In 2013, the European Council approved the Youth Guarantee (YG) to counteract youth unemployment. Because of its specific features, the YG is useful for understanding whether the EU has triggered policy change in national youth unemployment policies. Contrary to most of the literature on similar topics, we focused in this study on the effect of this specific European measure rather than on broader EU strategies or policies. The study contributes to the literature by qualifying the degree of fit/misfit and suggesting a counterfactual analysis, using the case of France. We first situate the article within the broader Europeanisation debate and present our research design. The second section introduces the policy structure of the YG and investigates youth unemployment policy in France, prior to and after the European initiative. The third section discusses whether the French youth unemployment policy would have been developed in the same way without the YG. A final section concludes.  相似文献

The abundant literature on welfare state policies, regimes or ‘worlds’ has been only limitedly interested in unemployment protection, and even less in youth unemployment protection. What is clearly lacking in the literature is an updated analysis of the most recent policies developed in European countries targeting youth. This mini‐symposium aims to fill in this gap by presenting findings from an EU‐funded research project entitled ‘Youth, Unemployment and Exclusion in Europe: A Multidimensional Approach to Understanding the Conditions and Prospects for Social and Political Integration of Young Unemployed’ (YOUNEX). The main aim of the research endeavour was to develop theory and contribute to empirical knowledge concerning the social and political exclusion of unemployed youth in Europe.  相似文献

In this paper, we look at repair as an emergent focus of recent activism in affluent societies, where a number of groups are reclaiming practices of repair as a form of political and ecological action. Ranging from those that fight for legislative change to those groups who are trying to support ecological and social change through everyday life practices, repair is beginning to surface tensions in everyday life and as such poses opportunities for its transformation. We survey a few of the practices that make up this movement in its various articulations, to take stock of their current political import. While we suggest that these practices can be seen as an emergent lifestyle movement, they should not be seen as presenting a unified statement. Rather, we aim to show that they articulate a spectrum of political positions, particularly in relation to the three specific issues of property, pedagogy and sociality. These three dimensions are all facets of current internal discrepancies of repair practices and moreover express potential bifurcations as this movement evolves. Drawing on a diverse methodology that includes discourse analysis and participant observation, we suggest some of the ways in which this growing area of activity could play a significant role in resisting the commodification of the everyday and inventing postwork alternatives.  相似文献

The paper proposes a notion of fairness which overcomes the conflict arising between efficiency and the absence of envy in economies with uncertainty and asymmetrically informed agents. We do it in general economies which include, as particular cases, the main models of differential information economies, providing in this framework a natural competitive equilibrium notion which satisfies the fair criterion. The analysis is conducted allowing the presence of large traders, which may cause the lack of perfect competition.  相似文献

In this paper we discuss the Management Control Systems (MCSs)–strategy relationship in the light of an empirical analysis. We debate the attention to the fit of MCS and strategy at given moments in time which is typical of a contingency approach, and we search for an understanding of the dynamic evolution of the company over a continuous span of time. We deploy a diachronic analysis which involves a vertical and a horizontal conception of dynamics. We show that instantaneous fit between formal MCS and deliberate strategy is not helpful in illustrating evolution, nor is able to explain success. Conversely, the fit is to be played continuously on MCS and strategies at the level of practices. We also show the role of misfit between MCS and strategy: ambiguity implies the definition of blurred constraints for action which is freed. In this sense, we conclude that in the design of the MCS or strategy, attention does not have to be focused on the reciprocal fit, but rather on the ability of both (MCS and strategy) to support the exploration of new directions of evolution. Our case offers the intuition that identities, beyond practices, account for success in this case, as they embed both practices but also a way of being that, as a set of basic principles, directs behaviour when practices are missing, i.e., in the face of the new.  相似文献

In the past fifteen years, the Italian welfare state has gone through various important reforms. Almost all social policy fields have been significantly challenged by the presence of both national and European constraints, and in different policy fields some fundamental principles of the welfare state have been questioned and changed. The purpose of this article is to present an analysis of the most recent arguments used for welfare state reforms in Italy, focusing in particular on one key question: have the reforms been formulated and implemented in order to increase the freedom of choice of Italian citizens with respect to social protection? After a brief introduction and conceptual clarification, each section of the article will focus on one social policy field (employment, pensions, health care) and discuss the origins and consequences of the reforms with respect to the freedom of choice of citizens. The main argument is that very limited attention has been paid in the national political discourse and reform design to the freedom of choice for citizens in welfare state policies, since other goals (such as cost containment) were much more crucial. The article will end with an overall assessment of the evolution of freedom of choice in the Italian welfare state setting.  相似文献

The aim of the paper is to explore the leading public and public–private experiences supporting research and technology transfer in some of the most developed regions in Europe, namely Emilia-Romagna, Lombardy and Piedmont in Italy, Baden Württemberg in Germany, Rhône-Alpes in France, Catalonia in Spain, and Eastern England. It offers a deep overview on different schemes of infrastructures implemented for science-industry technology platforms in these regions so far, and analyses their performances. At first glance, the University–Industry–Public Administration channel turns out to be remarkably active, indeed strategic, in all the case-studies observed. A gap, especially in the central part of the chain between research and market, known as Death Valley, comes out, and it is here that a policy action (even public) is welcome to provide an interface supporting the interaction among these agents. The virtuous link between the research system and the productive system has been focused on by many farsighted policy makers.  相似文献

Since the beginning of the millennium, the institutions of the European Union have intensified their political efforts to combat youth employment. Youth‐specific policy initiatives were launched after the financial and economic crisis of 2008, and the overall subsequent rise of unemployment rates among young people. In this article, we analyse and assess these developments on the basis of an analysis of European policy documents and interviews. Our conclusions are twofold. One, we argue that the Europe 2020 Strategy and its flagship initiatives devoted to youth do not constitute a new policy field or approach, but are rather the outcome of an incrementalist logic of policy development. Two, the European youth strategy is clearly committed to activation, and it pushes policy developments towards a minimalist policy approach of precarious protection. Both developments are explained by the actor constellations and path dependencies of the European policy arena.  相似文献
