It is almost 50 years since Sir Henry Tizzard created the group of scientists in RAF Fighter Command who were to coin the term ‘Operational Research’. The group still exists, though its work, and the work of other defence OR groups, has changed from solving acute operational problems by the extrapolation of observed data, to an attempt at predicting the outcome of policy choices that are beyond experience. Inevitably this has forced OR further into a political arena. Yet most OR practitioners are scientists used to investigating apolitical and benign nature. In this paper the author gives a personal view of what he believes OR is trying to achieve, what practical problems and pressures have to be faced and attempts to give guidance on how to proceed.  相似文献

Because of dramatic levels of economic volatility and massive changes in welfare policies, scholars in this decade worried anew about whether our official poverty measure, adopted in the 1960s, is adequate. Poverty's causes continued to be debated, with demographic factors often pitted against policy and maternal employment changes. Some scholars focused on events that trigger spirals into poverty or poverty exits. The literature on consequences of poverty featured new techniques for identifying underlying processes and mechanisms. Researchers also explored “neighborhood effects” and focused on poverty deconcentration efforts. Finally, scholars produced a voluminous literature on the efforts to reform welfare and their subsequent effects.  相似文献

It has now been over a decade since the passage of the 1996 welfare reform legislation ( Personal Responsibility and Work Opportunity Reconciliation Act ). In this paper, we synthesize the expansive literature on how welfare reform has affected poor families and nonprofit agencies that serve them. In particular, we explore state variation in welfare policies and the dramatic declines in welfare caseloads. We also investigate the employment, earnings, and levels of material hardships among current and former welfare recipients. Moreover, we examine what we know about welfare reform's impact on marriage, nonmarital childbearing, and child well-being. Lastly, we report on how welfare reform has affected nonprofit agencies that serve poor families. We are left with a complex account of the impacts of welfare reform that reveals both positive developments in a number of areas and a great deal of remaining challenges.  相似文献

A qualitative case study was conducted to explore the clinical decision making processes that underpinned the practice of euthanasia under the Rights of the Terminally Ill (ROTI) Act. The key informant for this research was Philip Nitschke, the general practitioner responsible for the legal cases of euthanasia. His information was supported by extensive document analysis based on the public texts created by patients in the form of letters and documentaries. Further collaborating sources were those texts generated by the media, rights groups, politicians, the coroner's cort, and the literature on euthanasia and assisted suicide. A key study finding was that the ROTI legislation did not adequately provide for the specific medical situation in the Northern Territory, Australia. The medical roles, as proscribed by the legislation, carried many inherent assumptions about the health care context and the availability of appropriately qualified medical staff committed to providing euthanasia. These assumptions translated into difficulties in establishing clinical practices for the provision of euthanasia. A further finding concerned the motivations of those who requested euthanasia. This article addresses the medical roles and the motivations of those seeking euthanasia.  相似文献

This paper examines the linkages between system dynamics and the Carnegie School in their treatment of human decision making. It is argued that the structure of system dynamics models implicitly assumes bounded rationality in decision making and that recognition of this assumption would aid system dynamicists in model construction and in communication with other social science disciplines. The paper begins by examining Simon's ‘principle of bounded rationality’ which draws attention to the cognitive limitations on the information gathering and processing powers of human decision makers. Forrester's ‘Market Growth Model’ is used to illustrate the central theme that system dynamics models are portrayals of bounded rationality. Close examination of the model formulation reveals decision functions involving simple rules of thumb and limited information content. Finally, there is a discussion of the implications of Carnegie philosophy for system dynamics as it affects communication, model structuring, model analysis and future research.  相似文献

Distress reverberates throughout the family during palliative care and bereavement, inviting consideration of a family-centered model of care. Targeting families thought to be "at risk" has merit. The Family Focused Grief Therapy model was tested in a randomized controlled trial of 81 families (353 individuals) and bereavement outcome is reported here for treatment completers compared to controls. There were no significant baseline differences between treatment completers and non-completers. Significant reduction in distress occurred at 13 months post death for the families completing treatment, with further improvements for the 10% of individuals most distressed at baseline. A preventive model of family-centered care applied to those at greatest risk is meritorious and in keeping with the aspirations of Cicely Saunders for improving the quality of hospice care.  相似文献

One important aspect of the transition to modernity is the survival of elements of the Old Regime beyond the French Revolution. It has been claimed that this can explain why in the late nineteenth and early twentieth centuries some Western countries adopted national corporatist structures while others transformed into liberal market economies. One of those elements is the persistence or absence of guild traditions. This is usually analyzed in a national context. This article aims to contribute to the debate by investigating the development of separate trades in Germany, the United Kingdom, and The Netherlands throughout the nineteenth century. We distinguish six scenarios of what might have happened to crafts and investigate how the prevalence of each of these scenarios in the three countries had an impact on the emerging national political economies. By focusing on trades, rather than on the national political economy, our analysis demonstrates that in each country the formation of national political economies and citizenship rights was not the result of a national pattern of guild survival. Rather, the pattern that emerged by the end of the nineteenth century was determined by the balance between old and new industries, and that between national and regional or local government.  相似文献
