The mass expulsions of illegal immigrants that have taken place in recent years in Western Africa are examined, with particular reference to those in Ghana in 1969 and Nigeria in 1983. The author considers "the context within which they have taken place, including some of the longterm causes, and the systematic nature of the migrations which preceded them; the ways in which these have been handled by the states concerned; and their implications for the rights and status of migrants as a particular form of exploited labour within the development process in the subregion." Conditional cash transfer (CCT) is increasingly being integrated into poverty reduction strategies in developing countries. However, debate remains over key elements of CCT programme design. Using a discrete choice model, this article examines Ghanaian households’ preferences regarding key CCT programme design elements including conditionality, targeting, and payment method. The results revealed a preference for CCT designs that target beneficiaries with limited or no productive capacity and CCT designs that are conditional on beneficiaries either investing in children's human capital or performing communal service, relative to unconditional programmes. Also, direct bank deposit was revealed as the preferred payment mode relative to receipt of cash payments or use of mobile money systems. 相似文献

Growing numbers of grandparent special guardians (GSGs) are assuming responsibility for increasing numbers of children in the care system in England. Special guardianship arrangements are increasingly used as a permanency option as they allow children to remain in their kinship networks rather than in local authority care or be adopted; yet there is a scarcity of research on GSG carers' experiences. This paper reports a small qualitative research study where 10 sets of grandparents were interviewed to explore their journey to becoming GSGs and to theorize their subsequent experiences. Two themes emerge. First, experiences of the assessment process are elaborated, decisions often being made at a time of family crisis, impacting on GSGs: financial, employment, and relational. Second, GSGs' experiences of managing often challenging relationships and contact arrangements between the grandchildren and the parents reveal three main relationship management approaches emerging: containing‐flexible, containing‐controlled, and uncontained/defeated approaches. Anthropological concepts of affinity help theorize the GSGs' ambivalent responses to becoming carers in later life, enabling reconfigured kinship relationships in new family forms. Family policy and social work practice is critiqued as GSGs appear often left alone to “roll back the years,” to heal previous harms done to the grandchildren who end up in their care. 相似文献

The legal and policy framework on child trafficking is dismissive of children's agency and regards them as vulnerable personalities. This paper examines the scope of children's agency in their transportation to other communities for fishing in Ghana. Using a phenomenological design, 17 child returnees' views were elicited on their movement for fishing activities. Findings revealed that children's agentive capabilities progressed primarily from consent giving to negotiation. Highlighting the relational and material context within which children's agency unfolds, the study suggests that it is erroneous to generally ascribe the discursive label of ‘innocence’ to children who are considered as trafficked. 相似文献

This study conceptualizes how fire management authorities can empower nonexpert public to participate in fire risk communication processes and increase their own responsibilities for managing fire preventive, protective and recovery processes effectively. Drawing narratives from 10 disaster management experts working at government institutions and nine micro-entrepreneurs operating self-sustaining businesses in different merchandized lines in Ghana, we analyzed the data thematically and explored new insights on mental models to generate a two-way fire risk communication model. The findings suggest that fire management authorities planned fire disasters at the strategic level, collaborated with multiple stakeholders, disseminated information through many risk communication methods, and utilized their capabilities to manage fire at the various stages of fire risk communication, but the outcomes were poor. The micro-entrepreneurs sought to improve fire management outcomes through attitude change, law enforcement actions, strengthened security and better public trust building. The study has implications for policymakers, governments, and risk communication authorities of developing countries to strengthen their fire disaster policies to minimize commercial fire incidents and address the damaging effects of fire on people's livelihoods, businesses, properties, and environments. Our proposed two-way fire risk communication model is a new theoretical lens for experts and the nonexpert public to assess each other's beliefs about risk information and manage fire risk communication effectively at all stages. 相似文献
