Order preserving property of measures of information

If the amount of information contained in a r.v is greater than that contained in another r.v for one measure of information, it seems reasonable to require that this relation remains true for any other valid measure. In this paper we investigate divergence and Fisher-type measures of information with respect to this property which is due to Shiva, Ahmed and Georganas (1973). It is shown that the property is satisfied only for a certain region of values of the parameter (order) a of the measures of information.

ON BAYES PREDICTION OF FUTURE MEDIAN

An expression for the Bayesian predictive survival function of the median of a set of future observations is obtained whether its size is assumed to be odd or even. Both of the informative and future samples are drawn from a population whose distribution is a general class that includes several distributions used in life testing (and other areas as well) such as the Weibull (including the exponential and Rayleigh), compound Weibull (including the compound exponential and compound Rayleigh), Pareto, beta, Gompertz and compound Gompertz, among other distributions. A general proper (conjugate) prior density function is used to cover most prior distributions that have been used in literature. Applications to the Weibull, exponential and Rayleigh models are illustrated.     

工程知识的性质与特征--从工程哲学的视野看

通过对工程知识的哲学问题的研究，分析了工程知识与科学知识的联系与区别，从实践理性和技术逻辑层面揭示了工程知识的性质与特征，认为工程知识是与造物活动(操作、建造和使用)相关联的知识，包括规则系统、理论分析与技术装置涉及到的技术性和非技术性要素的知识。本质上讲，工程知识是一类建构性知识，包含了理性、逻辑和事实三重属性。     

Weibull inference using trimmed samples and prior information

Trimmed samples are commonly used in several branches of statistical methodology, especially when the presence of contaminated data is suspected. Assuming that certain proportions of the smallest and largest observations from a Weibull sample are unknown or have been eliminated, a Bayesian approach to point and interval estimation of the scale parameter, as well as hypothesis testing and prediction, is presented. In many cases, the use of substantial prior information can significantly increase the quality of the inferences and reduce the amount of testing required. Some Bayes estimators and predictors are derived in closed-forms. Highest posterior density estimators and credibility intervals can be computed using iterative methods. Bayes rules for testing one- and two-sided hypotheses are also provided. An illustrative numerical example is included.     

行政事业单位国有资产管理体系建设

在财政部颁布了《行政单位国有资产管理暂行办法》和《事业单位国有资产管理暂行办法》之后,行政事业单位国有资产的管理已经是各级政府和部门研究解决的重要问题,在管理现状不容乐观的前提下,本文提出了从管理体系建设入手,建立科学可行的行政事业单位资产管理模式。

财产权是公民用以防御公共权力可能侵犯的基本权利。长期以来，由于思想观念滞后、借公共利益的名义侵害公民的合法财产、行政法律制度不健全等原因，使得财产权利缺乏全面有效的保护。财产权利的保护有利于我国民主政治的建设，有利于市场经济的发展，有利于和谐社会的构建。

Improvement of Coordination Mechanism of Intellectual Property Administrative Enforcement in Free Trade Zone ——Taking Shaanxi FTZ as an Example

Strengthening the coordination of intellectual property administrative enforcement in the FTZ is conducive to improving the efficiency of administrative enforcement and optimizing the legalized business environment in the FTZ. Based on the theory of rule of law-based government, the theory of collaborative governance and the theory of holistic governance, the connotation of the coordination of intellectual property administrative enforcement in the FTZ is defined, the status quo of the coordination of administrative enforcement in Shaanxi FTZ is investigated and analyzed. Learning from the experience of Shanghai FTZ and Fujian FTZ etc., it is proposed that the reform of the comprehensive intellectual property management system in the FTZ be deepened, the basic multilateral framework for coordination of inter-departmental intellectual property administrative enforcement be established, the mechanism of the coordination of the existing administrative enforcement be improved, the public service platform for intellectual property protection be built, and the construction of enforcement teams be strengthened, so as to improve the coordination mechanism for intellectual property administrative enforcement in the FTZ.
