We present an explicit characterization of the joint dependency structure of an n×p matrix normal random matrix such that the p-dimensional sample mean vector is independent of all translation invariant statistics.     

The Nature of Child Neglect

Summary The paper discusses the nature of child neglect, and draws onthe existing literature to provide evidence that neglect canbe extremely damaging to children. This is in contrast to theviews we hear personally from some social workers: that neglectis simply the consequence of material poverty, or a conditionthat need not arouse the same degree of professional concernas physical or sexual abuse. We report on a study of neglectfulfamilies, in which we have attempted to devise a simple instrumentfor quickly detecting the probable existence of neglect. Useof this instrument confirmed that among families referred toan NSPCC Child Protection Team there was a strong associationbetween physical and emotional neglect. Working on the use ofthe first questionnaire we have developed a second and shorterScale of Parental Caregiving, which has yet to be tested inpractice.     

Trilateral Labour Markets, Pricing and the Demand for Personal Social Services

Summary The authors examine recent trends in labour markets and employmentexperience, which have altered significantly the socio-economiccharacteristics of social work clients. They argue that thesechanges have reduced the relevance of proposals for the increaseduse of pricing and the introduction of vouchers in the provisionof personal social services. The needs of clients are unlikelyto be met by a further concentration of analytical attentionon such largely unworkable proposals.     

Local Union Leaders'' Satisfaction with Grievance Procedures

We develop a model of local union leaders' satisfaction with their grievance procedures drawing from the job characteristics model and agency theory. The model is tested with OLS regression and LISREL estimates based on a survey of local union leaders in British Columbia. Results show that local union leaders are more satisfied with their grievance procedures when local officials have more autonomy in decision making; their local size is smaller; the grievance filing rate is low; grievance issues are perceived as important; the grievance resolution rate is high; a greater proportion of grievances are settled in the early steps; and the union success rate is high. In addition, grievance procedure satisfaction is multi-faceted and each facet has its own unique variance and a different combination of significant predictors.     

God is Society: the Religious Dimension of Maoism

Maoism as a politico-religious form emerged in a society in the process of disintegration. It became crystallized as a response to the demands of rapid modernization. The Maoist belief system centers around the concept "people," the ultimate sacred reality. Its ethic emphasizes ceaseless service to others, individual asceticism, and intensive practical activity as necessary to the achievement of social salvation and collective immortality. A number of ritual parallels are identified between Maoism and contemporary Christianity: the worship service and ministry, the initiation process, sin and atonement, and various initiative rituals. From an evolutionary perspective, both primitive and ultra-modern elements are identified in Maoism.     

The Children's Family Trust: a Unique Approach to Substitute Family Care?

Summary This article outlines the contribution made to child care since1945 by the Children's Family Trust in providing substitutefamily homes. Reference is made to some Trust policies whichhave aroused controversy over the years. Recruitment and supportof the substitute Parents is discussed, and a brief analysismade of the children for whom placement with the Trust may bemost appropriate. Comparisons are drawn between staff turnoverin Trust families and other residential homes, and between successand failure rates of placements with the Trust and in long-termfoster-homes. The final section assesses the role of the Children'sFamily Trust and its philosophy in contemporary child care.
