Social security support for informal caring in the Republic of Ireland

This article looks at the policies of social security support for informal carers in the Republic of Ireland. The demographic context and the overall policy context are first outlined, with a brief summary of the available institutional and community care services. The development of social security policies is subsequently examined, tracing the development of specific social security support for informal caring since the late 1960s and looking, in particular, at the recent establishment of a means-tested carer's allowance in 1990. Some of the issues surrounding social security and informal carers are then discussed, including the different strategies which can be adopted in providing support for informal caring and the factors which influenced the development of support in Ireland.     

(Dis)locating nations in the World Cup: football fandom and the global geopolitics of affect

The World Cup, as a tournament that pits national teams against one another, initially seems to be a site where support for sports is tied to nations. However, situating this sporting event at the intersection of discourses of globalization, transnational circulation of capital and populations, and theories of fandom, our examination of diasporic populations found that the choice is not a simple one between ‘origin nation’ and ‘residence nation.’ Instead, the decision of which team to support relies much more on an attenuated, complex notion that we call transnational affinity. We examine this concept in relation to the context of transnational flow of players, media, spectators, and capital, contending that locating nations or national preference in the World Cup requires understanding the contemporary de- or trans-nationalization of not only sports but identity itself beyond the binary of national and global.     

The role of social work field education programmes in the transmission of developmental social work knowledge in Southern and East Africa

This paper reports on the findings of a study on the role of social work field education programmes in the transmission of developmental social work knowledge in Southern and East Africa. It highlights the challenges in locating developmental social work placements and the creativity shown by social work educators in addressing these challenges and improving learning opportunities for social work students. Both academics and students were found to be committed to developmental social work, within a willing practice environment hampered by knowledge, capacity and resource constraints. Social work education was found to be playing a transformative role through the teaching of a developmental social work curriculum and the creation of collaborative developmental social work learning experiences. Social work educators trained and supported agency supervisors in developmental social work, while students served as conduits, modelling developmental social work practice. What has yet to be determined in future research is the students’ perspective of this developmental educational environment.     

The governance self‐assessment checklist: An instrument for assessing board effectiveness

This article describes the development and validation of the Governance Self‐Assessment Checklist (GSAC). The GSAC was designed to assist boards of directors of nonprofit and public sector organizations to identify strengths and weaknesses in the governance of their organizations, educate board members about the essentials of good governance, and improve their governance practices. The instrument comprises 144 items organized into twelve subscales. The results of the study indicated that the subscales have excellent internal consistency reliability, exhibit good criterion‐related validity, and are able to discriminate between stronger and weaker aspects of board functioning. The relative strengths and weaknesses in board effectiveness were identified, and the implications of the findings for the assessment of board effectiveness and field applications of the GSAC were discussed.     

Data Dependent Cells Chi‐Square Test With Recurrent Events

We consider a recurrent event wherein the inter‐event times are independent and identically distributed with a common absolutely continuous distribution function F. In this article, interest is in the problem of testing the null hypothesis that F belongs to some parametric family where the q‐dimensional parameter is unknown. We propose a general Chi‐squared test in which cell boundaries are data dependent. An estimator of the parameter obtained by minimizing a quadratic form resulting from a properly scaled vector of differences between Observed and Expected frequencies is used to construct the test. This estimator is known as the minimum chi‐square estimator. Large sample properties of the proposed test statistic are established using empirical processes tools. A simulation study is conducted to assess the performance of the test under parameter misspecification, and our procedures are applied to a fleet of Boeing 720 jet planes' air conditioning system failures.     

The political activities of social workers in the context of changing roles and political transition in Hong Kong

The article reports on a fourth study on the political participation of social workers based on a methodology developed by Gray and Collett van Rooyen (2000). Thus far studies have been conducted in South Africa, Australia and New Zealand. The present study examined the political activities of social workers in Hong Kong. It begins with a review of the politicisation of Hong Kong's social workers, tracing developments from the 1960s onwards. It then examines the literature on political participation in social work, particularly various typologies of political activity, in order to add to theory relating to this important aspect of social-work practice. Thereafter, it outlines the conceptual framework and methodology used in the study, the results of which provide the basis for the discussion of the political activities of social workers in Hong Kong. It ends with an in-depth discussion of the implications of the findings for the political role of social workers in Hong Kong's changing political context.
