German federal law has increased the potential duration of maternity leave five times since 1985. A theoretical model demonstrates that the cumulative return probability at potential duration cannot decline unless the mother's employment conditions or career expectations change. We estimate return to work hazards from the German Socio-Economic Panel for women bearing children in the period 1984–1991 and predict cumulative return probabilities for first-time mothers and mothers with a previous birth. The pattern of cumulative return probabilities as potential duration increases is consistent with the hypothesis that employment conditions or career expectations frequently change for mothers taking longer leaves.  相似文献

Since 1979 German federal maternity leave and benefit policy has given women incentives to stay at home and take care of their newborn and youngest children. In 1986 this leave and benefit policy was changed in several ways, turning it into a powerful instrument for delaying mothers' return to work after childbirth. Using a flexible duration dependence estimation technique for proportional hazards due to Prentice and Gloeckler (1978) and applied to grouped durations by Meyer (1987, 1990), we estimate post childbirth return to work hazards for women during the federally protected leave protection period and immediately upon completion of this leave period. During the leave mothers are less likely to return to work the longer is the time left in the leave protection period; however, this result cannot be attributed generally to high levels of maternity benefits. Summary: In this paper, we present results of the estimation of a two–panel–waves wage equation based on completely observed units and on a multiply imputed data set. In addition to the survey information, reliable income data is available from the register. These external data are used to assess the reliability of wage regressions that suffer from item nonresponse. The findings reveal marked differences between the complete case analyses and both versions of multiple imputation analyses. We argue that the results based on the multiply imputed data sets are more reliable than those based on the complete case analysis.* We would like to thank Statistics Finland for providing the data. Summary.  The paper proposes an estimation approach for panel models with mixed continuous and ordered categorical outcomes based on generalized estimating equations for the mean and pseudoscore equations for the covariance parameters. A numerical study suggests that efficiency can be gained in the mean parameter estimators by using individual covariance matrices in the estimating equations for the mean parameters. The approach is applied to estimate the returns to occupational qualification in terms of income and perceived job security in a 9-year period based on the German Socio-Economic Panel. To compensate for missing data, a combined multiple imputation–weighting approach is adopted.  相似文献

By investigating how locally available early childhood education and care quality relates to maternal employment choices, this study extends the literature, which mostly has focused on the importance of day care availability or costs. The authors provide differentiated analyses by the youngest child's age and for West and East Germany to examine moderating influences, such as work‐care cultures, in a market with strongly state‐subsidized provision and near‐universal participation of preschool children. The empirical analysis linked the Socio‐Economic Panel and the Families in Germany Study for 2010 and 2011 (N = 3,301 mothers) with regional structural quality data and applied multivariate regression models. In East Germany, mothers with a child under age 3 years who lived in districts with smaller day care groups were more likely to be employed and to extend their work hours. For mothers in West Germany and those with older children, day care quality was not significantly related to employment.  相似文献

Germany is known to have one of the lowest fertility rates among Western European countries and also relatively low employment rates of mothers with young children. Although these trends have been observed during the last decades, the German public has only recently begun discussing these issues. In order to reverse these trends, the German government recently passed a reform of the parental leave benefit system in line with the model practiced in Nordic countries. The core piece of the reform is the replacement of the existing means-tested parental leave benefit by a wage-dependent benefit for the period of one year. In this paper we simulate fiscal costs and expected labour market outcomes of this reform. Based on a micro-simulation model for Germany we calculate first-round effects, which assume no behavioural changes and second-round effects, where we take labour supply changes into account. Our results show that on average all income groups, couples and single households, benefit from the reform. The calculation of overall costs of the reform shows that the additional costs are moderate. As far as the labour market behaviour of parents is concerned, we find no significant changes of labour market outcomes in the first year after birth. However, in the second year, mothers increase their working hours and labour market participation significantly. Our results suggest that the reform will achieve one of its aims, namely the increase in the labour market participation of mothers with young children.

This paper investigates the association between maternal life satisfaction and the developmental functioning of 2-3-year-old children as well as the socio-emotional behavior of 5-6-year-old children. We use data from the German Socio-Economic Panel Study (SOEP), which allows us to control for a rich set of child and parental characteristics and to use the mother’s life satisfaction before the birth of her child as an instrument to eliminate potential reverse causality. The results indicate that the more satisfied the mother, the better her child’s verbal skills and the lower his or her socio-emotional problems. The relation is more pronounced for boys than for girls. The results are robust even when mothers’ personality or mothers’ cognitive skills are controlled for.  相似文献

While breastfeeding is associated with health benefits for both mothers and children, it may also make it difficult for mothers to return to the labor market early. Maternity and parental leave regulations have been developed to mitigate this conflict. In 2007, Germany passed a reform introducing a new parental leave benefit (Elterngeld). In this paper, we address the question of whether the new parental leave benefit impacts breastfeeding initiation and duration in Germany. We use the reform as an exogenous policy variation to obtain causal evidence on breastfeeding behavior, applying a difference-in-differences approach. Mothers in particular benefit from the reform especially if they were employed prior to childbirth or if they have a household income above the income threshold of the previous parental leave scheme (treatment group). The reform did not bring significant changes within the first year of a child’s life for all other mothers (control group). We draw on representative survey data from the Socio-Economic Panel (SOEP) study. Three breastfeeding measures are used for the 2004 to 2009 cohorts: (1) breastfeeding at birth; (2) breastfeeding for at least 4 months; and (3) breastfeeding for at least 6 months. We find no effect of the Elterngeld reform on breastfeeding initiation but do observe an effect on breastfeeding duration. Our results are robust over various sensitivity tests, including placebo regressions, the application of matching approaches, and controlling for regional indicators, among others. Thus, our empirical results provide evidence that the reform’s goal of allowing parents to spend more time with their children during the first year of life also impacted breastfeeding behavior.  相似文献
