ABSTRACT: In this paper, the author traces the course of the collective bargaining process in Italy and Europe, and looks in particular at the aspect of its centralisation and decentralisation. It begins with a historical background of this process and examines organizational and institutional alternatives which may limit or redimension this bargaining system in the face of more or less centralisation. It continues by outlining the institutionalisation of this system in Europe, and then by examining the effects which technological innovation and economic recession have had on it. Several hypotheses as to possible alternatives with regard to centralisation/decentralisation, convergence or divergence of the bargaining system are formulated on the basis of the preceding data, and looks at the difficulties now facing this system. Finally, the role of the state and the law with regard to collective bargaining is discussed and some general observations are made.  相似文献

A major challenge in child welfare is whether a program (or service) developed and successfully implemented in one jurisdiction, especially another country, will attain the same outcomes for children and families in another jurisdiction? This paper presents the “DCE Classification System” (Defining, Classifying, and Evaluating), a classification system that facilitates cross-jurisdiction comparisons of child and family services. The paper reviews the cross-national research literature in child and family services as well as literature on classification schemes and typologies. As an example of the issues that arise when importing a promising program, we briefly highlight the exporting and importing of family group conferencing. After tracing the history and development of the DCE Classification System, the paper describes the proposed classification scheme, and provides a brief example of how researchers and practitioners can use the classification system for cross-national comparisons of client outcomes and program costs. Finally, we discuss the strengths and weaknesses of this approach, as well as possible benefits for child and family practices.  相似文献

This paper attempts to stage an encounter between the Japanese philosopher Nishida Kitarō and Emmanuel Levinas, one of the leading figures of Continental philosophy. Nishida's concept of Absolute Nothingness and Levinas’ pivotal thinking on Infinity draw them close in the endeavour to overcome the ontological presuppositions still dominant in much contemporary philosophical debate. In tracing the new pathways these philosophers opened up in their search for an ultimate ground to reality, we come to appreciate better the implications their philosophies have for our understanding of the self, the world, and the other. The paper concludes with a proposal for a dialogue between Nishida and Levinas, suggesting how the notion of Infinity might restore the ethical dimension to the all-encompassing idea of Absolute Nothingness.  相似文献

This paper presents an application of an innovative methodological tool for the integrated assessment of farming systems (Multi-Objective Multiple-Scale Integrated Representation). It describes the effect of rural development in parallel on economic and ecological reading at different levels: household, village, and the commune comprising 3 villages. Socio-economic and environmental indicators are organized into integrated packages across scales. This is an ex-post facto analysis of a program of rural development implemented in the Central Vietnamese uplands in 1995 by the central government with the collaboration of FAO. We conclude that two classic problems can only be faced by using an integrated analysis across levels: Large scale generalizations can miss important location-specific characteristics, and exclusive focus on location specific issues carries the risk of loosing the big picture.  相似文献

Abstract. During the last decade, labour relations in the public service have been subject to pressures for change, less direct, given their protected character, than in the private sector, but not less strong. The main factors of change are (only) in part common to those operating in private sector labour relations: economic constraints and budgetary restrictions, coupled with a general reaction toward the ‘public’ in general have put pressure on employment whose costs represent the major part of public expenditures; the need for greater productivity and efficiency has been increasing in order to reduce labour costs and (possibly) meet the growing demand for (social) services; technological innovations (office automation. computerization and the like) are spreading; the impact of the international competition has begun to be felt not only indirectly via constraints on the state budgets but directly in those sectors of public services which can be somehow ‘transportable’ across borders and hence exposed to foreign initiatives (public works, TLC, to some extent health services. All these factors are emphasized by the European unification process which has already introduced limits in the monetary and financial autonomy of the member states.  相似文献

ABSTRACT

This article, an output of the 2016 International Summit on Intellectual Disability and Dementia, examines familial caregiving situations within the context of a support-staging model for adults with intellectual disability (ID) affected by dementia. Seven narratives offer context to this support-staging model to interpret situations experienced by caregivers. The multidimensional model has two fundamental aspects: identifying the role and nature of caregiving as either primary (direct) or secondary (supportive); and defining how caregiving is influenced by stage of dementia. We propose staging can affect caregiving via different expressions: (1) the “diagnostic phase,” (2) the “explorative phase,” (3) the “adaptive phase,” and (4) the “closure phase.” The international narratives illustrate direct and indirect caregiving with commonality being extent of caregiver involvement and attention to the needs of an adult with ID. We conclude that the model is the first to empirically formalize the variability of caregiving within families of people with ID that is distinct from other caregiving groups, and that many of these caregivers have idiosyncratic needs. A support-staging model that recognizes the changing roles and demands of carers of people with ID and dementia can be useful in constructing research, defining family-based support services, and setting public policy.  相似文献

Abstract

This article proposes a new method for estimating heterogeneous externalities in policy analysis when social interactions take the linear-in-means form. We establish that the parameters of interest can be identified and consistently estimated using specific functions of the share of the eligible population. We also study the finite sample performance of the proposed estimators using Monte Carlo simulations. The method is illustrated using data on the PROGRESA program. We find that more than 50% of the effects of the program on schooling attendance are due to externalities, which are heterogeneous within and between poor and nonpoor households.  相似文献
