ABSTRACTThe ‘policy entrepreneur’ concept arises from the Multiple Streams’ theory of agenda setting in Policy Studies. Through conceptual stretching’, the concept is extended to global policy dynamics. Unlike ‘advocacy networks’ and ‘norm entrepreneurs’, the discussion addresses the strategies of ‘insider’ or ‘near-governmental’ non-state actors. The analysis advances the policy entrepreneur concept in three directions. First, the discussion develops the transnational dimensions of this activity through a case study of International Crisis Group. Second, rather than focusing on charismatic individuals, the discussion emphasizes the importance of organizational resources and reputations for policy entrepreneurship and access into international policy communities. Organizations maintain momentum behind policy solutions and pressures for change over the long term when individuals retire or depart for other positions. Third, the discussion outlines four distinct entrepreneur strategies and techniques that both individuals and organizations cultivate and deploy to enhance their power and persuasion in global policy processes and politics. 相似文献

Estimated associations between an outcome variable and misclassified covariates tend to be biased when the methods of estimation that ignore the classification error are applied. Available methods to account for misclassification often require the use of a validation sample (i.e. a gold standard). In practice, however, such a gold standard may be unavailable or impractical. We propose a Bayesian approach to adjust for misclassification in a binary covariate in the random effect logistic model when a gold standard is not available. This Markov Chain Monte Carlo (MCMC) approach uses two imperfect measures of a dichotomous exposure under the assumptions of conditional independence and non-differential misclassification. A simulated numerical example and a real clinical example are given to illustrate the proposed approach. Our results suggest that the estimated log odds of inpatient care and the corresponding standard deviation are much larger in our proposed method compared with the models ignoring misclassification. The current study explores the experiences of families with relatives with intellectual and developmental disabilities participating in a consumer-directed support program in the USA. The Illinois Home Based Support Services Program provides a limited budget to purchase and manage services. However, within recent years the program has faced cuts and changes. This context provided a rich environment to explore the benefits of the program, as well as oppressive forces creating barriers to the control of financial resources by individuals with disabilities and their families. Financial benefits, benefits from respite and personal assistance services and prevention of undesirable institutional placements were major themes that emerged and triangulated with previous research. The following themes emerged concerning barriers to the control of financial resources: provider and professional control, disability as a deserving group, fraud and abuse perceptions and familism. Minorities and females are underrepresented in the top-income quintile of law school graduates. Employing a binary logistic
regression model, I examine whether this is due to a“glass ceiling” (an invisible barrier erected by third parties) or a“sticky
floor” (self-imposed limitations regarding employment). My major finding is that being female, a minority, or disabled did
not significantly reduce one's probability of making the top-income quintile once hours of work, experience, and other factors
are taken into account. My findings directly contradict the large body of glass-ceiling literature and support the sticky-floor
model.

This study examines how two aspects of formalization of grievance procedures affect grievance procedure effectiveness: written
versus oral presentation of grievance and the level of union and management authorized to resolve grievances at the first
step. Several demographic variables were controlled for: size of bargaining unit, percentage of organization represented,
number of grievances filed, and industry. A sample of 46 firms, representing a broad cross-section of unionized companies
in the private sector, was obtained with the help of the American Arbitration Association. Results indicate that more formal
grievance procedures (e.g., written presentation) are positively related to resolution rates at the first step. The number
of grievances field and the size of the bargaining unit were positively related to total resolution rates prior to arbitration.

Maternal stereotypes and the realities of mothering are prominent themes in Anke Engelke’s Ladykracher and Martina Hill’s Knallerfrauen, two of the most popular sketch shows in twenty-first-century Germany. This article relates their success to social anxieties about motherhood, which Engelke and Hill illuminate through the theme of their sketches as well as through their very use of comedy to do so. I begin by using close-readings of Ladykracher and Knallerfrauen to illuminate the political potential of the sketch form to challenge maternal myths and articulate taboo feelings such as maternal ambivalence. I then consider the innovation of these maternal sketches in view of traditional theories of comedy, which paradoxically draw their imagery from the realm of the maternal even though they discount real women and mothers as comic agents. I argue that the maternal sketches of Engelke and Hill are thus doubly subversive, challenging maternal taboos as well as the discursive and generic norms they sustain. 相似文献
