Innovations in child protective services inservice training: commitment to excellence

The overwhelming obstacles to effective CPS intervention created by increasing reports of abuse and neglect, funding shortfalls, and the lack of qualified workers have prompted national efforts to reform the public child welfare system in the United States. Organizations such as the American Public Welfare Association, the Children's Defense Fund, the Child Welfare League of America, and the National Association of Social Workers are currently working closely with other national organizations to develop legislative proposals that will enable child welfare agencies to be more responsive to the needs of children and families. A critical component of this reform is the need to recruit, train, and retain qualified and competent CPS workers. The four training programs described in this article are examples of innovative programs seeking to enhance service delivery by enhancing the knowledge and skills of their staff members. Although the four programs were developed in very different political and social climates and within diverse organizational structures, they all provide useful lessons in how to develop efficient and effective training for workers delivering protective services for children. Any national, state, or local efforts to design and develop new CPS training programs should take into account the significant strides made by these agencies.     

Comparison of basic data for the National Survey of Residential Group Care Facilities: 1966-1982

Major findings from this analysis of the data gathered in preparation for the 1966 and 1981 surveys of children's residential group care facilities are as follows below. In the field of residential care of pregnant adolescents, it appears that, despite an increase in the number of births to adolescent mothers since 1966, the preferred mode of serving this population is no longer residential group care. While there has been a small increase (6 facilities) in the number of residential facilities for pregnant adolescents that operate under public auspices, the 49% decrease in facilities under private auspices is the real indicator of the direction of residential services to pregnant adolescents since 1965. In the Child Welfare Stream, the most notable change between 1965 and 1981 was the decrease in the relative proportion of residential group care facilities for dependent, neglected, or abused children and youth. Overall, child welfare facilities accounted for 55% of all residential facilities listed for survey in 1965; in 1981 this percentage had fallen to 37%. As in 1965 the Child Welfare Stream was dominated by the private sector in 1981, with 83% of all child welfare facilities operating under private auspices. This pattern was found for most of the 50 individual states as well. In the Juvenile Justice Stream, the overall increase of 154% in the number of residential facilities since the 1965 listing is due in part to a notable increase in the number of private facilities in this stream of care. Although the majority of juvenile justice facilities are still public, there has been an increase of 17% since 1965 in the proportion of facilities under private auspices. An even greater increase in total number of facilities than was seen in the Juvenile Justice Stream is seen in the mental health field between 1965 and 1981. There were almost four times as many residential mental health facilities listed for survey in 1981 as in 1965. From representing about one-eighth of the total number of all residential group care facilities for children and youth with special problems or needs, the Mental Health Stream increased to a quarter of all such facilities by 1981. As in the earlier study, the Mental Health Stream was dominated by the private sector in 1981. The proportion of mental health facilities under private auspices had increased by 16% since 1965, indicating an even greater involvement of the private sector in the delivery of residential mental health services to children and youth.(ABSTRACT TRUNCATED AT 400 WORDS)

On Playing Fair: Professor Binmore on Game Theory and the Social Contract

This paper critically reviews Ken Binmores non- utilitarian and game theoretic solution to the Arrow problem. Binmores solution belongs to the same family as Rawls maximin criterion and requires the use of Nash bargaining theory, empathetic preferences, and results in evolutionary game theory. Harsanyi has earlier presented a solution that relies on utilitarianism, which requires some exogenous valuation criterion and is therefore incompatible with liberalism. Binmores rigorous demonstration of the maximin principle for the first time presents a real alternative to a utilitarian solution.     

Talking about emotion: how are conversations about emotion enabled in the context of social work practice education?

It is widely acknowledged that emotion is a potent force in social work practice and practice education which can have a significant impact on both practice and practitioner experience. So too, is the recognition that social work students may face higher levels of stress than their qualified colleagues—social work itself, one of the professions where workers often experience higher levels of emotional demand than do other occupational groups. In terms of professional training courses for students entering the ‘helping professions’, there is a visible theme of heightened student pressure that relates, in some way, to the practicum aspect of their qualifying course. Relatedly, there is a clear consensus that the quality of the student-Practice Educator relationship is a key determinant of student learning and student experience. This article presents the findings of a small-scale qualitative research study, investigating how conversations about emotion are enabled within supervision, from a sample of final year qualifying students (n = 4) and Practice Educators (n = 5). It intends to make a contribution to the literature concerned with the development of good practice in this area, with a particular focus on the facilitative approaches of Practice Educators and the preparation of students for professional practice.     

Shape-shifter and Agenda Setter: The Influence of Emotion in Social Work Practice and Practice Education

As an interpersonal profession, operating within and between a myriad of nebulous psycho-social worlds, a significant proportion of social work’s currency resides in emotion, providing impetus for action or omission. This paper asserts that due diligence must be exercised towards emotion within social work training and practice, giving consideration to the journey towards qualification, fraught as it can be; emphasising the need to bring emotion out of the shadows and into the light. This is not simply a ‘how did that make you feel?’ task, rather one of acknowledgement and acceptance, which lends itself to an exploration of the layered interface where emotion comes into being, prodded and poked, twisted and contorted, by the powerful forces of politics, sensationalism and reductionism, which seek to orchestrate simplicity and control.     

Accuracy of the judgment of facial expression of emotions as a function of sex and level of education

The purpose of this study is to examine the recognition of facial expressions of six emotions as a function of sex and level of education (high school, college, university) of the subjects. Three hundred French-speaking citizens of Quebec had to judge which emotion was expressed in various facial stimuli presented on slides. Results show that overall, the recognition of emotions was very good. However, there were significant and strong differences between emotions and sex and levels of education did not have strong effects on the results.This research was supported by grant EQ-1717 from Fonds FCAC (Gouvernment du Quebec).
