contamination model and an extension thereof that allows the distributions to be arbitrary outside compact intervals. His results also have implications for distributions with monotone score functions. The author illustrates his methodology using Student and stable distributions.
