On the Product of Inverse Wishart and Normal Distributions with Applications to Discriminant Analysis and Portfolio Theory

Abstract. In this article we analyse the product of the inverse Wishart matrix and a normal vector. We derive the explicit joint distribution of the components of the product. Furthermore, we suggest several exact tests of general linear hypothesis about the elements of the product. We illustrate the developed techniques on examples from discriminant analysis and from portfolio theory.     

On shrinkage m-estimators of location parameters

For a general class of continuous ( and marginally symmetric ) inultivariate distributions, based on suitable M-statistics ( involving bounded but possibly discontinuous score generating functions), shrinkage estimators of location are considered. These estimators are based on the James-Stein type rule and incorporates the idea of preliminary test estimation too. The main emphasis is laid on the study of asymptotic tdistributional ) risk properties of these est-innators, and asymptotic tin-) adraissibility results are also studied under fairly general regularity conditions.     

Convexity-based clustering criteria: theory,algorithms, and applications in statistics

This paper deals with the construction of optimum partitions of for a clustering criterion which is based on a convex function of the class centroids as a generalization of the classical SSQ clustering criterion for n data points. We formulate a dual optimality problem involving two sets of variables and derive a maximum-support-plane (MSP) algorithm for constructing a (sub-)optimum partition as a generalized k-means algorithm. We present various modifications of the basic criterion and describe the corresponding MSP algorithm. It is shown that the method can also be used for solving optimality problems in classical statistics (maximizing Csiszárs -divergence) and for simultaneous classification of the rows and columns of a contingency table.

转变乡镇政府职能促进农村社会和谐

构建社会主义和谐社会，重心在基层，基础是农村。近来，时有发生的农村群体性事件不仅影响了农村社会稳定。在一定程度上对整个社会经济发展带来负面作用，已经成为影响社会和谐的突出问题。导致这些群体性事件的原因是复杂的、多方面的，但从治理的角度而言，基层政府尤其是乡镇一级政府忽视或不正确履行社会公共管理职责是其重要诱因。因此，长期以来形成的重组织生产与行政管理、轻公共服务与社会管理的乡镇政府职能已经适应不了构建农村和谐社会的要求。作为最基层的政权组织，乡镇政府直接面对农村社区，是党和政府联系人民群众的桥梁和纽带，是各种惠农政策的执行者和操作者，其公共治理的水平和效果直接影响到农村和谐社会的构建。因此，调整乡镇政府职能，全力打追服务型基层政府，促进农村社会和谐，就显得十分迫切。

GA改进的统计组合模型在个人信用评估中的应用

将分类精度作为遗传算法的适应度函数,利用遗传算法改进了基于线性回归和Logistic回归的统计组合预测模型,并将其应用于个人信用评估。结果表明,遗传算法改进后的组合预测模型在总分类精度和两类误判率方面都低于单一模型以及基于误差平方和最小的组合预测模型。利用遗传算法改进组合预测模型并用于个人信用评估是具有优势的。
