Coupled infrastructure systems and complicated multihazards result in a high level of complexity and make it difficult to assess and improve the infrastructure system resilience. With a case study of the Greater Toronto Area energy system (including electric, gas, and oil transmission networks), an approach to analysis of multihazard resilience of an interdependent infrastructure system is presented in the article. Integrating network theory, spatial and numerical analysis methods, the new approach deals with the complicated multihazard relations and complex infrastructure interdependencies as spatiotemporal impacts on infrastructure systems in order to assess the dynamic system resilience. The results confirm that the effects of sequential hazards on resilience of infrastructure (network) are more complicated than the sum of single hazards. The resilience depends on the magnitude of the hazards, their spatiotemporal relationship and dynamic combined impacts, and infrastructure interdependencies. The article presents a comparison between physical and functional resilience of an electric transmission network, and finds functional resilience is always higher than physical resilience. The multiple hazards resilience evaluation approach is applicable to any type of infrastructure and hazard and it can contribute to the improvement of infrastructure planning, design, and maintenance decision making.  相似文献

In August 2006, Serbia adopted an inflation targeting regime as its monetary regime. The initial period of implementation of this regime was characterized by an extremely high capital inflow and appreciation of the exchange rate of the dinar. Under such conditions, the selected monetary policy regime functioned well. However, at the end of 2008, when the global financial crisis caused the outflow of foreign capital, deterioration of foreign borrowing conditions and an increase in inflationary expectations, the dinar lost about 25 per cent of its value within a relatively short period, despite the interventions of the National Bank of Serbia in the foreign exchange market. Therefore, the authors of this paper raise a dilemma whether Serbia conducts an adequate policy of the exchange rate of the dinar. The authors point out that, at the moment, the policy of a free floating exchange rate is not adequate for Serbia. As an alternative, a two nominal-anchor regime—inflation and the exchange rate—is proposed.  相似文献

Many studies have refuted the opinion that urban floras are poor in total species number and characterized primarily by neophytes. Also, it has been proved that urban flora differs from its surroundings, and at the same time reflects its richness. Our study focused on urban flora, structure and similarities, and the possible correlation with the urban attributes. Therefore, we selected 11 cities in Southeast Europe, which differ in the development of transportation networks (roads, rails and inland waterways) and population size. Next, we compared two sets of data (structure of urban flora and urban attributes) to define the correlation patterns. Analyzed urban floras were primarily distinguished by a total number of species, number of unique species and neophytes. Belgrade is a city with the highest urbanization level, the most species and the highest number of unique species and neophytes as well. Kosovska Mitrovica, Grocka and Po?arevac stand out by floristic richness. These cities have a high number of species, yet a small proportion of neophytes. Other cities are characterized by similar floristic structure, with a relatively similar proportion of neophytes and approximately similar number of unique species in relation to the total number. It can be concluded that other factors beside the chosen urban attributes have additional effects on floristic structure, except for the factor - the presence of neophytes. This is in accordance with predefining subjects, since urban attributes were chosen based on knowledge about important corridors for invasive species.  相似文献

Immigrants assimilate in various dimensions at different rates. Moreover, in each of these dimensions they assimilate at rates that may differ from those of their children. The purpose of this paper is to examine how the pace of assimilation of immigrants in various dimensions affects the rate of human capital accumulation of immigrant children. It is argued that rapid assimilation in certain dimensions serves to increase the rate of human capital accumulation of the second generation, while in other dimensions it may have the opposite effect.I thank Christoph Schmidt, Peter Schaeffer, and two anonymous referees for helpful comments. Multiple hazard resilience is of significant practical value because most regions of the world are subject to multiple natural and technological hazards. An analysis and assessment approach for multiple hazard spatiotemporal resilience of interdependent infrastructure systems is developed using network theory and a numerical analysis. First, we define multiple hazard resilience and present a quantitative probabilistic metric based on the expansion of a single hazard deterministic resilience model. Second, we define a multiple hazard relationship analysis model with a focus on the impact of hazards on an infrastructure. Subsequently, a relationship matrix is constructed with temporal and spatial dimensions. Further, a general method for the evaluation of direct impacts on an individual infrastructure under multiple hazards is proposed. Third, we present an analysis of indirect multiple hazard impacts on interdependent infrastructures and a joint restoration model of an infrastructure system. Finally, a simplified two‐layer interdependent infrastructure network is used as a case study for illustrating the proposed methodology. The results show that temporal and spatial relationships of multiple hazards significantly influence system resilience. Moreover, the interdependence among infrastructures further magnifies the impact on resilience value. The main contribution of the article is a new multiple hazard resilience evaluation approach that is capable of integrating the impacts of multiple hazard interactions, interdependence of network components (layers), and restoration strategy.  相似文献
