Negotiating the Lines of Contention: Counterframing and Boundary Work in the School of the Americas Debate1

Counterframing scholars typically identify counterframes that interpretively distinguish arguments among opponents. This approach assumes that counterframing strategy centers on directly countering the claims of protesters. In my in‐depth examination of the ongoing debate between protesters and officials of the former School of the Americas, I identify a form of counterframing that agrees with and embraces the moral alternatives implicit in accusers’ claims. I bring boundary construction theory into conversation with counterframing analysis to expand understanding of how framing and counterframing strategies revolve around the competition for common, moral resources. I explain that in the movement to close the School of the Americas, protesters’ claims have served as moral boundaries against which the targeted institution has redefined its objectives and programs. I introduce the concept of “boundary negotiation” to argue that counterframing strategy and success lie in the negotiation of moral boundaries called into question by social movements. I outline defensive and offensive modes of boundary negotiation and identify boundary negotiation as a mechanism driving the link between counterframing and demobilization.     

Using evidence-based accreditation standards to promote continuous quality improvement: the experiences of the San Mateo County Human Services Agency

Following a difficult period of service provision, an agency determined that drastic changes were needed to improve agency-wide capacity and functioning. The agency engaged in an organizational level self-assessment aimed at identifying areas for improvement and beginning work towards determining professional standards for service. Results of this organizational self-assessment paved the way for pursuing accreditation of its services, and the agency became the first public agency in its state to be accredited by the Council on Accreditation in all eligible services. This case study describes this agency's efforts in engaging in an organizational self-assessment, the analysis and codification of their practices, and their eventual development of a systematized process for capturing, evaluating and improving practice.     

Food,Memories, and Identities in Hong Kong

This article adopts a processual and relational approach to study food remembrance and investigates how different ways of appropriating food reveal the politics of identities in Hong Kong. It examines how food memories reveal relationships between the past and the present, reflect epochal transformation, and mark changing identities of various groups of people through new ways of appropriations. It takes the case study of pancai, a special banquet food for the villagers in the New Territories of Hong Kong, to examine the relationships between food and identities. This article investigates how pancai is remembered, popularized, and reinvented with different variations and embodies shifting meanings for the New Territories inhabitants as well as other Hong Kong people in changing socioeconomic and political environments. Pancai has been imbued with multiple layers of significance, involving linkages between local and national, emigration and Chineseness, urbanization and rural heritage, as well as decolonization and identity politics. As identities are by nature negotiable, situational, and fluidic, pancai's multiple layers of meanings correspond to different levels of identities—identities of the New Territories inhabitants, the rest of the Hong Kong people, and the mainland Chinese.     

Women,Health and Housing Assistance: Implications in an Emerging Era of Housing Provision

Women and the households that they head are over‐represented among the most economically and socially disadvantaged households in Australia. Recent changes in the provision of housing assistance for low income households in Australia have distinct implications for women and this paper examines the implications of these changes. Shifting the emphasis in housing assistance away from publicly provided and rent‐controlled housing to direct subsidisation of rents for private tenants has important, largely negative, consequences for the health, affordability and security of housing for many women. This situation is made worse given the current housing affordability crisis in Australia; a crisis that extends across all private housing tenures.
