This paper seeks to demonstrate the major benefits that a dedicated policy of co–development can bring to three major actors affected by immigration: receiving states, countries of origin, and the immigrants themselves. True co–development involves sustained cooperation between receiving nations and source nations in the management of both legal and illegal migratory flows. At the same time, it fosters the economic and demographic development of both the sending and the receiving country. This cooperation is based in large measure on understanding that, more than ever before, the best migration policy for developed nations is one that seeks not to block, but to smoothly regulate the circulation and re–circulation of the majority of foreigners and immigrants. As a result, Northern countries will be able to concentrate the state’s limited control resources on selected targets such as criminals, delinquents, and migrants arrested multiple times for unauthorized entry or residence. Developed nations must recognize that the vast majority of immigrants wish to retain close links to their country of origin, and with drastically improved transportation and communication links, most migrants are increasingly able to do so. Northern states should adapt policies that, for the most part, accommodate immigrants’ wishes to maintain active ties to their homeland. Such measures are generally in the best interests of the receiving countries, source countries, and of course, the immigrants themselves. The various problems faced by these three main actors regarding migration as they seek to pursue activities in their best interest is considered, followed by the advantages that a policy of co–development has for these actors: for receiving nations in terms of meeting labour force needs, reducing demographic problems, and controlling illegal immigration; and for source countries in terms of increased access to visas, increased amounts and efficacy of remittances, and the return and re–circulation of skilled and seasonal workers, and retirees. The interests of the immigrants themselves will be considered at various points throughout the discussion, in the context of the effects that the various policies of receiving and sending countries will have on them.  相似文献

At the end of World War II, one-third of the nation's hospital administrators were physicians. During the 1950's through the mid-1980's a new breed of masters'level administrator, with well-honed coordinating skills, orchestrated a major expansion of new programs, services, and facilities. With the advent of the Medicare prospective payment system (PPS), more governing boards restructured their administrative staffs with corporate titles. Meanwhile, physicians sensed that trustees were becoming far more concerned with bottom line performance to repay a mounting debt that hospitals had incurred to remain technologically competitive. Since mergers and integrated health systems by themselves will be unable to generate significant operating efficiencies, governing boards will be forced to change direction and shift back to recruiting physicians as their CEOs or in other senior positions to assure themselves of the clinical leadership required to implement the managed care concepts of reducing utilization and cost, and simultaneously enhancing quality of patient care.  相似文献

This study qualitatively examined the perspectives of clinical social workers on non-offending mothers of sexually abused children. The study examined whether clinicians still used collusion to explain mothers' behavior, despite research refuting collusion. Findings revealed that, although workers did not use collusion, they still constructed mothers negatively. Multiple contexts of agency practice influenced constructions. Administrative use of authority to implement external constraints led to workers' resistance, which involved humor with gender and ethnic components. The agency's role as a graduate social work teaching site contributed the following: Field instructors transmitted the belief that incest typified severe family difficulties and posed complex assessment and intervention problems. This paper applies mathematical programming to cost-volume-profit (CVP) analysis under contribution margin uncertainty. Three CVP probabilistic chance-constraint models based on various safety-first criteria for decisions under uncertainty are presented and compared. It is shown that a break-even segment of the mean-standard deviation frontier is a set of optimal solutions for the proposed models. An operational parametric quadratic programming (QP) model is constructed, and the efficiency frontier is generated. The procedures for locating an optimal solution on the efficiency frontier are then presented. The recommended QP procedure offers both technical relief from the computational difficulties posed by the probabilistic constraints and a desired flexibility in generating and presenting the relevant information for decisions under uncertainty.  相似文献

This study examined the impact of technology on couples in committed relationships through the lens of the couple and technology framework. Specifically, we used data from 6,756 European couples to examine associations between online boundary crossing, online intrusion, relationship satisfaction, and partner responsiveness. The results suggest that participants’ reports of online boundary crossing were linked with lower relationship satisfaction and partner responsiveness. Also, lower relationship satisfaction and partner responsiveness were associated with increased online boundary crossing. The results suggest that men, but not women, who reported greater acceptability for online boundary crossing were more likely to have partners who reported lower relationship satisfaction in their relationships. Implications for clinicians, relationship educators, and researchers are discussed.  相似文献

This study examines how the perceived locus of crisis cause, controllability, and adherence to social mission are associated with public attitude in the context of a social enterprise crisis and evaluates the differences between these variables under episodic and thematic frames of online articles. Using the crisis case of THINX in 2017 as a case study, a quantitative content analysis was performed on a sample of 503 comments under online articles. Hierarchical regression revealed that the locus of crisis cause and adherence to social mission were associated with public attitude, whereas controllability was not associated with public attitude when adherence to social mission was accounted for. Significant differences were found in the locus of crisis cause, controllability, adherence to social mission, and public attitude between episodic and thematic frames. This study provided a basis for the theoretical development of crisis communication in a social enterprise and the corresponding role for public relations.  相似文献
