This article provides evidence of the prevalence of wills and the principles underpinning the intended distribution of estates in Australia. Intentions around wealth transfers and the social norms that underpin them occur in the context of predicted extensive intergenerational transfers from the ageing baby boomer generation, policies of self provision and user pays for care in old age, broader views on what constitutes ‘family’, the increased importance of the not‐for‐profit sector in the delivery of services, and the related need for philanthropy. A national telephone survey conducted in 2012 with 2,405 respondents aged 18 and over shows that wills are predominantly used to distribute assets to partners and/or equally to immediate descendants. There is little evidence that will makers are recognising a wider group of relationships, obligations and entitlements outside the traditional nuclear family, or that wills are being replaced by other mechanisms of wealth transfer. Only a minority consider bequests to charities as important. These findings reflect current social norms about entitlements to ‘family’ money, a narrow view of what and who constitutes ‘family‘, limited obligation for testators to recompense individuals or organisations for care and support provided, and limited commitment to charitable organisations and civil society.  相似文献

This purpose of this paper is to report findings that older people are legally vulnerable when entering an aged care facility, that social workers lack knowledge of the legal aspects of this move and do not necessarily view this information as core to their practice. The structure of social work services mirror the disjuncture older people and their families experience at this time and this may, in part, explain social work's lack of attention to these issues. Although many social workers are in contact with older people, the profession in Australia has been slow to develop a knowledge base to support effective practice with this group.  相似文献

The introduction of new asset/income tested charges for high care residents was the 1997–98 Commonwealth government policy response to concerns about financing residential aged care. This in‐depth study of residents, families, staff and managers in three aged care facilities explores issues of equity, access and empowerment arising when some residents pay more for the same level of care and amenity. The study reports little evidence of financial contributions affecting access to high care places and the delivery of care, the potential for differential access to amenities such as single rooms linked to the extra payments, and no evidence of a sense of empowerment linked to payment of the new charges. The complexity of current financial arrangements, access to appropriate financial advice at the time of entry, and the potential for an informal two tier system in relation to the allocation of amenities are identified as developing policy issues.  相似文献

Family involvement in managing the financial assets of olderpeople is an area of policy and practice importance. This importancerelates to the complexity of older people’s assets, systemsof paying for care and concerns around substitute decision-makingand financial abuse. Although a common task of informal care,little is known about older people’s experiences and wishesin relation to asset management. This paper reports on a qualitativestudy of the experiences and perspectives of thirty-four olderpeople receiving such assistance. It identifies three scenariosthat promote or inhibit independence in this context and drawsout the challenges for this emerging area of practice with olderadults and their families.  相似文献

ABSTRACT

The importance of a supportive home environment to successful aging has been well-established in the literature, with home modifications increasingly acknowledged as ways of removing barriers to function and increasing independence for older people. Home modification literature and practice primarily focus on the home environment as a physical space in which to perform tasks and on the impact of modification on competencies and function. Home, however, is much more than a physical environment. Within a transactive framework, people and places are seen as engaged in a dynamic, reciprocal relationship through which home becomes a place of significant personal meaning. Through a qualitative framework, this study examines the experience of older people living in the community who are recipients of a home modification service. It explores the impact modifying the physical environment has on their experience of home as a place of meaning and provides insight into how home modifications can strengthen the home as a place of personal and social meaning as well as improve safety and comfort for the older person at home.  相似文献

Disability reform in Australia centres on a National Disability Insurance Scheme (NDIS), which aims to provide lifelong, individualised support based on the principle of ‘reasonable and necessary’ care. As a universal rights‐based scheme it represents a historical shift in allocation principles in Australia's disability policy. Nonetheless, attention will be on determining who receives what care given the diversity of personal and family contexts. The aim of this paper is to discuss the operational complexities of a principle of reasonable and necessary care with reference to the findings of a three‐year study on the experiences and perspectives of disability care of 25 adults with acquired disability, their 22 nominated family members and 18 service providers. Evidence from this study suggests enacting the principle of reasonable and necessary care and support will be problematic, in particular as it relates to personalising the level and scope of services, balancing formal and informal care, and principles of equity. The paper contributes to the literature about allocation principles in social policy and the challenges of implementation. Further, it provides an empirically informed discussion of some of the specific policy implementation challenges concerning the NDIS.  相似文献

Abstract

Korean–Australian intercountry adoption has been practiced for 30 years. This longevity provides unique opportunities to develop critical perspectives on a complex, global practice. This paper presents understandings drawn from a study that explores Korean intercountry adoption using Actor Network Theory. It argues that the practice of intercountry adoption in Australia has been shaped by adoption-driven influences and characterised by controversy and competing discourses. It concludes that contemporary understandings necessitate a global, contextual, and critical view that is inclusive of emerging voices and alternate discourses. The challenge for practitioners and policy makers is to ensure the complex nature of the phenomenon is understood by all stakeholders. This will involve remaining child-focused, promoting multilevel interventions, incorporating research findings, and resisting wholly positive discourse that promotes singular perspectives. An awareness of how the internet is used to forge networks and promote discourses is crucial in ensuring multiple perspectives are considered in this contentious practice field.  相似文献

Retirement village living is a growing housing option for older people. Research to date has focused primarily on the social milieu of the village with limited attention to the legal and financial obligations associated with this form of specialized seniors' housing. Using data from a survey of 312 Australian residents, this article suggests while residents place financial and legal obligations at the forefront when considering relocation and during residency, there is variability in professional advice and constraints on choices when needs and capacities change. The distinctive obligations associated with retirement village living require greater attention to ensure an informed lifestyle decision.  相似文献

Abstract

Changes in aged care and health policy have introduced an increasingly complex assessment, resource option, and economic and regulatory context for decision-making regarding relocation to residential care. This paper reports on a study exploring residential placement from the perspective of spouses who place a long-term partner in an aged care facility. It highlights the importance of understanding the meaning of such decision-making for the spouse who remains at home and explores the ways in which the placement is constructed as either a continuation of, or a refusal to, care for a long-term partner. The paper draws out the implications for social work practice and identifies the challenge to merge knowledge of resource packages, care options and financial arrangements with a concern with the processes of decision-making and the emotional and symbolic aspects of such decisions.  相似文献
