Family participation in child protection practice: an observational study of family group meetings

Over the past two decades, child protection authorities internationally have begun to implement models of family participation in child protection decision‐making. Debate exists about the extent to which these models promote family involvement in decision‐making. While a significant body of research on family and professional experience and perceptions of models of family participation in decision‐making has emerged, there has been little observational research of these approaches. In this paper, we report on observational data from 11 family group meetings (FGMs) in a child protection context in Queensland, Australia. Under Queensland child protection law, these meetings are referred to as an inclusive process for child protection decision‐making and planning. We draw on observational data to analyse how family inclusion in child protection decision‐making is facilitated, or limited, by the FGM process. We consider tensions in the realization of a participatory ethos in child protection services systems and discuss what practitioners can practically do to enhance family participation in child protection decision‐making.     

Social capital: A useful concept for social work?

Abstract

In recent years, Australian governments at all levels have adopted social capital and related concepts to frame social policy. Hence, these ideas provide the backdrop within which much contemporary social work practice and social policy development occurs. Despite extensive coverage of social capital concepts in the social science literature there has been limited discussion of their application to social work practice. In this paper we review the origins and meaning of social capital. We then turn to a discussion of its application to progressive social work as well as a consideration of the criticisms of social capital concepts. We introduce a synergy model of social capital formation that incorporates a dual focus on local community networks and the role of the institutions of government, non-government agencies and business in the creation of social capital. The paper concludes with consideration of how a synergy approach can be applied in, and developed through, social work practice.

Karen Healy and Anne Hampshire lead a three year research project entitled: ‘Creating Better Communities: A Study of Social Capital Creation in Four Communities’. The study examines processes of social capital creation in urban, regional and rural contexts. The study is jointly funded by The Australian Research Council and The Benevolent Society     

Ending the International-Domestic Dichotomy

This article calls for social work educators to abandon the conceptual separation of domestic and international content and move toward a curriculum with a truly global perspective. After reviewing the history and current state of the profession’s global-mindedness, the authors present three strategies for achieving a curriculum to meet students’ needs in the global environment of the millennium: the interim step of internationalizing the curriculum, then revising the profession’s value base, and adopting three unifying frameworks that offer channels for international dialogue and encourage a global outlook.     

Young families migrating to non‐metropolitan areas: Are they at increased risk of social exclusion?

Over the past three decades, thousands of young families have moved from large cities to non‐metropolitan areas of Australia. Various policies, particularly housing policies, have played a significant role in this trend. Despite the various impetuses towards relocation, little is known about how young families fare once they have relocated to non‐metropolitan areas. In this paper we draw on a study about families relocating to three distinct non‐metropolitan areas. From our qualitative analysis of the observations of service providers in education, health, and community support services, we present a model of how relocation to non‐metropolitan areas can contribute to the increased vulnerability of some young families to social exclusion. We discuss some ways in which policy makers can intervene to reduce this risk for young families at each phase of the relocation process.     

Becoming a Trustworthy Profession: Doing Better Than Doing Good

Abstract

Social work is a relationship-based profession. For this reason, social work professionals need to be perceived as trustworthy by those with whom we work. This address outlines the nature and importance of trustworthiness and the specific issues the social work profession faces in relation to the question of trustworthiness. I argue that scandals in human services and faith-based institutions as well as pressures associated with new public management create further challenges to achieving trustworthiness. The address discusses how the profession can enhance its trustworthiness through increasing our capacity to articulate professional purpose, committing to professional excellence and to being courageous in speaking out about abuses of power that impact on the lives of people who use our services.
