Obtaining feedback from service users is a key element of the UK Labour Government's agenda for modernization of the public sector. This reflects a growing international trend in Europe and North America. Recognized difficulties in taking an approach to performance assessment based on the concept of user satisfaction are outlined. Ascertaining the views of people who use personal social services poses particular challenges which result from the levels of impairment and illness in the population, local variations in service provision and the 'care and control' functions of social care. It is argued that cognitive testing of questions, based on research knowledge about user views, provides a way of overcoming some of the pitfalls of traditional satisfaction surveys, while developing questions that are meaningful to respondents. The origins and principles of cognitive testing are described, followed by an example of their application in the development of a questionnaire for home care users. Strengths and limitations of the approach are identified.  相似文献

Summary This article is in two parts. The first part describes how ideasand concepts can cross national and linguistic frontiers andhow theories of social work practice may be found suitable forapplication in cultures which are different from the originalsetting. The ideas are likely to grow and develop during theirtravels and may return to their original source as the inspirationfor further innovation. The Kent Project is used as a case examplein the first part and in the second part of the article a newDanish project is described which is based on the Kent theoriesbut may perhaps give workers in the UK ideas for further developments.  相似文献

Summary There is consensus among European countries that the first aimof a social policy for families should be to enable childrento remain in their own homes. However, in all countries somechildren require placement apart from their parents, but thereis no agreement as to the best mode of care for these children.Some countries rely entirely on residential care, others almostentirely on family placements in the community. The articlecompares Sweden (high fostering) with Belgium (low fostering),and England and Wales, which is midway between the two, andsuggests that some European models are relevant to English practice.  相似文献
