One of the most important policy objectives in the post-apartheid South African economy is to reduce poverty. Although economic growth and job creation are the preferred sources of alleviating poverty and inequality, social grant spending has contributed significantly to reduce poverty (Van der Berg et al. in Poverty trends since the transition: what we know. Stellenbosch Economic Working Papers: 19/09. Stellenbosch: Stellenbosch University, 2009). Recently proposals were tabled by the Department of Social Development of South Africa (Fin24 in R3.3bn plan to extend child support grant to 21. http://www.fin24.com/Economy/R33bn-child-care-grant-extension-to-21-on-cards-20150316. Accessed August 7, 2015, 2015) to extend the age eligibility of the child support grant (CSG) to 21 years (at the time of writing children aged up to 18 years are eligible). This sparked an interest to investigate the impact on poverty of changes to the eligibility criteria of CSG, as well as its fiscal implications. Using person and household data from the 2010/2011 Income and Expenditure Survey, various simulations are performed to assess the impact on poverty rates and changes to social spending, given the following changes: (1) if all age-eligible children applied; (2) if all beneficiaries received the grant amount for the full 12-month duration; (3) if the age eligibility criterion is extended; and (4) if the monthly child grant income amount is revised upwards. We also examine how changes in the eligibility criteria affect the income distribution.  相似文献

This study examined the stability and coherence of African‐American children's social support networks. Participants included a total of 106 3‐ to 4‐year‐old children attending Head Start centers located in the southeast. Children completed a social network interview in two consecutive years at the Head Start centers. These interviews tapped multiple dimensions of the support network including social embeddedness, proportion of the network providing support, and perceived support. Analyses focused on both the rank‐order stability of children with respect to network characteristics as well as stability of network relationships (the same individuals included in the network at both time periods). Results indicated age‐related increases in network size for adult and child categories, network size across three support domains, proportion of support scores, and perceived support from adults. In addition to age‐related changes, analyses revealed considerable rank‐order stability with respect to structural network dimensions, but very little rank‐order stability in proportion of support and perceived support scores. In contrast, both structural and supportive components of the children's networks were shown to be coherent over a one‐year period when specific network member relationships were examined. Discussion highlights both continuities and discontinuities in young children's social networks, and how data obtained in this study contribute to theory building and the systematic examination of African‐American children's emerging social networks.  相似文献

In this paper, the concept of Income Satisfaction Inequality is operationalized on the basis of individual responses to an Income Satisfaction question posed in the German Socio-Economic Panel (GSOEP). Income satisfaction is the subjective analogue of the objective income concept. The paper introduces a method to decompose Income Satisfaction Inequality according to the contributions from variables such as income, education, and the number of children. Given the panel structure of the data, inequality may be attributed partly to permanent individual circumstances and partly to transitory changes. The paper shows that by far the largest part of the satisfaction inequality has to be ascribed to unobserved heterogeneity. Distinguishing between a structural and an unexplained part of inequality we find that income explains the largest part of structural Income Satisfaction Inequality together with household membership; for non-working individuals, the age distribution is very relevant as well.  相似文献

This article questions the way in which Norwegian immigration officials apply the principle of the child's best interests in cases concerning family reunion for unaccompanied asylum seeking minors in Norway. It is claimed that the official definition of child migrants and the interpretation of what is in their best interest does not take the child's background and circumstances into account with sufficient detail and sensitivity. This paper further discusses the bureaucratic procedures that turn an individual child with individual interests into a judicial and generalized prototype that appears to have the same interests as the immigration authorities. Thus the combination of a culture‐blind and context‐free consideration of an abstract child's best interests primarily serves to justify increasing restriction of family reunion for child migrants, and thereby serves the state's best interest at the cost of the individual child.  相似文献

This paper examines the relationship between working in the formal or informal sector and self-reported individual financial satisfaction in a country in transition. It does so by allowing for individual heterogeneity in terms of perceived financial insecurity and tax morale. The empirical analysis uses a dataset for Albania, a country in transition. The method applied is the ‘self-administered questionnaire’, which combines personal contacts with written questionnaire. The results indicate that, for most individuals, working in the informal sector has negative effects on their self reported financial satisfaction. For some individuals, however, this effect is positive. The characteristic defining these two groups of individuals is their attitude towards the perceived financial insecurity related to not paying taxes. These findings have important implications, in particular for transition countries with large informal sectors. Given the involuntary participation in the informal sector in these countries, the majority of individuals working in this sector will remain financially dissatisfied as long as they have no other social safety net.  相似文献

Korean Americans represent the fifth largest group of Asian Americans in the USA. This exploratory survey of 205 Korean Americans (92.2 percent foreign born) found that those with depressive symptoms tend to be younger, have lower incomes, and are more concerned about their basic needs, community/social needs, family relationship issues, and healthcare issues than those without depressive symptoms. Income, healthcare concerns, and anxiety were significant predictors of depression. The likelihood of having depressive symptoms among Korean Americans with anxiety was 240 times higher than among those without anxiety, but acculturation was not a significant contributing factor. Most respondents tended to seek advice about their mental health problems from physicians and non‐mental health professionals (friends and religious healers). Implications for social work education, research, practice, and policy are discussed in relation to the need to use evidence‐based practice data to plan culturally relevant services for ethnic minorities.  相似文献

This research aimed to study the processes that take place during family microtransitions, that is, when family members move from an interactive form characterized by specific roles (active or peripheral) to another form that requires a change in these roles. For this purpose, 21 normative triads composed of mother, father, and a 4-year-old child were observed in a laboratory while playing together in a setting where they were asked to change their interactive configuration three times. The data revealed different ways of family functioning in coping with the microtransitions. Two groups emerged from the analysis that presented different characteristics. In particular, the family triads that completed the assigned task showed a significantly higher level of coordination and emotional tuning, a larger number of processes implied in the triadic dynamics, and a greater communicative coherence between the verbal, the expressive, and the corporal channels, compared with the group that did not complete the task.  相似文献
