Placing Children on Child Protection Registers: Risk Indicators and Local Authority Differences

Summary Wide variation in rates of children on protection registersin different authorities has led to doubts about the reliabilityof local decision making. A study of 1,752 referrals, for suspectedabuse or neglect in eight English local authorities, found thatindicators of child and family vulnerability were more importantthan local area in explaining selection for initial child protectionconference and placement on registers. There appeared to beagreement on ‘common-sense’ risk indicators butstronger measurements of risk would enable child protectionprocedures to be better targeted.     

Indeed: Cost of the NSERC Science Grant Peer Review System Exceeds the Cost of Giving Every Qualified Researcher a Baseline Grant

NSERC (Natural Sciences and Engineering Research Council of Canada) offers Discovery Grants averaging Can$30,000 to about 70% of its applicants. If the total budget for these grants were evenly divided amongst the 10,000 people qualified to apply, the average grant size would be Can$41,000. The additional costs of writing and reviewing grant applications in our previous analysis only serve to accentuate the loss of funds that could otherwise be spent on the research itself. Baseline grants for the early stages of research, to all qualified researchers, would significantly enhance innovation of Canadian scientists.     

AN INDEX FOR THE MEASUREMENT OF CONSUMER LOYALTY*

The concept of consumer “loyalty” (i.e., preference for a particular store or brand) is intriguing to marketing scholars and practitioners. Research in this area would be enhanced by the acceptance of an operational measure of consumer loyalty. Loyalty appears to be a tri-dimensional concept; per cent of budget, allocated to the store or brand, amount of switching, and number of alternatives explored have been used to measure loyalty. Consequently, the authors propose a “loyalty index” which combines these three measures. An empirical test of the proposed index showed that the index did discriminate among degrees of consumer loyalty, and was related to consumer psychological characteristics in a manner similar to that of the generally used single measures of consumer loyalty.     

A Bourgeois Geography of Domestic Bicycling: Using Public Space Responsibly in Toronto and Niagara-on-the-Lake, 1890–1900

Abstract  Domestic bicycling emerged in the fin de siécle as a response to perceived violations of haute bourgeois public decorum and comportment. It promoted domestic, aestheticized and "womanly" bicycling and bicycling activities as alternatives to the anti-domestic bicycling behaviour demonstrated by reckless men and indecorous women. The domestic notion of responsible bicycling in public included the bicycle gymkhana, where the competition was not so much athletic as floral. Accordingly, Toronto's interest in the Niagara-on-the-Lake bicycle gymkhana demonstrates a progressive era impulse to substitute the chaotic with bourgeois constructions of the orderly.     

THE IMPACT OF INVESTIGATIVE REPORTING ON PUBLIC OPINION AND POLICYMAKING TARGETING TOXIC WASTE

This article reports the fourth in a continuing series of casestudies that explore the impact of news media investigativejournalism on the general public, policymakers, and public policy.The media disclosures in this field experiment had limited effectson the general public but were influential in changing the attitudesof policymakers. The study describes how changes in public policymakingresulted from collaboration between journalists and governmentofficials. The authors develop a model that is a beginning steptoward specifying the cond6itions under which media investigationsinfluence public attitudes and agendas.
