Ethnic diplomacy can be characterised as a ‘popular mode of diplomatic action’. As such, it is an illustration of the privatisation of diplomacy, which may involve private actions sponsored by state actors or, on the contrary, private actions with a public outcome in the realm of foreign policy. By attempting to reach out to state actors, international organisations and global NGOs, ethnic diplomats articulate a cultural mode of transnational mobilisation. But these two dimensions of ethnic diplomacy, its ‘culturality’ and its ‘transnationality’, cannot be taken for granted and should be questioned thoroughly. Through this analysis, it appears that long-distance nationalists do not always succeed in transnationalising their activities and that they often end up re-locating themselves in exile. And more than ethnicity or cultural repertoires, it is the political culture of ethnodiplomatic organisations and their relations with the diasporic environments in which they evolve which helps to explain the outcome of these popular modes of diplomatic action.  相似文献

This paper examines the public health consequences of the regulatory subsidy given to light trucks. The empirical challenge is to disentangle the causal effects of light trucks from the selection bias that may occur due to drivers sorting into different vehicle types depending on their unobservable characteristics. I address this by using state variation of snow depth as an instrumental variable for vehicle miles traveled of light trucks and cars. This instrument has strong first-stage explanatory power. Since snow depth is likely a direct determinant of crashes, I meet the exclusion criteria by restricting the dependent variable to those crashes that occurred in the summer. My findings suggest that, given a crash, light trucks are more dangerous to others but less dangerous for those driving them. However, I also find that light trucks are more likely to crash than cars, which neutralizes the safety advantage to those who drive them. My estimates for aggregate fatalities suggest that a world of light trucks leads to substantially more fatalities than a world of cars.  相似文献

In a large variety of applications, the data for a variable we wish to explain are ordered and categorical. In this paper, we present a new similarity-based model for the scenario and investigate its properties. We establish that the process is ψ-mixing and strictly stationary and derive the explicit form of the autocorrelation function in some special cases. Consistency and asymptotic normality of the maximum likelihood estimator of the model’s parameters are proven. A simulation study supports our findings. The results are applied to the Netflix data set, comprised of a survey on users’ grading of movies.  相似文献

This paper proposes a method for aggregating individual preferences in the context of uncertainty. Individuals are assumed to abide by Savage's model of Subjective Expected Utility, in which everyone has his/her own utility and subjective probability. Disagreement on probabilities among individuals gives rise to uncertainty at the societal level, and thus society may entertain a set of probabilities rather than only one. We assume that social preference admits a Maxmin Expected Utility representation. In this context, two Pareto‐type conditions are shown to be equivalent to social utility being a weighted average of individual utilities and the social set of priors containing only weighted averages of individual priors. Thus, society respects consensus among individuals' beliefs and does not add ambiguity beyond disagreement on beliefs. We also deal with the case in which society does not rule out any individual belief.  相似文献
