Children changing spaces,changing schools

Children's participation remains controversial in United Kingdom schools where children and their communities rarely have opportunity to change what happens. This paper considers an original approach that developed cooperative intergenerational inquiry with a class of 10–11-year-olds in the north of England as part of complexity-informed participatory action research to consider children's participation in schools. Children and adults considered together, what schools are for, at the same time enabling children to shape spaces for participation in lesson time. The importance of recognising these spaces as dynamic intra-subjective meeting points and of intergenerational relationships for change in schools is revealed.     

The cluster that never was: germ warfare experiments and health authority reality in Dorset

In 1997 intense media coverage raised public concerns about germ warfare simulation experiments conducted by the Ministry of Defence during the 1960s, which included the release of bacteria over Dorset. Families in East Lulworth, Dorset, have linked this with allegedly high rates of miscarriages, still-births, congenital malformations, learning and other neurodevelopmental disabilities in their village. The response of the Dorset Health Authority (DHA) included the examination of background information from the Ministry of Defence, national data on congenital malformations in Dorset, health information collected by campaigners and a systematic health survey conducted by the DHA among former and current residents of East Lulworth. The investigation did not confirm the presence of a cluster. It is debatable whether the DHA should have proceeded with their survey when none of the other more immediately available results indicated the presence of a cluster.

Population and Poverty in Classical Theory: Testing a Structural Model for India

There has for many years been debate over the relationships between population growth rates and poverty. India is a country which provides a good testing ground for hypotheses about this relationship because since Independence a relatively high proportion of the population have lived in poverty; and there also exist reasonable data. This paper develops a simple structural model to investigate the relationship between population growth and poverty in particular, testing a series of hypotheses developed from the work of Marx and Malthus. The data are analysed at state level, and attention is drawn to the problems that this might cause as behaviour is typically determined at the individual household level. The results show that agricultural productivity and the process of landlessness are better predictors of poverty at a state level than the population growth rate. It is argued that the results fit better with the views of Marx than those of Malthus.     

Universal Suffrage as Counter-Revolution? Electoral Mobilisation under the Second Republic in France, 1848–1851

The advent of mass, male suffrage in France in 1848 is usually regarded as a great success. There was a huge turnout in elections for a Constituent Assembly, but the outcome disappointed republicans, who failed to win a majority and blamed a backward peasantry. This paper suggests that the electoral system was at fault rather than the electorate. A hastily devised procedure, based on collective voting and the absence of declared candidatures, enabled notables to dominate the new regime. Radicals revised their tactics with some success in 1849, but soon succumbed to the plebiscitary democracy of Louis-Napoleon. Universal suffrage might well mean counter-revolution.     

Outcome measurement in homeless systems of care

Public and private interest groups are pressured to demonstrate that investments of resources, time, and effort have resulted in improvements in the lives of those experiencing homelessness and/or reductions in the scope of homelessness. Measuring desired outcomes can provide information to support accountability efforts. This article reviews the literature on outcome measurement in homeless systems of care, grounded in a conceptual model consisting of three elements: continuums of care, service programs, and clients.This review did not reveal the existence of any single comprehensive outcome measurement instrument that could be used for the homeless system of care. System-level outcomes include cost savings, reduction of access barriers, and organizational linkages. Service program-level outcome measurement is typically based on the aggregation of client-level outcomes. At the client-level of measurement, several instruments were identified in the literature that have potential for providing the basis of outcome measurement.
