Prostitution de rue et législation: l'occultation de la dimension morale et technique de gestion pénale

In the public debate surrounding street prostitution a technical approach has been dominant, the two main protagonists both ignoring the moral dimension of the debate. This absence in fact serves to reinforce the demand for more stringent control. The author argues that pressure groups defending prostitutes should question the negative judgments they hold on prostitution. Only this re-examination can assure the harmonization between political strategies and political program. L'auteure explique l'incapacité d'envisager la question de la sollicitation de rue autrement qu'en termes d'une technique de gestion en démontrant que les deux tendances rivales dans le débat évacuent la question morale liée à la prostitution. Cette évacuation conforte, par la měme occasion, la position politique du renforcement de la loi. L'auteure conclut sur la nécessité pour les groupes se portant à la défense des prostituées de questionner les jugements négatifs qu'ils portent sur la prostitution afin d'harmoniser stratégie et programme politiques. Ceci permettrait de requestionner les prémisses d'une activité jugée immorale justifiant le maintien de son contrǒle pénal.     

Usages d'lnternet selon le genre et I'âge: une double différenciation*

At the heart of current debates on the impact of Information and Communication Technology (ICT) is the question of the importance of variations in the use of the Internet. In order to contribute to this discussion we have conducted a survey. The research instrument dealt with a week's computer usage with more than 40 possibilities of Internet use. The results show that age, more often than gender, is a discriminating variable in terms of Internet use, even if we can argue that, between the sexes, differences associated with gender stereotypes reappear. On the other hand, we argue that there is a homogenization of practices for other functions (chat, forums, etc.) and, as a whole, an attenuation of socio-economic variables.
Au œeur des débats actuels sur l'impact des technologies d'information et de communication (TIC) se pose la question de l'importance et de la variété des usages d'Internet. Dans le but de contribuer à cette discussion, nous avons mené une enquête. L'instrument de collecte portait sur le temps passé, par semaine, devant un ordinateur et sur plus de 40 possibilités d'usages d'Internet. Les résultats démontrent que l'âge, plus souvent que le genre, est une variable discriminante de la consommation d'Internet, même si nous pouvons constater que, entre les sexes, des differénces associées aux stéréotypes de genre réapparaissent. Par contre, nous constatons aussi une homogénéisation des pratiques pour d'autres fonctions (clavardage, forums…) et, dans l'ensemble, une atténuation de l'influence des variables sociodémographiques habituelles.     

Roots and Routes: The Partition of British India in Indian Social Memories

This contribution focuses on the Indian experience of the Partition. The personal and shared (i.e., social) memories regarding the history of India and Pakistan will inform the examination of the temporal dimension of the Partition, i.e., its “roots”. Tracing the re-established and new interconnections in terms of trade, travel, transportation, and communication between India and Pakistan along historical lines gives insight into the spatial dimension of the Partition's aftermath, i.e. its “routes”. The main argument of this analysis is that the traumata resulting from the Partition are still not overcome and contain the potential for explosive conflicts in the future.     

CRITIQUE DE LA THEORIE LIBERALE DU DEVELOPPEMENT

To this day, the development programs proposed for underdeveloped countries have met with little success because the economic analysis which encompasses them takes into account only the technique and data of macro-economics and ignores social relations. It is this weakness of the analysis that caused Western experts to be unaware of the effects of imperialism on the Third World, the evolution particular to underdeveloped countries that A.G. Frank called "development of underdevelopment." This evolution, characterized by the exploitation of Third World resources in the interests of the West, must be thwarted by a firmer, more independent stand on the part of the underdeveloped countries.
Les programmes de développement proposés aux pays sous-développés ont connu peu de succès jusqu'à ce jour. C'est que l'analyse économiste qui les sous-tend ne tient compte que de la technique et des données macro-économiques, ignorant ainsi les rapports sociaux. C'est la faiblesse de l'analyse qui a mené les experts occidentaux à ignorer les effets de l'impérialisme sur le Tiers-Monde, cette évolution spécifique des pays sous-développés que A.G. Frank a appelée « développement du sous-développement >>. Cette évolution, caractérisée par l'exploitation des ressources du Tiers-Monde selon les intérêts de l'Occident, doit être contrecarrée par une prise de position plus ferme et plus indépendante de la part des pays sous-développés.
