This article draws attention to social insurance (SI) as a revenue raising institution, and explores the potential merits of drawing on new fiscal sociology for studying the development of SI systems. This is done by revisiting previous research conducted in Germany, the USA, Finland and Israel and by offering a new reading of their findings. The reviewed cases support two interlocking claims drawn from new fiscal sociology to the study of SI. The first is that state actors may perceive SI as an extraction instrument and employ it to advance fiscal and/or economic interests other than covering the costs of SI schemes. The second is that the design and management of contribution policies for such purposes may have substantial ramifications for the development of SI schemes. In addition, while current understandings tend to associate fiscal concerns with welfare state retrenchment, this article shows that they can also play a major role in driving welfare state expansion. 相似文献

The current study assesses the association between several work-related factors and psychological distress among social workers (SWs) in Israel. The data were collected through structured questionnaires, administered to a sample of 494 SWs. The findings suggest that most of the examined work-related factors (namely, years of professional experience, personal work-related subjection to violence, burnout, compassion fatigue, and sense of coherence), with the exception of compassion satisfaction, significantly predicted psychological distress among SWs. The conclusion is that it is important to embed within the social work practice strategies for reducing sources of psychological distress (job demands) and increasing material, professional, and personal resources. Reducing the levels of psychological distress experienced by SWs will benefit not only themselves, but also their families and colleagues, as well as their clients. As despair is increasingly seeping into leftist politics in many parts of the world, its long-held image as a hindrance to political activism still prevents the thriving literature on the politics of feeling from adequately theorizing this collective posture. This article seeks to probe the public manifestations of left-wing despair by looking at the despairing dispositions that have evolved in the Israeli Left in response to its failure to undermine Israel’s regime of occupation, using the coping modes this failure has sparked as a conduit for complicating the negative image of despair in politics. The analysis draws on two documentaries that showcase soldiers’ testimonies – Z32 and Censored Voices – in which the compulsive but fruitless repetition of witnessing is brought to the fore and serves as a platform for the enactment of despair as a distinctively public disposition. In dialogue with Wendy Brown’s notion of left melancholy and Lauren Berlant’s notion of cruel optimism, the article propounds despair – understood not as an affect, a feeling, or an emotion, but as a recursively performed posture – as an alternative analytic grid for grasping the contemporary agonies of the Left. Drawing on the Israeli documentaries, it demonstrates that despair may be propelled and perpetuated by two kinds of crises – a crisis of movement and a crisis of belonging. Taking both modalities as evidence that despair does not necessarily involve a withdrawal into the self and may transpire through public acts of care, the article claims, using Bonnie Honig’s work on public things, that the ground for the assessment of despair should be shifted from its presumed impact on political actors to the tangible imprints it leaves in the public settings in which action takes place. 相似文献

In the current paper, we employ the most recent Programme for International Student Assessment (PISA) data to calculate a less-biased estimate of poverty on US achievement. The PISA was specifically chosen as it is an assessment removed from a specific curriculum and instead focuses on concepts that students should know in order to participate in a global economy. Using a propensity score matching approach, our findings suggest that US students in poverty have notable educational attainment deficiencies compared to a matched group of students who are not in poverty. In other words, when we select two students who have a great deal in common but for the fact that one comes from a poverty background, the student in poverty is expected to perform nearly 28 points, or about a quarter of a standard deviation lower, on the PISA assessment. In real terms, this puts math achievement for children not in poverty on-par with the Organisation for Economic Co-operation and Development (OECD) average, while children in poverty are well below the OECD average. 相似文献

Growing ethnic and cultural diversity within Europe has brought increased attention to the impact and inclusion of immigrant populations and has also presented societies with valuable opportunities for intercultural learning between diverse groups. Using the International Civic and Citizenship Study data from 24 European education systems, in this paper we explore whether fostering an atmosphere of inclusion in schools relates to select attitudes and behaviours typically associated with an inclusive society, particularly among immigrant students. Our study is able to tease out some of the differences related to social class among immigrant students, opening up important avenues for discussion and future research. According to our findings, first generation immigrant students from higher socio-economic status backgrounds tended to have significantly more negative attitudes toward their resident country. Findings also collectively suggest that local-level practices, such as improving immigrant student participation in schools and positive relations between immigrant students and teachers, could be significant factors in fostering an inclusive society. Based on these results, we describe several education policies and practices that can promote greater inclusion, such as encouraging increased civic participation within the school and community, and providing a forum where students can contribute to school governance. 相似文献
