Despite almost 20 years of democratic governance in South Africa, there is growing evidence that equitable access to quality education remains elusive for the majority of its children. In 2007, the Department of Education declared 40 per cent of schools in the country to be ‘no fee’ schools and, by 2011, 60 per cent of all schools had been designated as such. This article examines the introduction and the effects to date of the no fee schools policy, and assesses the progress of South Africa's undoubtedly pro‐poor education policies towards promoting equality in education and, above all, achieving equity of access to resource allocation. It discusses the main challenges and issues relating to the implementation of the no fee policy at provincial and school levels while also considering the efficacy of existing equitable funding instruments, and concludes with suggestions for how more effective and equitable access to quality education can be realized. 相似文献

AbstractObjective: To examine the feasibility and initial efficacy of 2 abbreviated dialectical behavior therapy (DBT) skills training groups: emotion regulation skills only and emotion regulation with mindfulness skills. Participants: Participants were 24 undergraduates (aged 18–29) with significant emotion dysregulation who participated between February and May of 2010, 2011, and 2012. Methods: Participants participated in 2-hour weekly group sessions for 8 weeks and completed outcome measures at baseline, midtreatment, posttreatment, and 4-week follow-up. Results: Participants in both conditions made significant gains, with large effect sizes, across measures of emotion regulation, affect, skills use, and functioning. There were no differences between the 2 groups, suggesting no additive benefit of mindfulness skills. Conclusions: This pilot study provides support for the acceptability and efficacy of abbreviated DBT skills training in colleges, given significant improvements, positive feedback, and low attrition. Impediments to feasibility included recruitment difficulties, particularly due to scheduling constraints. 相似文献

Women, particularly undocumented women, are at an increased risk for gender-based violence including intimate partner violence (IPV). Women’s lack of legal immigration status is often used as a tool of dominance and control of undocumented women. The Victim of Trafficking and Violence Prevention Act 2000 created the U-Visa that provides undocumented IPV victims with lawful immigration status if they are willing to assist authorities in investigating crimes. The objective of this study is to better understand the benefits of obtaining the U-Visa from the perspectives of Latina U-Visa recipients who are survivors of IPV. In this community-based qualitative research study involving IPV survivors, community leaders, service providers and academics, we collected qualitative data through interviews with 20 participants including 15 survivors of IPV who were U-Visa recipients. Interviews were digitally-recorded, transcribed and translated, and analyzed using a qualitative software to develop key themes. Women received a $20 gift card as a token of appreciation for their participation in this study. Findings highlight key benefits such as improved mental health, renewed confidence and self-esteem, self-confidence, less perceived exploitation, access to better jobs and housing, freedom to travel, and improved economic and social well-being for visa recipients and their families. Obtaining the U-Visa was a transformative and life-changing experience for Latina survivors of IPV. Social policies such as TVPA help support vulnerable women who are victims of IPV. 相似文献

Job insecurity has become increasingly evident in European countries in recent years. In Germany, legislation has increased insecurity through erosion of the standard employment relationship. Fixed-term contracts are central to definitions of insecurity based on atypical or precarious work but there is still limited understanding of what creates insecurity and how it affects workers. Drawing on Bourdieu’s thesis that “insecurity is everywhere”, the relationships between subjective and objective measures of insecurity are examined for their impact on the 5-year trajectories of life satisfaction of men and women in the age group 27–30. Latent growth curve analysis of data from the German Socio-Economic Panel for 2010–2014 highlights the adverse and lasting effects of subjective concerns about job insecurity on life satisfaction trajectories. This association cuts across educational groups, with far reaching implications as subjective concerns about job security permeate young worker’s lives well beyond the objective condition of being employed on a fixed-term contract. 相似文献

Explanations for professional and managerial mothers' departure from paid work concentrate on childcare and women's preferences or choices. In contrast, our study, based on in‐depth interviews with professional and managerial mothers in London, shows that women's experiences within hegemonic masculine cultures play a key role. For example, working time norms require these mothers to work exceptionally long hours, to have permeable time boundaries even if they have negotiated reduced working hours and to ‘socialize’ in the evenings. Mothers are limited in their ability to protest or implement creative working time solutions because they feel they must hide their motherhood, which in itself creates tension. Mothers who are seemingly supported to work fewer hours are sidelined to lower‐status roles for which they are underpaid and undervalued in relation to their experience and previous seniority. Unless mothers mimic successful men, they do not look the part for success in organizations. 相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities. 相似文献

Using recent data from three national-level surveys conducted in 1995, 2000, and 2004, we provide evidence that Palestinian
fertility rates in the West Bank and Gaza Strip, historically among the highest in the world, began to slow especially in
the West Bank, but stalled in Gaza during the recent Intifada. The TFR in the early 2000s was 4.6 per woman, down from 6.2
a decade earlier. However, most of the decline in Gaza’s fertility appears to have taken place during the early 1990s, before
the onset of the second Intifada. In Gaza, the TFR decreased from 7.4 to 5.7 during the 1990s, but changed only slightly to
5.6 during the second Intifada period. Surprisingly, contraceptive prevalence has not changed during these years, and the
transition to lower fertility was mainly due to changes in nuptiality. Demand for children remains high, although there is
evidence of unmet need for contraception. The continuing conflict and worsening economic situation provide clues to the persistence
of high fertility among Palestinian women.

AbstractThis paper discusses an innovative approach connecting service user and carer involvement (SUCI) in social work education to social work practice. The research team, comprised service users, carers, social work students and module leader, worked collaboratively democratising the research process. At the University of Dundee, a core social work module facilitates students to spend 15 h with a service user and/or carer (host) gaining a unique insight into their everyday lives. During this time, hosts and students discuss two policy practice questions, responses to these questions are generating annual qualitative data, with study findings being disseminated at local and national level. The experiential learning students acquire from spending time with their host becomes the site of knowledge creation through involvement that is applied to practice. This paper reports on the narratives emerging from the longitudinal data (2012–2015, n = 90) on the changing landscape of social care in Scotland and the dissemination of project findings. We explore the intersection where the voices of service users and carers, student learning and social work practice coalesce. A model of outcomes focused SUCI is introduced as a template for meaningful, sustainable and outcomes-focused SUCI in social work education. 相似文献
